SUBJECT AREA: Architecture and building[br]b. 24 June 1733 Exeter, Devon, Englandd. 18 November 1821 Camberwell, London, England[br]English proprietor of the Coade Factory, making artificial stone.[br]Born Elinor Coade, she never married but adopted, as was customary in business in the eighteenth century, the courtesy title of Mrs. Following the bankruptcy and death of her father, George Coade, in Exeter, Eleanor and her mother (also called Eleanor) moved to London and founded the works at Lambeth, South London, in 1769 that later became famous as the Coade factory. The factory was located at King's Arms Stairs, Narrow Wall. During the eighteenth century, several attempts had been made in other businesses to manufacture a durable, malleable artificial stone that would be acceptable to architects for decorative use. These substances were not very successful, but Coade stone was different. Although stories are legion about the secret formula supposedly used in this artificial stone, modern methods have established the exact formula.Coade stone was a stoneware ceramic material fired in a kiln. The body was remarkable in that it shrank only 8 per cent in drying and firing: this was achieved by using a combination of china clay, sand, crushed glass and grog (i.e. crushed and ground, previously fired stoneware). The Coade formula thus included a considerable proportion of material that, having been fired once already, was unshrinkable. Mrs Coade's name for the firm, Coade's Lithodipyra Terra-Cotta or Artificial Stone Manufactory (where "Lithodipyra" is a term derived from three Greek words meaning "stone", "twice" and "fire"), made reference to the custom of including such material (such as in Josiah Wedgwood's basalt and jasper ware). The especially low rate of shrinkage rendered the material ideal for making extra-life-size statuary, and large architectural, decorative features to be incorporated into stone buildings.Coade stone was widely used for such purposes by leading architects in Britain and Ireland from the 1770s until the 1830s, including Robert Adam, Sir Charles Barry, Sir William Chambers, Sir John Soane, John Nash and James Wyatt. Some architects introduced the material abroad, as far as, for example, Charles Bulfinch's United States Bank in Boston, Massachusetts, and Charles Cameron's redecoration for the Empress Catherine of the great palace Tsarkoe Selo (now Pushkin), near St Petersburg. The material so resembles stone that it is often mistaken for it, but it is so hard and resistant to weather that it retains sharpness of detail much longer than the natural substance. The many famous British buildings where Coade stone was used include the Royal Hospital, Chelsea, Carlton House and the Sir John Soane Museum (all of which are located in London), St George's Chapel at Windsor, Alnwick Castle in Northumberland, and Culzean Castle in Ayrshire, Scotland.Apart from the qualities of the material, the Coade firm established a high reputation for the equally fine quality of its classical statuary. Mrs Coade employed excellent craftsmen such as the sculptor John Bacon (1740–99), whose work was mass-produced by the use of moulds. One famous example which was widely reproduced was the female caryatid from the south porch of the Erechtheion on the acropolis of Athens. A drawing of this had appeared in the second edition of Stuart and Revett's Antiquities of Athens in 1789, and many copies were made from the original Coade model; Soane used them more than once, for example on the Bank of England and his own houses in London.Eleanor Coade was a remarkable woman, and was important and influential on the neo-classical scene. She had close and amicable relations with leading architects of the day, notably Robert Adam and James Wyatt. It sets out the different classifications of spending for budgeting purposes and why these distinctions have been adopted. It discusses how the public expenditure framework is designed to ensure both sound public finances and an outcome-focused approach to public expenditure.The UK's public spending framework is based on several key principles:"consistency with a long-term, prudent and transparent regime for managing the public finances as a whole;" "the judgement of success by policy outcomes rather than resource inputs;" "strong incentives for departments and their partners in service delivery to plan over several years and plan together where appropriate so as to deliver better public services with greater cost effectiveness; and"the proper costing and management of capital assets to provide the right incentives for public investment.The Government sets policy to meet two firm fiscal rules:"the Golden Rule states that over the economic cycle, the Government will borrow only to invest and not to fund current spending; and"the Sustainable Investment Rule states that net public debt as a proportion of GDP will be held over the economic cycle at a stable and prudent level. Other things being equal, net debt will be maintained below 40 per cent of GDP over the economic cycle.Achievement of the fiscal rules is assessed by reference to the national accounts, which are produced by the Office for National Statistics, acting as an independent agency. The Government sets its spending envelope to comply with these fiscal rules.Departmental Expenditure Limits ( DEL) and Annually Managed Expenditure (AME)"Departmental Expenditure Limit ( DEL) spending, which is planned and controlled on a three year basis in Spending Reviews; and"Annually Managed Expenditure ( AME), which is expenditure which cannot reasonably be subject to firm, multi-year limits in the same way as DEL. AME includes social security benefits, local authority self-financed expenditure, debt interest, and payments to EU institutions.More information about DEL and AME is set out below.In Spending Reviews, firm DEL plans are set for departments for three years. To ensure consistency with the Government's fiscal rules departments are set separate resource (current) and capital budgets. The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.To encourage departments to plan over the medium term departments may carry forward unspent DEL provision from one year into the next and, subject to the normal tests for tautness and realism of plans, may be drawn down in future years. This end-year flexibility also removes any incentive for departments to use up their provision as the year end approaches with less regard to value for money. For the full benefits of this flexibility and of three year plans to feed through into improved public service delivery, end-year flexibility and three year budgets should be cascaded from departments to executive agencies and other budget holders.Three year budgets and end-year flexibility give those managing public services the stability to plan their operations on a sensible time scale. Further, the system means that departments cannot seek to bid up funds each year (before 1997, three year plans were set and reviewed in annual Public Expenditure Surveys). So the credibility of medium-term plans has been enhanced at both central and departmental level.Departments have certainty over the budgetary allocation over the medium term and these multi-year DEL plans are strictly enforced. Departments are expected to prioritise competing pressures and fund these within their overall annual limits, as set in Spending Reviews. So the DEL system provides a strong incentive to control costs and maximise value for money.There is a small centrally held DEL Reserve. Support from the Reserve is available only for genuinely unforeseeable contingencies which departments cannot be expected to manage within their DEL.AME typically consists of programmes which are large, volatile and demand-led, and which therefore cannot reasonably be subject to firm multi-year limits. The biggest single element is social security spending. Other items include tax credits, Local Authority Self Financed Expenditure, Scottish Executive spending financed by non-domestic rates, and spending financed from the proceeds of the National Lottery.AME is reviewed twice a year as part of the Budget and Pre-Budget Report process reflecting the close integration of the tax and benefit system, which was enhanced by the introduction of tax credits.AME is not subject to the same three year expenditure limits as DEL, but is still part of the overall envelope for public expenditure. Affordability is taken into account when policy decisions affecting AME are made. The Government has committed itself not to take policy measures which are likely to have the effect of increasing social security or other elements of AME without taking steps to ensure that the effects of those decisions can be accommodated prudently within the Government's fiscal rules.Given an overall envelope for public spending, forecasts of AME affect the level of resources available for DEL spending. Cautious estimates and the AME margin are built in to these AME forecasts and reduce the risk of overspending on AME.Together, DEL plus AME sum to Total Managed Expenditure (TME). TME is a measure drawn from national accounts. It represents the current and capital spending of the public sector. The public sector is made up of central government, local government and public corporations.Resource and Capital Budgets are set in terms of accruals information. Accruals information measures resources as they are consumed rather than when the cash is paid. So for example the Resource Budget includes a charge for depreciation, a measure of the consumption or wearing out of capital assets."Non cash charges in budgets do not impact directly on the fiscal framework. That may be because the national accounts use a different way of measuring the same thing, for example in the case of the depreciation of departmental assets. Or it may be that the national accounts measure something different: for example, resource budgets include a cost of capital charge reflecting the opportunity cost of holding capital; the national accounts include debt interest."Within the Resource Budget DEL, departments have separate controls on:"Near cash spending, the sub set of Resource Budgets which impacts directly on the Golden Rule; and"The amount of their Resource Budget DEL that departments may spend on running themselves (e.g. paying most civil servants’ salaries) is limited by Administration Budgets, which are set in Spending Reviews. Administration Budgets are used to ensure that as much money as practicable is available for front line services and programmes. These budgets also help to drive efficiency improvements in departments’ own activities. Administration Budgets exclude the costs of frontline services delivered directly by departments.The Budget preceding a Spending Review sets an overall envelope for public spending that is consistent with the fiscal rules for the period covered by the Spending Review. In the Spending Review, the Budget AME forecast for year one of the Spending Review period is updated, and AME forecasts are made for the later years of the Spending Review period.The 1998 Comprehensive Spending Review ( CSR), which was published in July 1998, was a comprehensive review of departmental aims and objectives alongside a zero-based analysis of each spending programme to determine the best way of delivering the Government's objectives. The 1998 CSR allocated substantial additional resources to the Government's key priorities, particularly education and health, for the three year period from 1999-2000 to 2001-02.Delivering better public services does not just depend on how much money the Government spends, but also on how well it spends it. Therefore the 1998 CSR introduced Public Service Agreements (PSAs). 32 Silk Yarns
Silk yarns are composed of a number of silk filaments twisted together, usually 8 to 12 to form a thread. The filaments have a natural coating of gum which gives strength and elasticity, but reduces lustre. The gum must be boiled off if lustre is wanted, which may be done either in the yarn state or when woven in cloth. Silk yarns are divided into two classes, " thrown silk" and " spun silk," the first being yarns that are made by the processes of reeling and throwing, and the second consisting of yarns spun from waste silk. Thrown Silk, or Net Silk comprises organzine and tram yarns, organzine being made from the most perfect cocoons and used for warps. Tram is made from the inferior cocoons and used as weft. All silk contains a proportion of natural gum, and the amount of gum removed give rise to the following terms: - Boiled-off Silk - Yarn which has had all the gum removed, and has the highest sheen (see Boiled-off). Hard Silk - Yarn that has not undergone any boiling-off process. Ecru Silk - Yarn boiled to remove about 3 per cent to 5 per cent of the gum by light washing in lukewarm water. Souple Silk - Yarn boiled to remove about one-sixth of the gum. Bengal Silk - See Bengal Silk. Berlin Silk - A silk yarn made for fancy hand work. It is produced by doubling from 4 to 8 twisted singles grege by a right-hand twist; then again doubling three of these with a left-hand twist. The thread is very round, smooth, and hard, also known as cordon-net. Blond Silk - A special silk yarn made by doubling three grege threads left-hand twist, then doubling three of these together with right-hand twist. Brights - Silk which has been entirely de-gummed in the skein and then dyed. Bourette, Bourrette Yarn - A low grade of silk yarn made from the waste produced by schappe spinning. Canton Silk - See Canton Silk. Chiffon Twist - Single raw silk threads, 50 or more turns per inch. Used for chiffons, crepe-de-chines, etc. Crepe-de-Chine - Hard twist tram silk, about 40 to 70 turns per inch. Made from 3 to 5 raw silk ends. Usually woven as weft. Crepe Georgette - Hard twist raw silk usually made from two threads 13/15 deniers, 50 or more turns, both right and left twist, used for crepe georgettes as warp and weft. Crepe Twist - This is tram silk hard twisted, having from 30 to 100 turns per inch. Used for making fabrics of a crepe character both all silk and mixtures. Cordonnet Silk - See Berlin Silk; also under Cordonnet. Eri Silk - A raw silk obtained from the wild silkworm " Attacus ricini." Flock Silk - A general term used to indicate silk yarns made from the outer uneven parts of the cocoon. Floss Silk - Used principally for embroidery purposes. It is a thrown silk and made by doubling two thick raw singles with right-hand twist together with a left-hand twist. Galette Silk - A coarse silk yarn made from waste. Grenadine Silk - Organzine silk with a large number of turns per inch. Jaspe Silk - Silk warps printed in the hank. Ombre Silk - Skein dyed yarn in a gradation of shades, which run in sequence of depth of colour, varying from five up to forty shades. Schappe Silk - A spun silk yarn which is made from silk degummed by the maceration process used on the Continent (see Schappe Silk). Soie Ondee - See Soie Ondee. 33 Gassed Yarns
Ordinary cotton yarn has a fairly large amount of short fibre on its surface. It is the object of gassing to burn off the projecting fibres by passing the yarn several times through a gas flame or over an electrically-heated surface. Many single yams are gassed and two-fold yarns are thus treated when required for voiles, poplins, Venetians, etc. Yarns for mixing with silk yarn for lace singles, and double spun work, embroidery yarns from 2/6's upwards, yarns for mercerising, etc., are all gassed. The process renders the yarn darker in colour, and there is a loss of weight in gassing yarn which depends on the proportion of fibre burnt off. The loss varies from 5 per cent to 10 per cent, so the doubler uses 36's single for 2/40's, 54's for 2/60's, and 72's for 2/80's yarns.
