1. Совокупность действий, направленных на достижение некоторой цели, основное понятие научной дисциплины «исследование операций.» (примеры см. в статье Исследование операций). То же, например, в сетевом планировании и управлении — работа. Математически О. описывается следующими множествами: начальных условий, характеристик внешней среды, альтернативных стратегий, предназначенных для достижения цели (или целей) О., а также характеристик этих целей, т.е. ожидаемых результатов. Степень соответствия результата О. поставленной цели характеризуется критерием эффективности О. Результат О. зависит от действий оперирующей стороны, а также от неконтролируемых факторов, создающих обстановку (условия) проведения этой О. Неконтролируемые факторы могут быть: а) фиксированными (значение их известно); б) случайными фиксированными (известен закон их распределения); в) неопределенными, для которых может быть известна только возможная область изменения (либо в силу ограниченности знаний, либо если эти факторы отражают действие каких-то объектов, независимых от оперирующей стороны и преследующих собственные цели). 2. Элементарная часть процесса функционирования экономической системы, стабильная по содержанию и имеющая самостоятельную цель. Характеризуется множествами входных ресурсов, количественных и качественных характеристик продуктов, получаемых в результате ее выполнения, а также допустимых технологических способов преобразования ресурсов в продукты.

В сетевом планировании и управлении так называют процесс, непосредственно предшествующий свершению какого-либо события. Понятие «Р.» охватывает в сетевом графике не только те или иные процессы строительства или обеспечения различными ресурсами, но и ожидание, связанное с соблюдением технологических перерывов, и просто зависимость между двумя событиями (это называется фиктивная Р.). Важнейшая характеристика Р. — ее объем, который в зависимости от типа сетевого графика (метода СПУ) может выражаться в разных величинах: трудоемкости, продолжительности («временные оценки«), стоимости и т.д. В выбранных единицах объем Р. представляется некоторой скалярной величиной (см. Скаляр). Промежуток времени между моментами начала и окончания Р. (ее продолжительность) обычно обозначается tij, момент начала —tijн, момент окончания — tijо, где i, j — номера событий, связанных с данной работой. В сетевом графике учитывается продолжительность Р.: минимальная, которая характеризуется наибольшей загрузкой фронта работ., привлечением максимально возможного количества техники, людей и т.д.; нормальная, которая устанавливается из нормального режима, оптимального насыщения фронта работ. Выделяются также сроки начала Р.: самый ранний (он характеризуется длиной критического пути от начального события до момента начала данной Р.); самый поздний: тот, который не вызовет задержки конечного события. Наконец, сроки окончания Р.: самый ранний (он характеризуется длиной критического пути от начального события до момента начала данной Р.); самый поздний: наиболее поздний допустимый момент окончания, который не вызовет задержки свершения конечного события. В сетевом графике Р. изображается стрелкой, соединяющей два события (см. рис. к статье Сетевой график). Никакая Р. не может быть начата до тех пор, пока не свершилось предшествующее ей событие. Фиктивная Р. обозначается пунктирной стрелкой. Р., находящаяся на критическом пути, называется критической.

13 Porter, Charles Talbot
SUBJECT AREA: Steam and internal combustion engines[br]b. 18 January 1826 Auburn, New York, USAd. 1910 USA[br]American inventor of a stone dressing machine, an improved centrifugal governor and a high-speed steam engine.[br]Porter graduated from Hamilton College, New York, in 1845, read law in his father's office, and in the autumn of 1847 was admitted to the Bar. He practised for six or seven years in Rochester, New York, and then in New York City. He was drawn into engineering when aged about 30, first through a client who claimed to have invented a revolutionary type of engine and offered Porter the rights to it as payment of a debt. Having lent more money, Porter saw neither the man nor the engine again. Porter followed this with a similar experience over a patent for a stone dressing machine, except this time the machine was built. It proved to be a failure, but Porter set about redesigning it and found that it was vastly improved when it ran faster. His improved machine went into production. It was while trying to get the steam engine that drove the stone dressing machine to run more smoothly that he made a discovery that formed the basis for his subsequent work.Porter took the ordinary Watt centrifugal governor and increased the speed by a factor of about ten; although he had to reduce the size of the weights, he gained a motion that was powerful. To make the device sufficiently responsive at the right speed, he balanced the centrifugal forces by a counterweight. This prevented the weights flying outwards until the optimum speed was reached, so that the steam valves remained fully open until that point and then the weights reacted more quickly to variations in speed. He took out a patent in 1858, and its importance was quickly recognized. At first he manufactured and sold the governors himself in a specially equipped factory, because this was the only way he felt he could get sufficient accuracy to ensure a perfect action. For marine use, the counterweight was replaced by a spring.Higher speed had brought the advantage of smoother running and so he thought that the same principles could be applied to the steam engine itself, but it was to take extensive design modifications over several years before his vision was realized. In the winter of 1860–1, J.F. Allen met Porter and sketched out his idea of a new type of steam inlet valve. Porter saw the potential of this for his high-speed engine and Allen took out patents for it in 1862. The valves were driven by a new valve gear designed by Pius Fink. Porter decided to display his engine at the International Exhibition in London in 1862, but it had to be assembled on site because the parts were finished in America only just in time to be shipped to meet the deadline. Running at 150 rpm, the engine caused a sensation, but as it was non-condensing there were few orders. Porter added condensing apparatus and, after the failure of Ormerod Grierson \& Co., entered into an agreement with Joseph Whitworth to build the engines. Four were exhibited at the 1867 Paris Exposition Universelle, but Whitworth and Porter fell out and in 1868 Porter returned to America.Porter established another factory to build his engine in America, but he ran into all sorts of difficulties, both mechanical and financial. Some engines were built, and serious production was started c. 1874, but again there were further problems and Porter had to leave his firm. High-speed engines based on his designs continued to be made until after 1907 by the Southwark Foundry and Machine Company, Philadelphia, so Porter's ideas were proved viable and led to many other high-speed designs.[br]Bibliography1908, Engineering Reminiscences, New York: J. 16 Bateman, John Frederick La Trobe
[br]b. 30 May 1810 Lower Wyke, near Halifax, Yorkshire, Englandd. 10 June 1889 Moor Park, Farnham, Surrey, England[br]English civil engineer whose principal works were concerned with reservoirs, water-supply schemes and pipelines.[br]Bateman's maternal grandfather was a Moravian missionary, and from the age of 7 he was educated at the Moravian schools at Fairfield and Ockbrook. At the age of 15 he was apprenticed to a "civil engineer, land surveyor and agent" in Oldham. After this apprenticeship, Bateman commenced his own practice in 1833. One of his early schemes and reports was in regard to the flooding of the river Medlock in the Manchester area. He came to the attention of William Fairbairn, the engine builder and millwright of Canal Street, Ancoats, Manchester. Fairbairn used Bateman as his site surveyor and as such he prepared much of the groundwork for the Bann reservoirs in Northern Ireland. Whilst the reports on the proposals were in the name of Fairbairn, Bateman was, in fact, appointed by the company as their engineer for the execution of the works. One scheme of Bateman's which was carried forward was the Kendal Reservoirs. The Act for these was signed in 1845 and was implemented not for the purpose of water supply but for the conservation of water to supply power to the many mills which stood on the river Kent between Kentmere and Morecambe Bay. The Kentmere Head dam is the only one of the five proposed for the scheme to survive, although not all the others were built as they would have retained only small volumes of water.Perhaps the greatest monument to the work of J.F.La Trobe Bateman is Manchester's water supply; he was consulted about this in 1844, and construction began four years later. He first built reservoirs in the Longdendale valley, which has a very complicated geological stratification. Bateman favoured earth embankment dams and gravity feed rather than pumping; the five reservoirs in the valley that impound the river Etherow were complex, cored earth dams. However, when completed they were greatly at risk from landslips and ground movement. Later dams were inserted by Bateman to prevent water loss should the older dams fail. The scheme was not completed until 1877, by which time Manchester's population had exceeded the capacity of the original scheme; Thirlmere in Cumbria was chosen by Manchester Corporation as the site of the first of the Lake District water-supply schemes. Bateman, as Consulting Engineer, designed the great stone-faced dam at the west end of the lake, the "gothic" straining well in the middle of the east shore of the lake, and the 100-mile (160 km) pipeline to Manchester. The Act for the Thirlmere reservoir was signed in 1879 and, whilst Bateman continued as Consulting Engineer, the work was supervised by G.H. Hill and was completed in 1894.Bateman was also consulted by the authorities in Glasgow, with the result that he constructed an impressive water-supply scheme derived from Loch Katrine during the years 1856–60. It was claimed that the scheme bore comparison with "the most extensive aqueducts in the world, not excluding those of ancient Rome". Bateman went on to superintend the waterworks of many cities, mainly in the north of England but also in Dublin and Belfast. In 1865 he published a pamphlet, On the Supply of Water to London from the Sources of the River Severn, based on a survey funded from his own pocket; a Royal Commission examined various schemes but favoured Bateman's.Bateman was also responsible for harbour and dock works, notably on the rivers Clyde and Shannon, and also for a number of important water-supply works on the Continent of Europe and beyond. Dams and the associated reservoirs were the principal work of J.F.La Trobe Bateman; he completed forty-three such schemes during his professional career. He also prepared many studies of water-supply schemes, and appeared as professional witness before the appropriate Parliamentary Committees.[br]Principal Honours and DistinctionsFRS 1860.
