'coun·cil tax n( Brit) Gemeindesteuer f¿ Kultur?Die council tax - Gemeindesteuer in Großbritannien ist eine Steuer, die von den Gemeinden erhoben und für die Finanzierung der öffentlichen Dienstleistungen verwendet wird. Die Bemessungsgrundlage ist der Wert des Grundbesitzes. Diese Steuer ersetzte die community charge, auch poll tax - Kopfsteuer genannt. Das Prinzip einer poll tax ist die gleichmäßige Besteuerung aller Bürger. Die konservative Regierung, die diese Steuer 1989 zuerst in Schottland und 1990 in England und Wales einführte, wurde jedoch durch den öffentlichen Widerstand gezwungen den Ärmsten Steuernachlässe zu gewähren. Die poll tax wurde dann 1990 durch die council tax ersetzt, nachdem es eine Zahlungsverweigerungskampagne und einen Aufstand auf dem Trafalgar Square in London gab. -
