41 Voting Rights Act
Принят в 1965, поправки к нему принимались в 1970, 1975 и 1982. Закон 1965 отменил дискриминационные ограничения в избирательных правах черного населения и других этнических групп, существовавшие в законах штатов. Был принят под давлением растущего движения за гражданские права [ civil rights movement] по инициативе президента Л. Джонсона [ Johnson, Lyndon Baines (LBJ)]. Наряду с Законом о гражданских правах 1964 [ Civil Rights Act of 1964] является наиболее существенным законодательным актом в области гражданских прав. Законом 1965 был также отменен ценз грамотности [literacy test], а министру юстиции [Attorney General] поручалось контролировать процесс регистрации избирателей [ voter registration] с помощью инспекторов [federal examiners] и наблюдателей [federal observers]. По Закону 1975 года были гарантированы избирательные права испаноязычным американцам и введены в практику двуязычные избирательные бюллетени. У истоков движения стояли левые общественные деятели, которые традиционно были пацифистами, а также квакеры [ Quakers], изначально выступавшие против военного вмешательства США в Индокитае. В октябре 1964 квакерская миротворческая организация "Сообщество примирения" [Fellowship of Reconciliation (FOR)] официально призвала к уклонению от призыва [ draft evaders]. Другой влиятельной группой пацифистов на начальном этапе движения стала Лига противников войны [ War Resisters League], которая организовала 16 мая 1964 демонстрацию в г. Нью-Йорке, во время которой 12 человек сожгли свои призывные повестки [ draft card]. В декабре 1964 по инициативе организации прошла первая общенациональная демонстрация против войны. По мере активизации боевых действий и роста числа погибших [ body count] против эскалации конфликта начали выступать представители разных политических спектров, многие действующие политики. Движение перекинулось на студенческие городки [ campus; campus unrest], где особенно активно действовала организация "Студенты за демократическое общество" [ Students for a Democratic Society] и другие "новые левые" [ New Left]. 15 апреля 1967 состоялся крупнейший антивоенный марш студентов на Вашингтон, в котором приняли участие свыше 20 тыс. человек (см Marches on Washington). Во второй половине 60-х гг. к антивоенным протестам присоединились многие лидеры движения за гражданские права [ civil rights movement], в том числе М. Л. Кинг [ King, Martin Luther, Jr. (MLK)]. Движение достигла своего пика в 1966-67. 15 апреля 1967 в демонстрации в г. Нью-Йорке приняли участие более 130 тыс. человек, в Сан-Франциско - более 70 тысяч. Через полгода состоялся стотысячный "Марш на Пентагон" ["March on the Pentagon"]. Съезд Демократической партии [Democratic National Convention] в августе 1968 был отмечен стычками демонстрантов и полиции. Одним из результатов движения стал призыв Р. Никсона [ Nixon, Richard Milhous] к "вьетнамизации" [ Vietnamization] конфликта и вывод части американского контингента из Вьетнама в 1969. истРасистская партия, сочетавшая идеологические платформы нацистов и Ку-клукс-клана [ Ku Klux Klan], проводила совместные акции с кланом и Американской нацистской партией [American Nazi Party (ANP)].
