догоняющее развитие
Этап в истории многих стран, отстававших в своем развитии от других, передовых, и задавшихся целью в короткий, по возможности, срок преодолеть это отставание. Такой этап в разное время и в разных условиях пережили, например, Япония и Мексика, Россия (СССР) и Корейская республика; и даже вполне высокоразвитые страны Европы, обнаружившие свое технологическое отставание от США после второй мировой войны (См. статью Управление) Особенность догоняющего развития состоит в том, что в большинстве случаев оно связано с автократическими, а иногда и диктаторскими формами правления. Причина в том, что оно создает предпосылки для широкого участия государства в экономике. Идущие впереди страны, с их технологиями, формами организации производства, знаниями, показывают пример. Нужно только наращивать инвестиции в национальную экономику, концентрировать на этой задаче все ресурсы общества, пусть даже высокой ценой: отбирая эти ресурсы у части общества, обездоливая ее. Авторитарный характер власти, проводящей политику индустриализации, позволяет это сделать. Более того, для стран догоняющей индустриализации это характерная форма правления. На стадиях зрелого индустриального развития, в условиях постиндустриального общества начинается кризис и крушение авторитарных режимов. В свое время знаток российской экономической истории А. Гершенкрон обращал внимание на то, что проблемы стран догоняющей индустриализации не являются лишь их собственными. Весь мир в XX веке – писал он — заплатил дорогую цену за позднее освобождение крестьян в России. Он же сделал вывод о том, что догоняющее развитие дает и некоторые преимущества: можно заимствовать передовой технический и технологический опыт, так сказать, «не изобретая каждый раз велосипед».
