(EU)In 1978, Portugal began accession negotiations with the EU. In January 1986, along with Spain, Portugal joined that organization. Since joining the EU, Portugal's economy has received many benefits: loans, grants, technical assistance, and other economic, social, and educational advantages that are worth billions of dollars. Most of Portugal's trade is with EU members, and Portugal's economy is tied now to EU plans and planning, standards and rules, and philosophy. Starting in January 1993, by previous agreement, all EU tariff barriers for many goods (excluding agricultural goods until 1995-96, in Portugal's case) were removed, and there is concern in Portugal that many small and medium-sized businesses (which are the norm) will not survive the new competition from richer member state. Next to Greece, Portugal remains the poorest, least-developed EU member state, and there is anxiety in Lisbon that, following new pressures for the EU to give massive assistance to former Soviet bloc countries in Eastern Europe and to allow them in time to join the EU, Portugal will be at a disadvantage. [br]b. 1863d. 1940[br]English motoring pioneer, designer of a motor tricycle.[br]In 1884 Butler patented a design for a motor tricycle that was shown that year at the Stanley Cycle Show and in the following year at the Inventions Exhibition. In 1887 he patented his "Petrol-tricycle", which was built the following year. The cycle was steered through its two front wheels, while it was driven through its single rear wheel. The motor, which was directly connected to the rear wheel hub by means of overhung cranks, consisted of a pair of water-cooled 2 1/4 in. (57 mm) bore cylinders with an 8 in. (203 mm) stroke working on the Clerk two-stroke cycle. Ignition was by electric spark produced by a wiper breaking contact with the piston, adopted from Butler's own design of electrostatic ignition machine; this was later replaced by a Ruhmkorff coil and a battery. There was insufficient power with direct drive and the low engine speed of c.100 rpm, producing a road speed of approximately 12 mph (19 km/h), so Butler redesigned the engine with a 6 3/4 in. (171 mm) stroke and a four-stroke cycle with an epicyclic reduction gear drive of 4:1 and later 6:1 ratio which could run at 600 rpm. The combination of restrictive speed-limit laws and shortsightedness of his backers prevented development, despite successful road demonstrations. [br]b. 25 October 1813 Blaubeuren, Germanyd. 3 May 1893 Zurich, Switzerland[br]German inventor and entrepreneur who produced the first reliable electric clock.[br]After serving an apprenticeship with a clock-maker in Blaubeuren, Hipp worked for various clockmakers before setting up his own workshop in Reutlingen in 1840. In 1842 he made his first electric clock with an ingenious toggle mechanism for switching the current, although he claimed that the idea had occurred to him eight years earlier. The switching mechanism was the Achilles' heel of early electric clocks. It was usually operated by the pendulum and it presented the designer with a dilemma: if the switch made a firm contact it adversely affected the timekeeping, but if the contact was lightened it sometimes failed to operate due to dirt or corrosion on the contacts. The Hipp toggle switch overcame this problem by operating only when the amplitude of the pendulum dropped below a certain value. As this occurred infrequently, the contact pressure could be increased to provide reliable switching without adversely affecting the timekeeping. It is an indication of the effectiveness of the Hipp toggle that it was used in clocks for over one hundred years and was adopted by many other makers in addition to Hipp and his successor Favag. It was generally preferred for its reliability rather than its precision, although a regulator made in 1881 for the observatory at Neuchâtel performed creditably. This regulator was enclosed in an airtight case at low pressure, eliminating errors due to changes in barometric pressure. This practice later became standard for observatory regulators such as those of Riefler and Shortt. The ability of the Hipp toggle to provide more power when the clock was subjected to an increased load made it particularly suitable for use in turret clocks, whose hands were exposed to the vagaries of the weather. Hipp also improved the operation of slave dials, which were advanced periodically by an electrical impulse from a master clock. If the electrical contacts "chattered" and produced several impulses instead of a single sharp impulse, the slave dials would not indicate the correct time. Hipp solved this problem by producing master clocks which delivered impulses that alternated in polarity, and slave dials which only advanced when the polarity was changed in this way. Polarized impulses delivered every minute became the standard practice for slave dials used on the European continent. [br]b. 26 February 1789 Anderton, Cheshire, Englandd. 18 June 1861 near Manchester, England[br]English engineer who devised d new form of cast-iron girder.[br]Eaton Hodgkinson's father, a farmer, died when he was 6 years old, but his mother was a resourceful woman who set up a business in Salford and ensured that her son received a sound schooling. Most important for his education, however, was his friendship with the Manchester scientific luminary Dr. Dalton, who instructed him in practical mathematics. These studies led Hodgkinson to devise a new form of cast-iron girder, carefully tested by experiments and which was widely adopted for fire-proof structures in the nineteenth century. Following Dalton, Hodgkinson became an active member of the Manchester Philosophical Society, of which he was elected President in 1848. He also became an active member of the British Association for the Advancement of Science. Hodgkinson's work on cast-iron girders secured him a Fellowship of the Royal Society, and the Royal Medal of the Society, in 1841. It was Hodgkinson also who verified the mathematical value of the pioneering experiments carried out by William Fairbairn for Robert Stephenson's proposed wrought-iron tube structure which, in 1849, became the Britannia Bridge over the Menai Straits. He received a Silver Medal for this work at the Paris Exhibition of 1858. Hodgkinson served as a member of the Royal Commission appointed to enquire into the application of iron to railway structures. In 1847 he was appointed Professor of the Mechanical Principles of Engineering at University College, London, but his health began to fail shortly after. He was elected an Honorary Member of the Institution of Civil Engineers in 1851.
