a) The basic unit of local government and administration in France. Established after the French Revolution in 1789, the commune system of local administration was designed for another age, in which France was very much a rural nation. Even today, there are still over 36,000 communes, each with its Maire and municipal council, each with its budget and responsibilities, including local taxation and local public services.
