SUBJECT AREA: Agricultural and food technology[br]b. baptized 28 July 1745 Yorkshire, Englandd. 1818 Pickering, Yorkshire, England[br]English commentator and writer on agriculture who established the first agricultural college in Britain.[br]Little is known for certain about William Marshall's early life, other than that he was baptized at Sinnington in the West Riding of Yorkshire. On his own account he was involved in trade in the West Indies from the age of 15 for a period of fourteen years. It is assumed that he was financially successful in this, for on his return to England in 1774 he was able to purchase Addisham Farm in Surrey. Having sacked his bailiff he determined to keep a minute book relating to all transactions on the farm, which he was now managing for himself. On these entries he made additional comments. The publication of these writings was the beginning of a substantial review of agriculture in Britain and a criticism of existing practices. From 1779 he acted as agent on a Norfolk estate, and his five years in that position resulted in The Rural Economy of Norfolk, the first of a series of county reviews that he was to write, intending the somewhat ambitious task of surveying the whole country. By 1808 Marshall had accumulated sufficient capital to be able to purchase a substantial property in the Vale of Cleveland, where he lived for the rest of his life. At the time of his death he was engaged in the erection of a building to serve as an agricultural college; the same building is now a rural-life museum.[br]BibliographyOther titles in his Rural Economy series included Yorkshire in 1788, Gloucester in 1789, The Midland Counties in 1790, The West of England in 1796, and The Southern Counties two years later. Further titles included Experiments and Observations Concerning Agriculture and the Weather in 1779, Observations on the Different Breeds of Sheep in 1792, The General View of the Agriculture of Central HighlandScotland in 1794, and Planting and Rural Ornament in 1796. He also wrote On the Enclosure of Commonable and Intermixed Lands in 1801, On the Landed Property of England, an Elementary Practical Treatise in 1804, and On the Management of Landed Estates in 1806. He was not asked to write any of the County Surveys produced by the Board of Agriculture, despite his own claims to the origin of the idea. SUBJECT AREA: Agricultural and food technology[br]b. 11 September 1741 London, Englandd. 20 April 1820 Bradford, England[br]English writer and commentator on agricultural affairs; founder and Secretary of the Board of Agriculture (later the Ministry of Agriculture, Fisheries and Food).[br]He was the youngest of the three children of Dr Arthur Young, who was at one time Chaplain to the Speaker of the House of Commons. He learned Latin and Greek at Lavenham School, and at the age of 17 was apprenticed to a mercantile house, an occupation he disliked. He first published The Theatre of the Present War in North America in 1758. He then wrote four novels and began to produce the literary magazine The Universal Museum. After his father's death he returned home to manage his father's farm, and in 1765 he married Martha Allen.Young learned farming by experiment, and three years after his return he took over the rent of a 300 acre farm, Samford Hall in Essex. He was not a practical farmer, and was soon forced to give it up in favour of one of 100 acres (40.5 hectares) in Hertfordshire. He subsidized his farming with his writing, and in 1768 published The Farmer's Letters to the People of England. The first of his books on agricultural tours, Six Weeks Tours through the Counties of England and Wales, was published in 1771. Between 1784 and 1809 he published the Annals of Agriculture, one of whose contributors was George III, who wrote under the pseudonym of Ralph Robinson.By this time he was corresponding with all of influence in agricultural matters, both at home and abroad. George Washington wrote frequently to Young, and George III was reputed to travel always with a copy of his book. The Empress of Russia sent students to him and had his Tours published in Russian. Young made three trips to France in 1787, 1788 and 1789–90 respectively, prior to and during the French Revolution, and his Travels in France (1792) is a remarkable account of that period, made all the more fascinating by his personal contact with people differing as widely as Mirabeau, the French revolutionary leader, and King Louis XVI.Unfortunately, in 1811 an unsuccessful cataract operation left him blind, and he moved from London to his native Bradford, where he remained until his death.[br]Principal Honours and DistinctionsChairman, Agricultural Committee of the Society of Arts 1773: awarded three Gold Medals during his career for his achievements in practical agriculture. 113 Cunhal, Álvaro
(Barreirinhas)(1913-2005)Leader of the Portuguese Communist Party (PCP), author, and ideologue. Álvaro Cunhai was a militant of the PCP since the 1930s and was secretary-general from 1961 to 1992. In the midst of Mikail Gorbachev's reforms and perestroika, Cunha refused to alter the PCP's orthodox commitment to the proletariat and Marxism-Leninism. Throughout a long career of participation in the PCP, Cunhal regularly held influential positions in the organization. In 1931, he joined the PCP while a law student in Lisbon and became secretary-general of the Portuguese Communist Youth/Juventude Comunista (JC) in 1935, which included membership in the PCP's central committee. He advanced to the PCP's secretariat in 1942, after playing a leading role in the reorganization of 1940-H that gave the party its present orthodox character. Cunhai dubbed himself "the adopted son of the proletariat" at the 1950 trial that sentenced him to 11 years in prison for communist activity. Because his father was a lawyer-painter-writer and Cunhai received a master's degree in law, his origins were neither peasant nor worker but petit-bourgeois. During his lifetime, he spent 13 years in prison, eight of which were in solitary confinement. On 3 January 1960, he and nine other mostly communist prisoners escaped from Peniche prison and fled the country. The party's main theoretician, Cunhal was elected secretary-general in 1961 and, along with other top leaders, directed the party from abroad while in exile.In the aftermath of the Revolution of 25 April 1974 that terminated the Estado Novo and ushered in democracy, Cunhal ended his exile and returned to Portugal. He played important roles in post-1974 political events ranging from leader of the communist offensive during the "hot summer" of 1975, positions of minister-without-portfolio in the first through fifth provisional governments, to his membership in parliament beginning in 1976.At the PCP's 14th Congress (1992), Carlos Carvalhas was elected secretary-general to replace Cunhal. Whatever official or unofficial position Cunhal held, however, automatically became an important position within the party. After stepping down as secretary-general, he was elected to head the party's National Council (eliminated in 1996). Many political observers have argued that Cunhal purposely picked a successor who could not outshine him, and it is true that Carvalhas does not have Cunhal's humanistic knowledge, lacks emotion, and is not as eloquent. Cunhai was known not only as a dynamic orator but also as an artist, novelist, and brilliant political tactician. He wrote under several pseudonyms, including Manuel Tiago, who published the well-known Até Amanhã, Camaradas, as well as the novel recently adapted for the film, Cinco Dias, Cinco Noites. Under his own name, he published as well a book on art theory entitled A Arte, O Artista E A Sociedade. He also published volumes of speeches and essays.Although he was among the most orthodox leaders of the major Western European Communist parties, Cunhal was not a puppet of the Soviet Union, as many claimed. He was not only a major leader at home, but also in the international communist movement. His orthodoxy was especially useful to the Soviets in their struggle to maintain cohesion in a movement threatened by division from the Eurocommunists in the 1970s. To conclude that Cunhal was a Soviet puppet is to ignore his independent decisions during the Revolution of 25 April 1974. At that time, the Soviets reportedly tried to slowCunhal's revolutionary drive because it ran counter to detente and other Soviet strategies.In many ways Cunhal's views were locked in the past. His perception and analyses of modern Portuguese revolutionary conditions did not alter radically from his experiences and analyses of revolutionary conditions in the 1940s. To Cunhal, although some conditions had changed, requiring tactical shifts, the major conflict was the same one that led to the creation of the Communist Information Bureau (Cominform) in 1947. The world was still divided into two camps: American and Western imperialism on one side, and socialism, with its goal to achieve the fullest of democracies, on the other. Cunhal continued to believe that Marxism-Leninism and scientific socialism provide the solutions to resolving the problems of the world until his death in 2005. -

[br]b. 1797 Madeley, Staffordshire, Englandd. 23 July 1872 Broadstairs, Kent, England[br]English inventory particularly of road and rail vehicles and their equipment.[br]Ill health forced Adams to live abroad when he was a young man and when he returned to England in the early 1830s he became a partner in his father's firm of coachbuilders. Coaches during that period were steered by a centrally pivoted front axle, which meant that the front wheels had to swing beneath the body and were therefore made smaller than the rear wheels. Adams considered this design defective and invented equirotal coaches, built by his firm, in which the front and rear wheels were of equal diameter and the coach body was articulated midway along its length so that the front part pivoted. He also applied himself to improving vehicles for railways, which were developing rapidly then.In 1843 he opened his own engineering works, Fairfield Works in north London (he was not related to his contemporary William Adams, who was appointed Locomotive Superintendent to the North London Railway in 1854). In 1847 he and James Samuel, Engineer to the Eastern Counties Railway, built for that line a small steam inspection car, the Express, which was light enough to be lifted off the track. The following year Adams built a broad-gauge steam railcar, the Fairfield, for the Bristol \& Exeter Railway at the insistance of the line's Engineer, C.H.Gregory: self-propelled and passenger-carrying, this was the first railcar. Adams developed the concept further into a light locomotive that could haul two or three separate carriages, and light locomotives built both by his own firm and by other noted builders came into vogue for a decade or more.In 1847 Adams also built eight-wheeled coaches for the Eastern Counties Railway that were larger and more spacious than most others of the day: each in effect comprised two four-wheeled coaches articulated together, with wheels that were allowed limited side-play. He also realized the necessity for improvements to railway track, the weakest point of which was the joints between the rails, whose adjoining ends were normally held in common chairs. Adams invented the fishplated joint, first used by the Eastern Counties Railway in 1849 and subsequently used almost universally.Adams was a prolific inventor. Most important of his later inventions was the radial axle, which was first applied to the leading and trailing wheels of a 2–4–2 tank engine, the White Raven, built in 1863; Adams's radial axle was the forerunner of all later radial axles. However, the sprung tyres with which White Raven was also fitted (an elastic steel hoop was interposed between wheel centre and tyre) were not perpetuated. His inventiveness was not restricted to engineering: in matters of dress, his adoption, perhaps invention, of the turn-down collar at a time when men conventionally wore standup collars had lasting effect.[br]BibliographyAdams took out some thirty five British patents, including one for the fishplate in 1847. •• * Из многочисленных слов семантического поля, к которому относится это слово, ownership является, пожалуй, самым широким и сложным по значению. Глагол to own обозначает собственность как возможность контролировать, распоряжаться чем-то. Отсюда, например, употребление этого слова в идущей в США дискуссии о частичной приватизации пенсионной системы (у нас это уже сделали без всякой дискуссии). Пример – из комментария пресс-секретаря Белого дома о разосланных по электронной почте тезисах по проблеме будущего американской пенсионной системы:

•• Здесь значения собственность, ответственность и контроль настолько слитны, что выбрать вариант перевода для словаря не так просто. В данном контексте я предпочел бы не общество собственников, а общество личной ответственности или даже общество самостоятельных людей.
•• Большие трудности вызывает словосочетание country ownership, широко употребляемое в международных организациях, например, в таком контексте: efforts to encourage country ownership of programs and projects. Когда один из участников переводческого форума задал вопрос о переводе этого словосочетания, последовала немедленная реакция: «Похоже, международные бюрократы опять породили какую-то абстрактную химеру. Раньше все говорили про empowerment, тоже кстати трудно переводимый». Однако это выражение встречается не только у «международных бюрократов». Конечно, все что угодно выглядит плохо при неправильном или неумеренном употреблении. Но сейчас слово ownership в модном или близком к нему значении используется и очень хорошими публицистами. •• Здесь, как и во многих других случаях употребления этого слова, наиболее подходящий вариант перевода – ответственность:
•• <...> Вашингтон будет и впредь нести исключительную ответственность за эту проблему со всеми ее рискованными последствиями и ценой свыше 87 миллиардов долларов, которую заплатит американский налогоплательщик.
•• Сам же термин появился лет пять-семь назад в связи с деятельностью ПРООН. Речь идет о том, что страны, в которых осуществляются программы или проекты ООН, не должны выступать лишь в роли получателя помощи, а должны иметь реальную возможность влиять на ход работы. Кроме вариантов ответственность стран/ национальная ответственность, переводчиками ООН предлагались также заинтересованное/деятельное участие стран, искренняя заинтересованность стран, причастность и т. д.
•• Примеры употребления этого слова наводят на мысль о том, что мода на него связана с некоторой лакуной в английском языке: отсутствием дифференциации в слове independence – это и независимость (прежде всего политическая), и самостоятельность. Такая недифференцированность заставляет пишущих искать другие слова. Во многих случаях контекстуальные варианты со словами самостоятельно, самостоятельность могут подойти в переводе. Пример из статьи в Los Angeles Times:
•• Once established, the assembly would assign a commission to prepare Iraq’s new constitution. With nationwide town hall meetings providing a forum for grass-roots participation in debating and modifying the constitution, the process would enable the Iraqi people to have ownership of the outcome.
•• Здесь, пожалуй, возможны варианты со словами причастность, контроль, но ближе всего к намерению автора – позволит иракскому народу самостоятельно определять результат этого процесса. Несколько вольнее – чувствовать себя хозяином своей судьбы (здесь теряется outcome, а это существенно).
•• (Кстати, town hall meetings – как видим, это словосочетание употребляется не только как чисто американская реалия. Вполне адекватным в данном случае мне кажется вариант собрание общественности.)
•• Еще один пример того, что слово ownership встречается не только в специфическом «международно-чиновничьем» употреблении и не только в сочетании country ownership и может закономерно, как выразился бы Я.И. Рецкер, переводиться при помощи русских слов самостоятельность или контроль, – высказывание министра иностранных дел Иордании, процитированное в журнале Newsweek:
•• Reform is needed in the Arab world, we agree on that. But for it to work, we need ownership of the process, not a one-for-all blueprint from Washington. – Мы должны иметь контроль над этим процессом или Нам нужна самостоятельность в рамках этого процесса, а не стандартное решение, навязываемое Вашингтоном.

•• Да и перевод плати при ближайшем рассмотрении оказывается не лучшим вариантом, ведь Пауэлл имел в виду не только чисто финансовые последствия, но и то, что, пойдя на военные действия, администрация берет на себя ответственность за целую страну. Итак, перевод Разбил – плати верен лишь отчасти. Хотя слово платить имеет и переносный смысл (отвечать за последствия), в переводе этой фразы лучше так и сказать: Разбил/сломал – отвечай ( за последствия).
