Вот пример из журнала Time: De Becker urges battered wives to flee but argues eloquently against the knee-jerk use of temporary restraining orders. В этом контексте подходящим русским прилагательным может быть слово необдуманное или поспешное (использование временных запретов), которое, по моим наблюдениям, часто уместно и в других контекстах. Возможен и такой перевод: ...однако он аргументированно доказывает, что использование временных запретов оправдано далеко не всегда.
