Conscientious objectors were required to do two years' community service.Since 1997, military service has been suspended in France. However, all sixteen-year-olds, both male and female, are required to register for a compulsory one-day training course, the « journée défense et citoyenneté », which covers basic information on the principles and organization of defence in France, and also advises on career opportunities in the military and in the voluntary sector. Young people must attend the training day before their eighteenth birthday.* * *sɛʀvis

102 Soixante-huit
, or 68the milestone year in French life and politics in the second half of the 20th century, when protests by students and workers almost brought down the French government, and led to sweeping changes in French society. The events of 68 were inspired and led by the young generation of the time, wishing to break out of the rather stuffy and conventional society of the time. They coincided with, though initially took a different form to, the 'youth revolution' in Britain and the USA; but while the UK's youth revolution was essentially social and cultural, and led by pop music and op art, France's revolution was political and cultural, a protest against the weight of the Gaullist state. The events of May 68 started on the drab concrete campus of the sprawling university of Nanterre in the northern suburbs of Paris, and quickly spread to other universities, notably the Sorbonne. Student leaders, among them DanielCohn- Bendit and Alain Krivine, called for radical change and the end of the 'bourgeois state'; students erected barricades in the Latin Quarter, and were soon joined by workers, notably from the huge Renault plant at Boulogne Billancourt in the Paris suburbs. Though political, the movement sidelined all existing political parties, including the Communists, considered by the new left-wing as being an 'obsolete' political force.Faced with turmoil on the streets and a partial collapse of French society, President de Gaulle fled to Germany on 29th May, before returning and promising new elections. But by the time the elections took place, theGrenelle agreements had been negotiated with the trade unions, the heat had died down, and many French people had become seriously alarmed by the turn of events. In the June elections, the Gaullist majority was returned to power with an increased majority. The events nevertheless marked the beginning of the end for de Gaulle. In 1969 he organised a referendum on decentralisation, promising to step down if the referendum failed. To a certain extent, de Gaulle's vision of decentralisation was not that wanted by the voters; but in addition, the referendum became seen as a plebiscite on the Gaullist system, rather than on decentralisation. The referendum proposal was rejected by 52.4% of voters, and de Gaulle stepped down.It is certain that a new France, less hide-bound, more emancipated and more free, emerged in the aftermath of 68. Whether this would have happened anyway, and whether the means justified the end, are questions about which there is still considerable debate in France to this day.Dictionnaire Français-Anglais. [br]b. 24 December 1905 Madison, Wisconsin, USAd. 21 June 1982 Cambridge, Massachusetts, USA[br]American engineer who developed an extensive theoretical understanding of the behaviour of electronic circuits.[br]Bode received his bachelor's and master's degrees from Ohio State University in 1924 and 1926, respectively, and his PhD from Columbia University, New York, in 1935. In 1926 he joined the Bell Telephone Laboratories, where he made many theoretical contributions to the understanding of the behaviour of electronic circuits and, in particular, in conjunction with Harry Nyquist, of the conditions under which amplifier circuits become unstable.During the Second World War he worked on the design of gun control systems and afterwards was a member of a team that worked with Douglas Aircraft to develop the Nike anti-aircraft missile. A member of the Bell Laboratories Mathematical Research Group from 1929, he became its Director in 1952, and then Director of Physical Sciences. Finally he became Vice-President of the Laboratories, with responsibility for systems engineering, and a director of Bellcomm, a Bell company involved in the Moon-landing programme. When he retired from Bell in 1967, he became Professor of Systems Engineering at Harvard University.[br]Principal Honours and DistinctionsPresidential Certificate of Merit 1946. 115 Clark, Edward
SUBJECT AREA: Domestic appliances and interiors[br]fl. 1850s New York State, USA[br]American co-developer of mass-production techniques at the Singer sewing machine factory.[br]Born in upstate New York, where his father was a small manufacturer, Edward Clark attended college at Williams and graduated in 1831. He became a lawyer in New York City and from then on lived either in the city or on his rural estate near Cooperstown in upstate New York. After a series of share manipulations, Clark acquired a one-third interest in Isaac M. Singer's company. They soon bought out one of Singer's earlier partners, G.B.Zeiber, and in 1851, under the name of I.M.Singer \& Co., they set up a permanent sewing machine business with headquarters in New York. The success of their firm initially rested on marketing. Clark introduced door-to-door sales-people and hire-purchase for their sewing machines in 1856 ($50 cash down, or $100 with a cash payment of $5 and $3 a month thereafter). He also trained women to demonstrate to potential customers the capabilities of the Singer sewing machine. At first their sewing machines continued to be made in the traditional way, with the parts fitted together by skilled workers through hand filing and shaping so that the parts would fit only onto one machine. This resembled European practice rather than the American system of manufacture that had been pioneered in the armouries in that country. In 1856 Singer brought out their first machine intended exclusively for home use, and at the same time manufacturing capacity was improved. Through increased sales, a new factory was built in 1858–9 on Mott Street, New York, but it soon became inadequate to meet demand. In 1863 the Singer company was incorporated as the Singer Manufacturing Co. and began to modernize its production methods with special jigs and fixtures to help ensure uniformity. More and more specialized machinery was built for making the parts. By 1880 the factory, then at Elizabethport, New Jersey, was jammed with automatic and semi-automatic machine tools. In 1882 the factory was producing sewing machines with fully interchangeable parts that did not require hand fitting in assembly. Production rose from 810 machines in 1853 to half a million in 1880. A new family model was introduced in 1881. Clark had succeeded Singer, who died in 1875, as President of the company, but he retired in 1882 after he had seen through the change to mass production.[br]Further ReadingNational Cyclopaedia of American Biography.D.A.Hounshell, 1984, From the American System to Mass Production, 1800–1932. 116 Forrester, Jay Wright
SUBJECT AREA: Electronics and information technology[br]b. 14 July 1918 Anselmo, Nebraska, USA[br]American electrical engineer and management expert who invented the magnetic-core random access memory used in most early digital computers.[br]Born on a cattle ranch, Forrester obtained a BSc in electrical engineering at the University of Nebraska in 1939 and his MSc at the Massachusetts Institute of Technology (MIT) in Cambridge, Massachusetts, where he remained to teach and carry out research. Becoming interested in computing, he established the Digital Computer Laboratory at MIT in 1945 and became involved in the construction of Whirlwind I, an early general-purpose computer completed in March 1951 and used for flight-simulation by the US Army Air Force. Finding the linear memories then available for storing data a major limiting factor in the speed at which computers were able to operate, he developed a three-dimensional store based on the binary switching of the state of small magnetic cores that could be addressed and switched by a matrix of wires carrying pulses of current. The machine used parallel synchronous fixed-point computing, with fifteen binary digits and a plus sign, i.e. 16 bits in all, and contained 5,000 vacuum tubes, eleven semiconductors and a 2 MHz clock for the arithmetic logic unit. It occupied a two-storey building and consumed 150kW of electricity. From his experience with the development and use of computers, he came to realize their great potential for the simulation and modelling of real situations and hence for the solution of a variety of management problems, using data communications and the technique now known as interactive graphics. His later career was therefore in this field, first at the MIT Lincoln Laboratory in Lexington, Massachusetts (1951) and subsequently (from 1956) as Professor at the Sloan School of Management at the Massachusetts Institute of Technology.[br]Principal Honours and DistinctionsNational Academy of Engineering 1967. 117 Reichenbach, Georg Friedrich von
SUBJECT AREA: Mechanical, pneumatic and hydraulic engineering, Photography, film and optics, Public utilities[br]b. 24 August 1772 Durlach, Baden, Germanyd. 21 May 1826 Munich, Germany[br]German engineer.[br]While he was attending the Military School at Mannheim, Reichenbach drew attention to himself due to the mathematical instruments that he had designed. On the recommendation of Count Rumford in Munich, the Bavarian government financed a two-year stay in Britain so that Reichenbach could become acquainted with modern mechanical engineering. He returned to Mannheim in 1793, and during the Napoleonic Wars he was involved in the manufacture of arms. In Munich, where he was in the service of the Bavarian state from 1796, he started producing precision instruments in his own time. His basic invention was the design of a dividing machine for circles, produced at the end of the eighteenth century. The astronomic and geodetic instruments he produced excelled all the others for their precision. His telescopes in particular, being perfect in use and of solid construction, soon brought him an international reputation. They were manufactured at the MathematicMechanical Institute, which he had jointly founded with Joseph Utzschneider and Joseph Liebherr in 1804 and which became a renowned training establishment. The glasses and lenses were produced by Joseph Fraunhofer who joined the company in 1807.In the same year he was put in charge of the technical reorganization of the salt-works at Reichenhall. After he had finished the brine-transport line from Reichenhall to Traunstein in 1810, he started on the one from Berchtesgaden to Reichenhall which was an extremely difficult task because of the mountainous area that had to be crossed. As water was the only source of energy available he decided to use water-column engines for pumping the brine in the pipes of both lines. Such devices had been in use for pumping purposes in different mining areas since the middle of the eighteenth century. Reichenbach knew about the one constructed by Joseph Karl Hell in Slovakia, which in principle had just been a simple piston-pump driven by water which did not work satisfactorily. Instead he constructed a really effective double-action water-column engine; this was a short time after Richard Trevithick had constructed a similar machine in England. For the second line he improved the system and built a single-action pump. All the parts of it were made of metal, which made them easy to produce, and the pumps proved to be extremely reliable, working for over 100 years. At the official opening of the line in 1817 the Bavarian king rewarded him generously. He remained in the state's service, becoming head of the department for roads and waterways in 1820, and he contributed to the development of Bavarian industry as well as the public infrastructure in many ways as a result of his mechanical skill and his innovative engineering mind.[br]Further ReadingBauernfeind, "Georg von Reichenbach" Allgemeine deutsche Biographie 27:656–67 (a reliable nineteenth-century account).W.Dyck, 1912, Georg v. 118 Whitney, Eli
[br]b. 8 December 1765 Westborough, Massachusetts, USAd. 8 January 1825 New Haven, Connecticut, USA[br]American inventor of the cotton gin and manufacturer of firearms.[br]The son of a prosperous farmer, Eli Whitney as a teenager showed more interest in mechanics than school work. At the age of 15 he began an enterprise business manufacturing nails in his father's workshop, even having to hire help to fulfil his orders. He later determined to acquire a university education and, his father having declined to provide funds, he taught at local schools to obtain the means to attend Leicester Academy, Massachusetts, in preparation for his entry to Yale in 1789. He graduated in 1792 and then decided to study law. He accepted a position in Georgia as a tutor that would have given him time for study; this post did not materialize, but on his journey south he met General Nathanael Greene's widow and the manager of her plantations, Phineas Miller (1764–1803). A feature of agriculture in the southern states was that the land was unsuitable for long-staple cotton but could yield large crops of green-seed cotton. Green-seed cotton was difficult to separate from its seed, and when Whitney learned of the problem in 1793 he quickly devised a machine known as the cotton gin, which provided an effective solution. He formed a partnership with Miller to manufacture the gin and in 1794 obtained a patent. This invention made possible the extraordinary growth of the cotton industry in the United States, but the patent was widely infringed and it was not until 1807, after amendment of the patent laws, that Whitney was able to obtain a favourable decision in the courts and some financial return. In 1798 Whitney was in financial difficulties following the failure of the initial legal action against infringement of the cotton gin patent, but in that year he obtained a government contract to supply 10,000 muskets within two years with generous advance payments. He built a factory at New Haven, Connecticut, and proposed to use a new method of manufacture, perhaps the first application of the system of interchangeable parts. He failed to supply the firearms in the specified time, and in fact the first 500 guns were not delivered until 1801 and the full contract was not completed until 1809.In 1812 Whitney made application for a renewal of his cotton gin patent, but this was refused. In the same year, however, he obtained a second contract from the Government for 15,000 firearms and a similar one from New York State which ensured the success of his business.[br]Further ReadingJ.Mirsky and A.Nevins, 1952, The World of Eli Whitney, New York (a good biography).
