•• * Интересная – в том числе и с точки зрения перевода – история произошла на наших глазах в Ираке со словом caucus. Разрабатывая концепцию передачи полномочий иракскому органу власти, американские оккупационные власти первоначально выдвинули идею выборов такого органа через механизм так называемых «региональных собраний», обозначаемых английским (а по существу чисто американским) словом caucus. В одной из статей Washington Post система была охарактеризована так: a transitional government selected by carefully vetted local caucuses.
•• В American Heritage Dictionary caucus определяется как a meeting of the members of a political party to decide questions of policy and the selection of candidates. В Ираке политические партии находились в тот момент в зачаточном состоянии, так что это определение тут не подходит. Merriam-Webster Online дает в общем аналогичное определение: a closed meeting of a group of persons belonging to the same political party or faction usually to select candidates or to decide on policy; also: a group of people united to promote an agreed-upon cause.

По смыслу – то ли «партактив», то ли «собрание общественности» (и, конечно, carefully vetted – то есть при тщательном отборе/ согласовании кандидатур). В итальянских и французских газетах предлагается что-то вроде «представительной ассамблеи».
•• Так или иначе, ясно, что речь идет о попытке переноса (чтобы не сказать навязывания) реалии на совершенно иную почву, что с самого начала вызывало отторжение у большинства иракцев, в том числе и у готовых сотрудничать с коалицией. Потребовалось три месяца, чтобы несостоятельность первоначального плана была признана его авторами.
•• Эта история – лишнее доказательство невозможности прямого навязывания политических, идеологических и иных концептов, укорененных в английском языке и американской культуре. Не случайно в качестве своего рода арбитра при обсуждении различных вариантов передачи власти иракцам был приглашен генеральный секретарь ООН – организации, которая подвергалась в США жесточайшей критике, но которая имеет значительно больший опыт и экспертный потенциал в области «межкультурной коммуникации», чем любое ведомство отдельной страны. Если бы с самого начала привлекли ООН, то слово caucus просто не возникло бы.
•• А как быть с переводом? Предлагаемое словарями совещание партийной фракции остается приемлемым, если речь идет о большинстве чисто американских контекстов. Но, видимо, в некоторых случаях – представительная ассамблея и даже собрание общественности (последнее подойдет и к американскому town hall meeting, хотя такие собрания – в отличие от caucus – проводятся только с целью поговорить, обсудить проблемы, а не для принятия решений).
