К первым попыткам разработки программ социальной помощи в стране относится создание Дж. Аддамс [ Addams, Jane] в 1889 колонии для обездоленных "Халл-Хаус" [Hull House] в г. В 1912 социальный раздел программы Прогрессивной партии [ Progressive Party] был разработан комитетом по трудовым нормам Национальной конференции благотворительных и исправительных обществ [National Conference of Charities and Correction], возглавлявшейся Дж.
