82 Almeida, Antônio josé de
(1866-1929)Leading political figure in the First Republic, stalwart of republican politics, and the only president of the republic to serve a full term of office during that political experience (1910-26). Like a number of the leading political figures of his generation, Almeida was educated at Coimbra University's medical school and was a staunch republican opponent of the monarchy. Almeida was reputedly the finest speaker and debater of the republican leaders. When the provisional government was named following the Republican Revolution of 5 October 1910, Almeida was included. Compared to Afonso Costa, a moderate republican, Almeida was involved in the fragmenting of the Republican Party (PRP) in 1911-12 and formed an alternate Republican Party, the Evolutionist Republican Party (PRE) or Evolutionists. Almeida headed one government as prime minister (1916-17), but rapidly became exhausted and disillusioned by the First Republic's unstable, ineffective politics and government. After the assassination of Sidónio Pais in late 1918, and the failed right-wing revolution of 1919, Almeida declared himself nonpartisan and his party, the PRE, was dissolved. Loyal to the idea of the republic, however, Almeida wished to serve in some capacity. Due to his image of being above the political fray, he was elected by the congress as president of the republic and served his full term (1919-23). 83 East Timor
Colony of Portugal from the 16th century to December 1975, with an area of 40,000 square kilometers (18,989 square miles). East Timor is located on the eastern portion of the island of Timor in the Indonesian archipelago. From 1975 to August 1999, when it was forcibly annexed and occupied by Indonesia, until May 2002, when it achieved full independence, East Timor was, in effect, a ward of the United Nations.In the 16th century, the Portuguese established trading posts on the island, but for centuries few Portuguese settled there, and the "colony" remained isolated and neglected. After the Dutch won control of Indonesia, there was a territorial dispute with Portugal as to who "owned" what on the island of Timor. In 1859, this question was decided as the Dutch and Portuguese governments formally divided the island into a Dutch portion (west) and the Portuguese colony (east) and established the frontier. From the late 19th century to World War I, Portugal consolidated its control of East Timor by means of military campaigns against the Timorese tribes. In addition to colonial officials, a few Portuguese missionaries and merchants occupied East Timor, but few Portuguese ever settled there.East Timor's geographic location close to the north coast of Australia and its sharing of one island in the Dutch colony catapulted it into world affairs early in World War II. To forestall a Japanese invasion of Timor, a joint Dutch-Australian expedition landed on 17 December 1941; the Portuguese authorities neither resisted nor cooperated. In February 1942, when Japanese troops landed in Timor, the small allied force fled to the hills and later was evacuated to Australia. Japan occupied all of Timor and the remainder of the Dutch East Indies until Japan's surrender in September 1945. Portugal soon reassumed control.After the Revolution of 25 April 1974, East Timorese nationalist parties hoped for rapid decolonization and independence with Lisbon's cooperation. But on 28 November 1975, before a preoccupied Portugal could work out a formal transfer of power, the Revolutionary Front of Independent East Timor (FRETILIN), then in control of the former colony's capital, declared independence, and, on 7 December 1975, Indonesian armed forces swiftly invaded, occupied, and annexed East Timor. In the following years, a tragic loss of life occurred. Portugal refused to recognize Indonesia's sovereignty over East Timor and claimed legal sovereignty before the United Nations.As Indonesia persistently and brutally suppressed Timorese nationalist resistance, world media attention focused on this still remote island. Several sensational international and Indonesian events altered the status of occupied East Timor, following the continuation of FRETILIN guerrilla resistance. In November 1991, world media disseminated information on the Indonesian forces' slaughter of East Timorese protesters at a cemetery demonstration in the capital of Dili. In 1996, two East Timorese, Bishop Belo and José Ramos Horta, each a symbol of East Timorese resistance and the desire for independence, shared the Nobel Peace Prize. Then, in 1998, in Indonesia, the Suharto regime collapsed and was replaced by a more democratic government, which in January 1999 pledged a free referendum in East Timor. On 30 August 1999, the referendum was held, and nearly 80 percent of the East Timorese voters voted for independence from Indonesia.However, Indonesian armed forces and militias reacted brutally, using intimidation, murder, mayhem, and razing of buildings to try to reverse the people's will. Following some weeks of confusion, a United Nations (UN) armed forces, led by Australia, took control of East Timor and declared it a UN protectorate, to last until East Timor was secure from Indonesian aggression and prepared for full independence. East Timor had changed from a Portuguese colony to an Indonesian protectorate/colony to a fledgling nation-in-the-making.The status of East Timor as a ward of the UN was made official on 25 October 1999, as the United Nations Transitional Administration in East Timor began to prepare the country for independence. Appalling conditions prevailed: 70 percent of the country's buildings had been destroyed and nearly half of the population of 800,000 had been driven out of East Timor into uneasy refuge in West Timor, under Indonesian control. A territory without an economy, East Timor lacked police, civil servants, schools, and government records.With UN assistance, general elections were held in the spring of 2002; the majority of parliamentary seats were won by FRETILIN, and José "Xanana" Gusmão was elected the first president. On 20 May 2002, East Timor became independent. World luminaries adorned the independence celebrations: UN secretary-general Kofi Annan, former U.S. president Bill Clinton, and other celebrities attended. But East Timor's travails continued with civil strife and uncertainty. -
84 Salazar, Antônio de Oliveira
(1889-1970)The Coimbra University professor of finance and economics and one of the founders of the Estado Novo, who came to dominate Western Europe's longest surviving authoritarian system. Salazar was born on 28 April 1889, in Vimieiro, Beira Alta province, the son of a peasant estate manager and a shopkeeper. Most of his first 39 years were spent as a student, and later as a teacher in a secondary school and a professor at Coimbra University's law school. Nine formative years were spent at Viseu's Catholic Seminary (1900-09), preparing for the Catholic priesthood, but the serious, studious Salazar decided to enter Coimbra University instead in 1910, the year the Braganza monarchy was overthrown and replaced by the First Republic. Salazar received some of the highest marks of his generation of students and, in 1918, was awarded a doctoral degree in finance and economics. Pleading inexperience, Salazar rejected an invitation in August 1918 to become finance minister in the "New Republic" government of President Sidónio Pais.As a celebrated academic who was deeply involved in Coimbra University politics, publishing works on the troubled finances of the besieged First Republic, and a leader of Catholic organizations, Sala-zar was not as modest, reclusive, or unknown as later official propaganda led the public to believe. In 1921, as a Catholic deputy, he briefly served in the First Republic's turbulent congress (parliament) but resigned shortly after witnessing but one stormy session. Salazar taught at Coimbra University as of 1916, and continued teaching until April 1928. When the military overthrew the First Republic in May 1926, Salazar was offered the Ministry of Finance and held office for several days. The ascetic academic, however, resigned his post when he discovered the degree of disorder in Lisbon's government and when his demands for budget authority were rejected.As the military dictatorship failed to reform finances in the following years, Salazar was reinvited to become minister of finances in April 1928. Since his conditions for acceptance—authority over all budget expenditures, among other powers—were accepted, Salazar entered the government. Using the Ministry of Finance as a power base, following several years of successful financial reforms, Salazar was named interim minister of colonies (1930) and soon garnered sufficient prestige and authority to become head of the entire government. In July 1932, Salazar was named prime minister, the first civilian to hold that post since the 1926 military coup.Salazar gathered around him a team of largely academic experts in the cabinet during the period 1930-33. His government featured several key policies: Portuguese nationalism, colonialism (rebuilding an empire in shambles), Catholicism, and conservative fiscal management. Salazar's government came to be called the Estado Novo. It went through three basic phases during Salazar's long tenure in office, and Salazar's role underwent changes as well. In the early years (1928-44), Salazar and the Estado Novo enjoyed greater vigor and popularity than later. During the middle years (1944—58), the regime's popularity waned, methods of repression increased and hardened, and Salazar grew more dogmatic in his policies and ways. During the late years (1958-68), the regime experienced its most serious colonial problems, ruling circles—including Salazar—aged and increasingly failed, and opposition burgeoned and grew bolder.Salazar's plans for stabilizing the economy and strengthening social and financial programs were shaken with the impact of the civil war (1936-39) in neighboring Spain. Salazar strongly supported General Francisco Franco's Nationalist rebels, the eventual victors in the war. But, as the civil war ended and World War II began in September 1939, Salazar's domestic plans had to be adjusted. As Salazar came to monopolize Lisbon's power and authority—indeed to embody the Estado Novo itself—during crises that threatened the future of the regime, he assumed ever more key cabinet posts. At various times between 1936 and 1944, he took over the Ministries of Foreign Affairs and of War (Defense), until the crises passed. At the end of the exhausting period of World War II, there were rumors that the former professor would resign from government and return to Coimbra University, but Salazar continued as the increasingly isolated, dominating "recluse of São Bento," that part of the parliament's buildings housing the prime minister's offices and residence.Salazar dominated the Estado Novo's government in several ways: in day-to-day governance, although this diminished as he delegated wider powers to others after 1944, and in long-range policy decisions, as well as in the spirit and image of the system. He also launched and dominated the single party, the União Nacional. A lifelong bachelor who had once stated that he could not leave for Lisbon because he had to care for his aged mother, Salazar never married, but lived with a beloved housekeeper from his Coimbra years and two adopted daughters. During his 36-year tenure as prime minister, Salazar engineered the important cabinet reshuffles that reflect the history of the Estado Novo and of Portugal.A number of times, in connection with significant events, Salazar decided on important cabinet officer changes: 11 April 1933 (the adoption of the Estado Novo's new 1933 Constitution); 18 January 1936 (the approach of civil war in Spain and the growing threat of international intervention in Iberian affairs during the unstable Second Spanish Republic of 1931-36); 4 September 1944 (the Allied invasion of Europe at Normandy and the increasing likelihood of a defeat of the Fascists by the Allies, which included the Soviet Union); 14 August 1958 (increased domestic dissent and opposition following the May-June 1958 presidential elections in which oppositionist and former regime stalwart-loyalist General Humberto Delgado garnered at least 25 percent of the national vote, but lost to regime candidate, Admiral Américo Tomás); 13 April 1961 (following the shock of anticolonial African insurgency in Portugal's colony of Angola in January-February 1961, the oppositionist hijacking of a Portuguese ocean liner off South America by Henrique Galvão, and an abortive military coup that failed to oust Salazar from office); and 19 August 1968 (the aging of key leaders in the government, including the now gravely ill Salazar, and the defection of key younger followers).In response to the 1961 crisis in Africa and to threats to Portuguese India from the Indian government, Salazar assumed the post of minister of defense (April 1961-December 1962). The failing leader, whose true state of health was kept from the public for as long as possible, appointed a group of younger cabinet officers in the 1960s, but no likely successors were groomed to take his place. Two of the older generation, Teotónio Pereira, who was in bad health, and Marcello Caetano, who preferred to remain at the University of Lisbon or in private law practice, remained in the political wilderness.As the colonial wars in three African territories grew more costly, Salazar became more isolated from reality. On 3 August 1968, while resting at his summer residence, the Fortress of São João do Estoril outside Lisbon, a deck chair collapsed beneath Salazar and his head struck the hard floor. Some weeks later, as a result, Salazar was incapacitated by a stroke and cerebral hemorrhage, was hospitalized, and became an invalid. While hesitating to fill the power vacuum that had unexpectedly appeared, President Tomás finally replaced Salazar as prime minister on 27 September 1968, with his former protégé and colleague, Marcello Caetano. Salazar was not informed that he no longer headed the government, but he never recovered his health. 85 Santana Lopes, Pedro Miguel de
(1956-)Portuguese lawyer and politician, and prime minister (2004-05). Born in Lisbon in 1956, Santana Lopes took a law degree from the University of Lisbon and was a Student Union leader. In 1976, he joined the Social Democratic Party (PSD) and became a legal advisor to Prime Minister Francisco Sá Carneiro. Santana Lopes has always considered himself a follower of the late Sá Carneiro. In 1986, he became assistant state secretary to Prime Minister Aníbal Cavaco Silva, and the following year was elected to the European Parliament, in which he served for two years. In 1991, Cavaco Silva named him secretary of state for culture. He served in various other posts, including mayor of Lisbon, and he founded a weekly newspaper, Semanário.In 1998, Santana Lopes withdrew from politics after being negatively depicted in a private television station comic sketch. Instead, he continued in politics and rose to the vice-presidency of the PSD. José Manuel Durão Barroso resigned in July 2004 to become president of the European Commission, and Santana Lopes became PSD leader. Since his party was the major partner in the governing coalition at this time and Barroso had resigned his post, Santana Lopes succeeded him.Santana Lopes' brief premiership was fraught with difficulties. The national economy was in a crisis, and there were frequent cabinet shuffles, factionalism among PSD leaders, and questions being raised about the competence of Santana Lopes to govern effectively. President Jorge Sampaio called a parliamentary election for February 2005, following the resignation of the minister of sport from the cabinet and that minister's attacks on the prime minister's conduct. The Socialist Party (PS) under José Sócrates won the election, and Santana Lopes left office to resume his post as mayor of Lisbon. [br]b. 12 February 1874 Ixelles, near Brussels, Belgiumd. 26 February 1954 Le Havre (?), France[br]French architect who pioneered and established building design in reinforced concrete in a style suited to the modern movement.[br]Auguste Perret belonged to the family contracting firm of A. \& G.Perret, which early specialized in the use of reinforced concrete. His eight-storey building at 25 bis Rue Franklin in Paris, built in 1902–3, was the first example of frame construction in this material and established its viability for structural design. Both ground plan and façade are uncompromisingly modern, the simplicity of the latter being relieved by unobtrusive faience decoration. The two upper floors, which are set back, and the open terrace roof garden set a pattern for future schemes. All of Perret's buildings had reinforced-concrete structures and this was clearly delineated on the façade designs. The concept was uncommon in Europe at the time, when eclecticism still largely ruled, but was derived from the late nineteenth-century skyscraper façades built by Louis Sullivan in America. In 1905–6 came Perret's Garage Ponthieu in Paris; a striking example of exposed concrete, it had a central façade window glazed in modern design in rich colours. By the 1920s ferroconcrete was in more common use, but Perret still led the field in France with his imaginative, bold use of the material. His most original structure is the Church of Notre Dame at Le Raincy on the outskirts of Paris (1922–3). The imposing exterior with its tall tower in diminishing stages is finely designed, but the interior has magnificence. It is a wide, light church, the segmented vaulted roof supported on slender columns. The whole structure is in concrete apart from the glass window panels, which extend the full height of the walls all around the church. They provide a symphony of colour culminating in deep blue behind the altar. Because of the slenderness of the columns and the richness of the glass, this church possesses a spiritual atmosphere and unimpeded sight and sound of and from the altar for everyone. It became the prototype for churches all over Europe for decades, from Moser in prewar Switzerland to Spence's postwar Coventry Cathedral.In a long working life Perret designed buildings for a wide range of purposes, adhering to his preference for ferroconcrete and adapting its use according to each building's needs. In the 1940s he was responsible for the railway station at Amiens, the Atomic Centre at Saclay and, one of his last important works, the redevelopment after wartime damage of the town centre of Le Havre. For the latter, he laid out large open squares enclosed by prefabricated units, which display a certain monotony, despite the imposing town hall and Church of St Joseph in the Place de L'Hôtel de Ville.[br]Principal Honours and DistinctionsPresident des Réunions Internationales des Architectes. [br]b. 16 October 1803 Willington Quay, Northumberland, Englandd. 12 October 1859 London, England[br]English engineer who built the locomotive Rocket and constructed many important early trunk railways.[br]Robert Stephenson's father was George Stephenson, who ensured that his son was educated to obtain the theoretical knowledge he lacked himself. In 1821 Robert Stephenson assisted his father in his survey of the Stockton \& Darlington Railway and in 1822 he assisted William James in the first survey of the Liverpool \& Manchester Railway. He then went to Edinburgh University for six months, and the following year Robert Stephenson \& Co. was named after him as Managing Partner when it was formed by himself, his father and others. The firm was to build stationary engines, locomotives and railway rolling stock; in its early years it also built paper-making machinery and did general engineering.In 1824, however, Robert Stephenson accepted, perhaps in reaction to an excess of parental control, an invitation by a group of London speculators called the Colombian Mining Association to lead an expedition to South America to use steam power to reopen gold and silver mines. He subsequently visited North America before returning to England in 1827 to rejoin his father as an equal and again take charge of Robert Stephenson \& Co. There he set about altering the design of steam locomotives to improve both their riding and their steam-generating capacity. Lancashire Witch, completed in July 1828, was the first locomotive mounted on steel springs and had twin furnace tubes through the boiler to produce a large heating surface. Later that year Robert Stephenson \& Co. supplied the Stockton \& Darlington Railway with a wagon, mounted for the first time on springs and with outside bearings. It was to be the prototype of the standard British railway wagon. Between April and September 1829 Robert Stephenson built, not without difficulty, a multi-tubular boiler, as suggested by Henry Booth to George Stephenson, and incorporated it into the locomotive Rocket which the three men entered in the Liverpool \& Manchester Railway's Rainhill Trials in October. Rocket, was outstandingly successful and demonstrated that the long-distance steam railway was practicable.Robert Stephenson continued to develop the locomotive. Northumbrian, built in 1830, had for the first time, a smokebox at the front of the boiler and also the firebox built integrally with the rear of the boiler. Then in Planet, built later the same year, he adopted a layout for the working parts used earlier by steam road-coach pioneer Goldsworthy Gurney, placing the cylinders, for the first time, in a nearly horizontal position beneath the smokebox, with the connecting rods driving a cranked axle. He had evolved the definitive form for the steam locomotive.Also in 1830, Robert Stephenson surveyed the London \& Birmingham Railway, which was authorized by Act of Parliament in 1833. Stephenson became Engineer for construction of the 112-mile (180 km) railway, probably at that date the greatest task ever undertaken in of civil engineering. In this he was greatly assisted by G.P.Bidder, who as a child prodigy had been known as "The Calculating Boy", and the two men were to be associated in many subsequent projects. On the London \& Birmingham Railway there were long and deep cuttings to be excavated and difficult tunnels to be bored, notoriously at Kilsby. The line was opened in 1838.In 1837 Stephenson provided facilities for W.F. Cooke to make an experimental electrictelegraph installation at London Euston. The directors of the London \& Birmingham Railway company, however, did not accept his recommendation that they should adopt the electric telegraph and it was left to I.K. Brunel to instigate the first permanent installation, alongside the Great Western Railway. After Cooke formed the Electric Telegraph Company, Stephenson became a shareholder and was Chairman during 1857–8.Earlier, in the 1830s, Robert Stephenson assisted his father in advising on railways in Belgium and came to be increasingly in demand as a consultant. In 1840, however, he was almost ruined financially as a result of the collapse of the Stanhope \& Tyne Rail Road; in return for acting as Engineer-in-Chief he had unwisely accepted shares, with unlimited liability, instead of a fee.During the late 1840s Stephenson's greatest achievements were the design and construction of four great bridges, as part of railways for which he was responsible. The High Level Bridge over the Tyne at Newcastle and the Royal Border Bridge over the Tweed at Berwick were the links needed to complete the East Coast Route from London to Scotland. For the Chester \& Holyhead Railway to cross the Menai Strait, a bridge with spans as long-as 460 ft (140 m) was needed: Stephenson designed them as wrought-iron tubes of rectangular cross-section, through which the trains would pass, and eventually joined the spans together into a tube 1,511 ft (460 m) long from shore to shore. Extensive testing was done beforehand by shipbuilder William Fairbairn to prove the method, and as a preliminary it was first used for a 400 ft (122 m) span bridge at Conway.In 1847 Robert Stephenson was elected MP for Whitby, a position he held until his death, and he was one of the exhibition commissioners for the Great Exhibition of 1851. In the early 1850s he was Engineer-in-Chief for the Norwegian Trunk Railway, the first railway in Norway, and he also built the Alexandria \& Cairo Railway, the first railway in Africa. This included two tubular bridges with the railway running on top of the tubes. The railway was extended to Suez in 1858 and for several years provided a link in the route from Britain to India, until superseded by the Suez Canal, which Stephenson had opposed in Parliament. The greatest of all his tubular bridges was the Victoria Bridge across the River St Lawrence at Montreal: after inspecting the site in 1852 he was appointed Engineer-in-Chief for the bridge, which was 1 1/2 miles (2 km) long and was designed in his London offices. [br]b. 9 August 1757 Glendinning, Dumfriesshire, Scotlandd. 2 September 1834 London, England.[br]Scottish civil engineer.[br]Telford was the son of a shepherd, who died when the boy was in his first year. Brought up by his mother, Janet Jackson, he attended the parish school at Westerkirk. He was apprenticed to a stonemason in Lochmaben and to another in Langholm. In 1780 he walked from Eskdale to Edinburgh and in 1872 rode to London on a horse that he was to deliver there. He worked for Sir William Chambers as a mason on Somerset House, then on the Eskdale house of Sir James Johnstone. In 1783–4 he worked on the new Commissioner's House and other buildings at Portsmouth dockyard.In late 1786 Telford was appointed County Surveyor for Shropshire and moved to Shrewsbury Castle, with work initially on the new infirmary and County Gaol. He designed the church of St Mary Magdalene, Bridgnorth, and also the church at Madley. Telford built his first bridge in 1790–2 at Montford; between 1790 and 1796 he built forty-five road bridges in Shropshire, including Buildwas Bridge. In September 1793 he was appointed general agent, engineer and architect to the Ellesmere Canal, which was to connect the Mersey and Dee rivers with the Severn at Shrewsbury; William Jessop was Principal Engineer. This work included the Pont Cysyllte aqueduct, a 1,000 ft (305 m) long cast-iron trough 127 ft (39 m) above ground level, which entailed an on-site ironworks and took ten years to complete; the aqueduct is still in use today. In 1800 Telford put forward a plan for a new London Bridge with a single cast-iron arch with a span of 600 ft (183 m) but this was not built.In 1801 Telford was appointed engineer to the British Fisheries Society "to report on Highland Communications" in Scotland where, over the following eighteen years, 920 miles (1,480 km) of new roads were built, 280 miles (450 km) of the old military roads were realigned and rebuilt, over 1,000 bridges were constructed and much harbour work done, all under Telford's direction. A further 180 miles (290 km) of new roads were also constructed in the Lowlands of Scotland. From 1804 to 1822 he was also engaged on the construction of the Caledonian Canal: 119 miles (191 km) in all, 58 miles (93 km) being sea loch, 38 miles (61 km) being Lochs Lochy, Oich and Ness, 23 miles (37 km) having to be cut.In 1808 he was invited by King Gustav IV Adolf of Sweden to assist Count Baltzar von Platen in the survey and construction of a canal between the North Sea and the Baltic. Telford surveyed the 114 mile (183 km) route in six weeks; 53 miles (85 km) of new canal were to be cut. Soon after the plans for the canal were completed, the King of Sweden created him a Knight of the Order of Vasa, an honour that he would have liked to have declined. At one time some 60,000 soldiers and seamen were engaged on the work, Telford supplying supervisors, machinery—including an 8 hp steam dredger from the Donkin works and machinery for two small paddle boats—and ironwork for some of the locks. Under his direction an ironworks was set up at Motala, the foundation of an important Swedish industrial concern which is still flourishing today. The Gotha Canal was opened in September 1832.In 1811 Telford was asked to make recommendations for the improvement of the Shrewsbury to Holyhead section of the London-Holyhead road, and in 1815 he was asked to survey the whole route from London for a Parliamentary Committee. Construction of his new road took fifteen years, apart from the bridges at Conway and over the Menai Straits, both suspension bridges by Telford and opened in 1826. The Menai bridge had a span of 579 ft (176 m), the roadway being 153 ft (47 m) above the water level.In 1817 Telford was appointed Engineer to the Exchequer Loan Commission, a body set up to make capital loans for deserving projects in the hard times that followed after the peace of Waterloo. In 1820 he became the first President of the Engineers Institute, which gained its Royal Charter in 1828 to become the Institution of Civil Engineers. He was appointed Engineer to the St Katharine's Dock Company during its construction from 1825 to 1828, and was consulted on several early railway projects including the Liverpool and Manchester as well as a number of canal works in the Midlands including the new Harecastle tunnel, 3,000 ft (914 m) long.Telford led a largely itinerant life, living in hotels and lodgings, acquiring his own house for the first time in 1821, 24 Abingdon Street, Westminster, which was partly used as a school for young civil engineers. SUBJECT AREA: Ports and shipping[br]b. unknownd. 25 November 1890 London, England[br]English naval architect, ship surveyor and designer of the clipper ship Thermopylae.[br]Waymouth had initial training in shipbuilding at one of the Royal Dockyards before going on to work at a privately owned shipyard. With this all-round experience he was accepted in 1854 by Lloyd's Register of Shipping as a surveyor, and was to serve the Society well during a period of great change in ship design. In 1864 he was charged with the task of framing the Rules for the Construction of Composite Built Vessels, i.e. ships with main structural members such as keel, frames and deck beams of iron and with the hull sheathing or planking of timber. Although long superseded, these rules were of considerable consequence at the time and they were accompanied by beautiful drawings executed by Harry J.Cornish, who became Chief Ship Surveyor of Lloyd's from 1900 until 1909. In 1870 revolutionary proposals were made for iron ships that led to the adoption of a new form of rules where the scantlings or size of individual parts were related to the overall dimensions of the vessel. The symbol 100A1 was then adopted for the first time.Waymouth was more than a theoretical naval architect: in the late 1860s he was commissioned by the shipbuilders Walter Hood to design the famous Aberdeen Clipper Thermopylae. This was one of the fastest sailing ships of the nineteenth century and, along with its Clyde-built counterpart Cutty Sark, proved the efficacy of composite construction for these specialist vessels.Waymouth was appointed Principal Surveyor of Lloyd's in 1870 and was Secretary of the Society from 1872 until his death at work in 1890. SUBJECT AREA: Ports and shipping[br]b. 2 February 1845 Devonport, Englandd. 27 February 1913 London, England[br]English naval architect distinguished as the foremost nineteenth-century Director of Naval Construction, and latterly as a consultant and author.[br]Following early education at Devonport, White passed the Royal Dockyard entry examination in 1859 to commence a seven-year shipwright apprenticeship. However, he was destined for greater achievements and in 1863 passed the Admiralty Scholarship examinations, which enabled him to study at the Royal School of Naval Architecture at South Kensington, London. He graduated in 1867 with high honours and was posted to the Admiralty Constructive Department. Promotion came swiftly, with appointment to Assistant Constructor in 1875 and Chief Constructor in 1881.In 1883 he left the Admiralty and joined the Tyneside shipyard of Sir W.G. Armstrong, Mitchell \& Co. at a salary of about treble that of a Chief Constructor, with, in addition, a production bonus based on tonnage produced! At the Elswick Shipyard he became responsible for the organization and direction of shipbuilding activities, and during his relatively short period there enhanced the name of the shipyard in the warship export market. It is assumed that White did not settle easily in the North East of England, and in 1885, following negotiations with the Admiralty, he was released from his five-year exclusive contract and returned to public service as Director of Naval Construction and Assistant Controller of the Royal Navy. (As part of the settlement the Admiralty released Philip Watts to replace White, and in later years Watts was also to move from that same shipyard and become White's successor as Director of Naval Construction.) For seventeen momentous years White had technical control of ship production for the Royal Navy. The rapid building of warships commenced after the passing of the Naval Defence Act of 1889, which authorized directly and indirectly the construction of around seventy vessels. The total number of ships built during the White era amounted to 43 battleships, 128 cruisers of varying size and type, and 74 smaller vessels. While White did not have the stimulation of building a revolutionary capital ship as did his successor, he did have the satisfaction of ensuring that the Royal Navy was equipped with a fleet of all-round capability, and he saw the size, displacement and speed of the ships increase dramatically.In 1902 he resigned from the Navy because of ill health and assumed several less onerous tasks. During the construction of the Cunard Liner Mauretania on the Tyne, he held directorships with the shipbuilders Swan, Hunter and Wigham Richardson, and also the Parsons Marine Turbine Company. He acted as a consultant to many organizations and had an office in Westminster. It was there that he died in February 1913.White left a great literary legacy in the form of his esteemed Manual of Naval Architecture, first published in 1877 and reprinted several times since in English, German and other languages.
