24 COMMON AGRICULTURAL POLICY (CAP)
Общая аграрная политика
Экономическая политика Европейского союза, направленная на поддержку аграрного сектора. Основными целями этой политики являются сохранение достойного уровня жизни фермеров и повышение эффективности сельскохозяйственного производства. До введения евро помощь фермермерским хозяйствам осуществлялась по четырем направлениям: а) ценовая поддержка, которая охватывала 70-75% сельскохозяйственной продукции, что позволяло удерживать цены на уровне, превышающем мировой уровень цен на сельхозпродукцию; б) использование разнообразных тарифов с целью поднять импортные цены до уровня внутренних поддерживаемых цен и обеспечить конкурентоспособность товаров. 25-30% сельскохозяйственной продукции, которая не подлежала прямой ценовой поддержке, была защищена тарифами; в) использование экспортных субсидий для поддержания цен на экспорт на более низком уровне и обеспечение конкурентоспособности экспортной продукции; г) предоставление субсидий на модернизацию и совершенствование производства как средство повышения эффективности фермерского хозяйства. Все эти меры в той или иной степени сохраняются и сейчас. На претворение аграрной политики в жизнь расходуется две трети бюджета союза. Политика протекционизма в области сельскохозяйственного производства подвергается серьезной критике по причине множества недостатков: в проигрыше оказываются потребители, т.к. им приходится платить завышенные цены за продукты питания, имеет место неэффективное распределение ресурсов, поскольку государственная поддержка распространяется и на убыточные фермерские хозяйства, остается слишком мало ресурсов на долгосрочные структурные реформы и модернизацию, образуется перепроизводство продукции, ущемляются интересы фермеров в странах, не входящих в Евросоюз и т.д. Сельскохозяйственная политика
Государст венная политика, направленная на поддержку аграрного сектора за счет обеспечения гарантированного уровня цен и доходов и повышения эффективности сельскохозяйственного производства. Логическим обоснованием политики государства в области сельского хозяйства является его специфический характер: зависимость от случайных обстоятельств. Сельскохозяйственное производ- ство подвержено непредсказуемым колебаниям, что обусловлено погодными условиями, вспышками заболеваний и т.д. В результате резко меняются цены и, следовательно, доходы фермерских хозяйств. В долгосрочном периоде спрос на основную сельскохозяйственную продукцию растет очень медленно, в то время как объем производства увеличивается более быстрыми темпами за счет механизации производства, применения удобрений, пестицидов и т.д. Все это также приводит к падению цен и сокращению доходов фермеров. Государство защищает интересы фермеров также по социальным и политическим причинам: оно стремится сохранить сельские общины и заручиться поддержкой аграрного сектора на выборах, т.к. во многих европейских странах голоса жителей сельской местности имеют немалый вес. COMMON LAW Se llama common law o case law (derecho consuetudinario o jurisprudencia), al conjunto de leyes basadas en el fallo de los tribunales, a diferencia de las leyes establecidas por escrito en el Parlamento.
