Документ гарантирует наличие на складах товара определенного количества и качества и часто используется в качестве инструмента передачи собственности как на основе наличных средств, так и на основе ценных бумаг. Состоит из двух отдельных частей: складочного свидетельства и залогового свидетельства. В международной практике залоговое свидетельство может быть использовано для получения ссуд или кредита под залог товара. При возврате ссуды залоговое свидетельство передается держателю складочного свидетельства.
