48 historic
•• historic, historical, historically
It is/ will be a/ an historical event.
•• What historical event do you wish you could stop? If you could go back in time and prevent anything in history from having happened ( as opposed to just passively watching it happen), what particular incident in history would you most want to stop from happening and is there any reason why?
•• Historically, democratic societies have been slow to react to gathering threats, tending instead to wait to confront threats until they are too dangerous to ignore or until it is too late.
•• I was in a press conference to try and describe the Aug. 6 memo, which I’ve talked about here in the – my opening remarks and which I talked about with you in the private session. And I said at one point that this was a historical memo, that it was not based on new threat information. <...>
•• It was not a particular threat report. And there was historical information in there about – about various aspects of al Qaeda’s operations. <...> It did not warn of attacks inside the United States. It was historical information based on old reporting. There was no new threat information. And it did not, in fact, warn of any coming attacks inside the United States.
•• Well, did you not – you have indicated here that this was some historical document. And I am asking you whether it is not the case that you learned in the P.D.B. memo of Aug. 6 that the F.B.I. was saying that it had information suggesting that preparations, not historically, but ongoing, along with these numerous full field investigations against al Qaeda cells, that preparations were being made consistent with hijackings within the United States.
•• This was a historic memo – historical memo prepared by the agency because the president was asking questions about what we knew about the inside.
•• The president was told this is historical information. I am told he was told this is historical information. And there was nothing actionable in this. The president knew that the F.B.I. was pursuing this issue. The president knew that the director of central intelligence was pursuing this issue. And there was no new threat information in this document to pursue.
•• Actionable information –
New York Times:
•• The administration argument that it had only gotten intelligence about potential terrorist attacks abroad in the summer of 2001 was rather drastically undermined when Ms. Rice revealed, under questioning, that the briefing given Mr. Bush by the C.I.A. on Aug. 6, 2001, was titled “Bin Laden Determined to Attack Inside the United States.” Ms. Rice continues to insist that the information was “ historical” rather than a warning of something likely to occur.
•• What should have made Condi hysterical, she deemed “historical.” (Maureen Dowd)
Iran has historically denied that it is pursuing a nuclear weapons program. Иногда подходящее русское соответствие – по многолетним наблюдениям ( This is not uncommon historically for the month of April). Historically high growth in employment.
International Herald Tribune:
•• Historically, in joint ventures with U.S. government and industry, U.S. security and proprietary restraints nearly always have forced the European partners into subordinate roles.
New York Times:
•• Thomas Krens, the foundation director, acknowledged as unrealistic the prospect of financing the $950 million project at a time when the museum is cutting budget, staff and programs. Beginning Sunday, for example, the Guggenheim Las Vegas is to go dark indefinitely.
Кстати, to go dark – есть ли это в словарях?
•• After months of inaction, I finally turned to former President Bush, who immediately interceded with Crown Prince Abdallah on the FBI’s behalf. <...> The Saudis immediately acceded. <...> Mr. Bush typically disclaimed any credit for his critical intervention, but he earned the gratitude of many FBI agents and the Khobar families. (American Justice for Khobar Heroes. By Louis J. Freeh. Wall Street Journal)

49 historical

54 Xu Guangqi (Hsu Kuang-Chhi)
SUBJECT AREA: Agricultural and food technology[br]b. 1562 Chinad. 1633 China[br]Chinese writer and reporter on agricultural practice.[br]Living during the troubled Ming Dynasty, Xu Guangqi combined his energy and interest in scientific improvement to develop and strengthen the State: his interest in military technology was used in the formation of the defence of the State, whilst his interest in irrigation and crop husbandry was put to use in programmes of famine relief. He was a friend and protector of the Jesuit community in China, and between 1607 and 1610, when he was forced to absent himself from the political scene, he devoted his time to the study of the irrigation systems practised by the Jesuits, and also the cultivation of new crops.Stimulated by these studies he continued to collect information on agricultural technology even after he returned to political life. In addition he prepared a number of draft texts of an agricultural treatise, which he intended to provide a practical guide to agricultural practice, but which would also give an indication of the solutions to China's economic problems at the time. Despite the fact that he had amassed a huge amount of material, it was left to the Chinese scholar Chen Ziling (Chhen Tzu-Ling) to edit the draft, which was finally published six years after the death of Xu Guangqi in 1633.The treatise, called the Nong Zbeng Quan Shu (Wade-Giles transliteration: Nung Cheng Chhuan Shu), is a massive work quoting from some 299 sources, sometimes verbatim. In addition to parts dealing with husbandry, there are also large sections devoted to rural administration and to the development of rural light industry, as well as to the introduction of cash crops such as cotton. The Ming dynasty fell in 1644, and the policies set out by Xu Guangqi within this treatise were never implemented.[br]Further ReadingF.Bray, Vol. VI. 2 in J.Needham (ed.), Science and Civilisation in China, Cambridge (devotes an early chapter to her sources in a comprehensive account of Chinese agriculture).APBiographical history of technology > Xu Guangqi (Hsu Kuang-Chhi)

55 ♦ would
3, 6, 9, 10 e 12, nell'ingl. corrente è spesso abbreviato in 'd;● l'infinito che segue non ha la particella to;● viene usato nelle question tags1 ( esprime possibilità o probabilità) – He would probably refuse, probabilmente rifiuterebbe; Such changes would seriously affect production, cambiamenti simili avrebbero serie conseguenze sulla produzione; I'd take it amiss, if you didn't accept, mi offenderei se non accettaste; Would you go, if you were asked?, ci andresti, se te lo chiedessero?; I wouldn't buy it if I were you, se fossi in te non lo comprerei; My intervention would have been useless, anyway, il mio intervento sarebbe stato comunque inutile2 ( seguito da inf. pass., esprime possibilità non realizzata) – I would have accepted, but my husband said no, io avrei accettato ma mio marito disse di no; If only he'd let me know, I would have tried to help him, se solo mi avesse informato, avrei cercato di aiutarlo3 (alla 2a pers.: nelle frasi interr. esprime offerta o invito cortese, oppure richiesta di fare qc.) – Would you pour the tea, please?, ti spiace versare il tè, per favore?; vuoi gentilmente versare il tè?; Would you do me a favour?, mi faresti un piacere?; Would you mind opening the window?, ti spiace aprire la finestra?; potresti aprire la finestra per favore?; Would you excuse me for a minute?, mi scusi un secondo?4 ( davanti a verbi di gradimento, piacere, ecc.) – I wouldn't like to see this custom disappear, non vorrei veder scomparire questa tradizione; We would be glad to hear about your project, saremmo lieti di essere informati sul tuo progetto; We would like you to tell us about your trip, vorremmo che ci raccontassi del tuo viaggio; Now, I'd like you to open your mouth and say ‘Aaaah’, ora apra la bocca, per favore, e dica ‘Aaaah’; Ladies and gentlemen, I would like you to welcome a very special guest, signore e signori, vi chiedo di dare il benvenuto a un ospite molto speciale; DIALOGO → - Ordering food 3- What would you like?, cosa desidera?; Would you like to join us?, vuole unirsi a noi?; Would you like some more dessert?, posso offrirti ancora un po' di dolce?; There's one thing I would have liked to ask him, c'è una cosa che avrei voluto chiedergli5 ( nelle subordinate rette da un verbo di dire, pensare, sperare, ecc., esprime l'idea di futuro nel passato) – He asked me whether I would be prepared to do it, mi ha chiesto se fossi (o sarei stato) disposto a farlo; They said they would meet us here, hanno detto che si sarebbero trovati qui; I said I'd do it at once, dissi che l'avrei fatto subito; I said I wouldn't, dissi che non l'avrei fatto; dissi di no; She promised she would come back, (rif. al passato) promise che sarebbe tornata; (rif. al futuro) ha promesso che tornerà; We feared the situation would get out of hand, temevamo che la situazione sarebbe diventata ingovernabile; Would it be ready in time, I wondered, chissà se (o mi chiesi se) sarebbe stato pronto in tempo; I knew you'd say that, sapevo che l'avresti detto6 ( esprime volontà, intenzione o, nella forma neg., rifiuto) – DIALOGO → - Weather- It's a lovely day so we thought we'd go out for a bike ride, è una giornata deliziosa così abbiamo pensato di andare a fare un giro con la bicicletta; I couldn't find anyone who would help me, non riuscii a trovare nessuno che volesse aiutarmi (o che fosse disposto ad aiutarmi); I tried to explain, but he just wouldn't listen, cercai di spiegare la cosa, ma lui si rifiutò di ascoltarmi; He would have none of it, non volle saperne; DIALOGO → - Inviting someone to stay- I wouldn't hear of you staying in a B&B, non voglio neanche sentir parlare di te in un bed and breakfast7 ( esprime congettura, probabilità) – I would imagine they'll have left by now, immagino che ormai saranno partiti; Tall and with a slight stoop? 57 Green, Charles
SUBJECT AREA: Aerospace[br]b. 31 January 1785 London, Englandd. 26 March 1870 London, England[br]English balloonist who introduced the use of coal gas for balloons.[br]Charles Green lived in London at a time when gas mains were being installed to supply coal gas for the recently introduced gas lighting. He was interested in the exploits of balloonists but lacked the finance needed to construct a balloon and fill it with expensive hydrogen. He decided to experiment with coal gas, which was very much cheaper, albeit a little heavier, than hydrogen: a larger balloon would be needed to lift the same weight. Green made his first ascent on 19 July 1821 to celebrate the coronation of King George. His large balloon was prepared in Green Park, London, and filled from the gas main in Piccadilly. He made a spectacular ascent to 11,000 ft (3,350 m), thus proving the suitability of coal gas, which was readily available and cheap. Like many balloonists, Green was also a showman. He made ascents on horseback or with fireworks to attract spectators. He did, however, try out some new ideas, such as cemented fabric joints (instead of stitching) for a huge new balloon, the Royal Vauxhall. On its first flight, in September 1836, this impressive balloon carried Green plus eight passengers. On 7 November 1836 Green and two friends ascended from Vauxhall Gardens, London, to make a long-distance flight. They landed safely in the Duchy of Nassau, Germany, having covered a record 480 miles (772 km) in eighteen hours. To help control the height of the balloon on this flight, Green fitted a long, heavy rope which trailed on the ground. If the balloon started to rise, then more of the "trail rope" was lifted off the ground, resulting in an increase in the weight to be lifted and a reduction in the rate of ascent. This idea had been suggested earlier by Thomas Baldwin in 1785, but Green developed it and in 1840 proposed to use if for a flight across the Atlantic: he later abandoned this plan.Charles Green made over five hundred ascents and died in bed at the age of 85, no small age for a balloonist.[br]Principal Honours and DistinctionsMember of the (Royal) Aeronautical Society, founded in 1866.Bibliography1836, Authentic Narrative of the Great Balloon Voyage and Descent in Germany, London (a pamphlet).Further ReadingL.T.C.Rolt, 1966, The Aeronauts, London (provides a full account of Green's achievements).J.E.Hodgson, 1924, the History of Aeronautics in Great Britain, London.T.Monck Mason, 1838, Aeronautica, London.JDS -
58 Thompson, A.
SUBJECT AREA: Textiles[br]fl. c. 1801 London, England[br]English patentee of one of the first significant machines for heckling flax.[br]The flax plant passes through many stages before its fibres are prepared for spinning. The woody pith surrounding the fibres is first softened by rotting or "retting", and is then removed by beating or "scutching". This leaves the fibres in a tight bunch, as they have grown to form the stem of the plant. Hackling or heckling, the next process, separates the fibres from each other. In hand processes this was done by pulling the fibres across a board of steel spikes, or sometimes a form of comb was pulled through them.In 1795 Sellers and Standage patented a method of heckling in which the flax was pulled by hand through stationary vertical teeth, but much more significant was the patent of 1801 of A.Thompson of London. The length of the fibres in a bundle of flax will vary considerably, therefore the distance between the point where the fibres pass out to be combed and the point where they can be put through another roller or gripper must be greater than the longest fibres, requiring some method of support in between. Thompson used a pair of chain gills for this purpose. These consist of rows of teeth mounted on a continuous chain or belt which moves around while the fibres pass through the teeth in the vertical position. The longer fibres are pulled through the teeth by the drawing rollers at the front, while the shorter ones are held steady by the teeth and presented to the rollers later; thus the teeth both support the fibres and heckle them at the same time. Following this process the fibres can be drawn and spun.[br]Bibliography1801, British patent no. 2,533 (flax-heckling machine).Further ReadingW.English, 1969, The Textile Industry, London (describes Thompson's machine, with an illustration).L.J.Mills (ed.), 1927, The Textile Educator, London (includes a description of later flax-heckling machines).RLH -
59 Vauban, Sébastien de
[br]b. 15 May 1633 St-Léger-de-Fougeret, Château Chinon, Nièvre, Franced. 20 March 1707 Paris, France[br]French civil and military engineer.[br]Born of impecunious parents, Vauban joined Condé's regiment as a cadet in 1651, at the age of 17, although he had apparently acquired some knowledge of mathematics and fortifications in the Carmelite College of Semur-en-Auxois. In the war of the Fronde he was captured by the Royal troops in 1653 and was converted to the king's service. He was soon recognized as having engineering ability and was given the task of repairing the fortifications of Sainte-Menehould. During the next few years he was engaged on fortification repairs and assisting at sieges, including Ypres, Gravelines and Oudenarde in 1658. Vauban found favour with the king, Louis XIV, and was responsible for the fortifications of Lille, which had been captured in 1667; he commenced the defensive structures of the citadel and the town in 1668. These were completed in 1674 and consisted of a vast pentagonal fort with bastions and further detached works surrounded by water defences. In 1692 he was present at the siege of Namur and was responsible for its capture. He was then put in charge of re-establishing and improving the defences. He next developed a line of fortresses along the French border. He later was abandoned by the king, whom he had served so well, and, with his advice being ignored by the French forces, they suffered defeat after defeat in Marlborough's wars.Meanwhile he had been called in to inspect the recently completed Canal du Midi and subsequently made recommendations for its improvement. These included the extension of the Montagne Noire feeder, and the construction of the Cesse and Orbiel aqueducts which were carried out to his design and under his supervision in 1686–7. In 1700 he was consulted on and produced a plan for a canal across France from north to south, providing a barge waterway from Nîmes to Dunkirk, but this was not carried out.In 1703 he was created maréchal de France, and two years later he devised vast schemes for the development of the canal system in Flanders. Owing to determined opposition from the local people, these schemes were abandoned and not revived until 1770, by which time the locals were prepared to accept them.[br]Further ReadingSir Reginald Blomfield, 1938, Sébastien lePrestre de Vauban, 1633–1707, Methuen.
