Как и со всяким распространенным словом (предлогом) интересного и неочевидного много:On ice — зарезервированный, оставленный про запас, сидящий в тюрьме, контролируемый ("все схвачено", "уже в кармане"). Дословно - на льду или, что сейчас понятнее - в морозилке.
