GUARDIA CIVIL The Guardia Civil, commonly referred to as la Benemérita, is the oldest of Spain's various police forces. A paramilitary force like the French Gendarmerie, it was set up in 1844 to combat banditry in rural areas, but was also used as an instrument of repression in the cities. Under Franco it was resented by many as an oppressive, reactionary force, and was especially hated in the Basque Country. With the return of democracy, Franco's despised Policía Armada were reformed as the Policía Nacional, and the present-day role of the Guardia Civil was redefined. They are mainly stationed in rural areas, and their duties include policing highways and frontiers and taking part in anti-terrorist operations. The communities had their own militias and cavalry for self-defence, and Spanish settlers were forbidden access. The Jesuits allowed for the Indians' religious practices and beliefs in their teaching of Christianity, and the missions gave them protection from the slavery practised outside. [br]b. 1907 Vienna, Austria[br]Austrian engineer responsible for the invention of the printed circuit.[br]At the age of 23, Eisler obtained a Diploma in Engineering from the Technical University of Vienna. Because of the growing Nazi influence in Austria, he then accepted a post with the His Master's Voice (HMV) agents in Belgrade, where he worked on the problems of radio reception and sound transmission in railway trains. However, he soon returned to Vienna to found a weekly radio journal and file patents on graphical sound recording (for which he received a doctorate) and on a system of stereoscopic television based on lenticular vertical scanning.In 1936 he moved to England and sold the TV patent to Marconi for £250. Unable to find a job, he carried out experiments in his rooms in a Hampstead boarding-house; after making circuits using strip wires mounted on bakelite sheet, he filed his first printed-circuit patent that year. He then tried to find ways of printing the circuits, but without success. Obtaining a post with Odeon Theatres, he invented a sound-level control for films and devised a mirror-drum continuous-film projector, but with the outbreak of war in 1939, when the company was evacuated, he chose to stay in London and was interned for a while. Released in 1941, he began work with Henderson and Spalding, a firm of lithographic printers, to whom he unwittingly assigned all future patents for the paltry sum of £1. In due course he perfected a means of printing conducting circuits and on 3 February 1943 he filed three patents covering the process. The British Ministry of Defence rejected the idea, considering it of no use for military equipment, but after he had demonstrated the technique to American visitors it was enthusiastically taken up in the US for making proximity fuses, of which many millions were produced and used for the war effort. Subsequently the US Government ruled that all air-borne electronic circuits should be printed.In the late 1940s the Instrument Department of Henderson and Spalding was split off as Technograph Printed Circuits Ltd, with Eisler as Technical Director. In 1949 he filed a further patent covering a multilayer system; this was licensed to Pye and the Telegraph Condenser Company. A further refinement, patented in the 1950s, the use of the technique for telephone exchange equipment, but this was subsequently widely infringed and although he negotiated licences in the USA he found it difficult to license his ideas in Europe. In the UK he obtained finance from the National Research and Development Corporation, but they interfered and refused money for further development, and he eventually resigned from Technograph. Faced with litigation in the USA and open infringement in the UK, he found it difficult to establish his claims, but their validity was finally agreed by the Court of Appeal (1969) and the House of Lords (1971).As a freelance inventor he filed many other printed-circuit patents, including foil heating films and batteries. When his Patent Agents proved unwilling to fund the cost of filing and prosecuting Complete Specifications he set up his own company, Eisler Consultants Ltd, to promote food and space heating, including the use of heated cans and wallpaper! [br]b. 7 June 1761 Phantassie, East Linton, East Lothian, Scotlandd. 4 October 1821 Stamford Street, London, England[br]Scottish civil engineer.[br]Born into a prosperous farming family, he early demonstrated his natural mechanical and structural aptitude. As a boy he spent a great deal of time, often as a truant, near his home in the workshop of Andrew Meikle. Meikle was a millwright and the inventor of a threshing machine. After local education and an apprenticeship with Meikle, Rennie went to Edinburgh University until he was 22. He then travelled south and met James Watt, who in 1784 offered him the post of Engineer at the Albion Flour Mills, London, which was then under construction. Rennie designed all the mill machinery, and it was while there that he began to develop an interest in canals, opening his own business in 1791 in Blackfriars. He carried out work on the Kennet and Avon Canal and in 1794 became Engineer for the company. He meanwhile carried out other surveys, including a proposed extension of the River Stort Navigation to the Little Ouse and a Basingstoke-to-Salisbury canal, neither of which were built. From 1791 he was also engaged on the Rochdale Canal and the Lancaster Canal, as well as the great masonry aqueduct carrying the latter canal across the river Lune at Lancaster. He also surveyed the Ipswich and Stowmarket and the Chelmer and Blackwater Navigations. He advised on the Horncastle Canal in 1799 and on the River Ancholme in 1799, both of which are in Lincolnshire. In 1802 he was engaged on the Royal Canal in Ireland, and in the same year he was commissioned by the Government to prepare a plan for flooding the Lea Valley as a defence on the eastern approach to London in case Napoleon invaded England across the Essex marshes. In 1809 he surveyed improvements on the Thames, and in the following year he was involved in a proposed canal from Taunton to Bristol. Some of his schemes, particularly in the Fens and Lincolnshire, were a combination of improvements for both drainage and navigation. Apart from his canal work he engaged extensively in the construction and development of docks and harbours including the East and West India Docks in London, Holyhead, Hull, Ramsgate and the dockyards at Chatham and Sheerness. In 1806 he proposed the great breakwater at Plymouth, where work commenced on 22 June 1811.He was also highly regarded for his bridge construction. These included Kelso and Musselburgh, as well as his famous Thames bridges: London Bridge (uncompleted at the time of his death), Waterloo Bridge (1810–17) and Southwark Bridge (1815–19).
