Drawn up by the democratically elected UCD government, the Constitución de 1978 symbolizes the spirit of reconciliation that prevailed during Spain's transition to democracy (1975-82), and has helped the country through a period of radical but peaceful change. The Constitution was ratified by Parliament on 31 October 1978 and approved by a referendum on 6 December, finally receiving the royal assent on 27 December 1978. PACTOS DE LA MONCLOA In the unstable political environment in Spain that followed Franco's death and the narrow victory of Adolfo Suárez's UCD party in the 1977 general election, it became obvious that a great deal of cross-party cooperation would be needed if progress was to be made. The result was the Pactos de la Moncloa, named after the prime minister's official residence, where the pacts were signed in October 1977. f.transition, passing.* * *1 transition\sin transición abruptly* * *noun f.* * *SF transition (a to) (de from)LA TRANSICIÓN The death of General Franco on 20 November 1975 ushered in a period of transition to democracy in Spain which was to end with the democratic transfer of power to the PSOE (Spanish Socialist Party) on 28 November 28 1982. On 22 November 1975 Juan Carlos I was proclaimed king. Though initially handicapped by a constitutional system devised by Franco, the King was able to appoint the aperturista Adolfo Suárez as Prime Minister in July 1976. Within three months Suárez rushed through a political reform bill introducing universal suffrage and a two-chamber parliament which was put to a referendum and endorsed by 94.2% of the electorate. Political parties were legalized and elections were held on 15 June 1977. Suárez and his party, the newly-formed UCD (Unión de Centro Democrático), won without gaining an overall majority.
