Если еще сравнительно недавно это выражение можно было считать аллюзией или своего рода цитатой, то сейчас это, на мой взгляд, вошедшее в язык фразеологическое сочетание. Пока его удалось найти включенным только во Free Online Dictionary of Computing:

В первом примере: Возможно, иракцы еще не созрели для демократии. В последнем: Кандидат еще не созрел можно добавить для большой политики.
