Поэтому надо либо уточнять, что речь идет о ядерном сдерживании, либо вернуться к слову устрашение. Если речь идет о сдерживании, то все-таки посредством устрашения. То же самое и в тех случаях, когда речь идет, например, о смертной казни: Is capital punishment a deterrent to crime? – Является ли смертная казнь эффективным средством устрашения преступников?
