to go downstairs (upstairs) — спускаться с лестницы (подниматься по лестнице);
at the foot (top) of the stairs — на нижней (верхней) площадке лестницы;

a winding (an escape) stair — винтовая (пожарная) лестница.
В остальных случаях русские ступени, ступенька соответствуют английскому существительному step:He stumbled over the step — Он споткнулся на ступеньке.
He ran downstairs jumping two steps at a time — Он бежал вниз по лестнице, прыгая через две ступеньки.
Русскому лестница-стремянка соответствует английское ladder:He leaned the ladder against the wall — Он прислонил/поставил лестницу к стене.
