приватизация
Передача государством прав собственности наимущество частным лицам и группам лиц. Реализуется путем продажи или безвозмездной передачи. В истории российской приватизации, начавшейся еще в советское время, можно выделить три этапа: на первом, в конце1980 х — начале 1990 х гг., чиновники, то есть партиийно-государственная номенклатура, воспользовались имевшимися в их руках реальными рычагами управления для овладения собственностью. Это явление получило название стихийной или «номенклатурной» приватизации. Вторым этапом стала так называемая массовая ваучерная приватизация (1992-1994 г.), при которой населению были розданы приватизационные чеки (ваучеры) для обмена на акции приватизируемых предприятий. Оценки этого этапа противоречивы, в реализации намеченных планов выявились недостатки, но в целом можно подытожить: число приватизированных предприятий приблизилось к той «критической массе» преобразований, когда откат рыночных реформ назад, к социализму, становился невозможным. Начал складываться новый социальный слой, который, несмотря на его неоднородность и правовую незащищенность, можно назвать слоем собственников. Немаловажная деталь: в результате обращения ваучеров начал накапливаться первый опыт функционирования рынка ценных бумаг, которого страна не знала на протяжении 70-80 лет. Третий этап – денежная приватизация, сменившая бесплатную ваучерную, продолжается до сих пор Вначале, в 1995-96 гг., она потерпела провал, поскольку в стране не было настоящего рынка капиталов и достаточных денежных накоплений, а также в результате полного отсутствия навыков оценки приватизируемых предприятий ( в условиях плановой экономики она просто не была нужна). Количество приватизируемых предприятий резко уменьшилось, их приходилось продавать за бесценок, государство практически не смогло пополнить свой бюджет – на что делался расчет. Несколько исправили положение залоговые аукционы (см.), тогда они спасли бюджет, позволив государству выплатить пенсии старикам и зарплаты работникам госсектора. В настоящее время платная приватизация предприятий (и особенно многочисленных оставшихся в собственности государства пакетов акций негосударственных компаний) происходит регулярно, на плановой основе.

1) Flares use open flames during normal and/or emergency operations to combust hazardous gaseous. The system has no special features to control temperature or time of combustion; however, supplemental fuel may be required to sustain the combustion. Historically, flares have been used to dispose of waste gases in the oil and gas industry and at wastewater treatment plants having anaerobic digestors. Regulation for thermal destruction of hazardous wastes limit the practical use of flaring to combustion of relatively simple hydrocarbons, such as methane from digesters or landfill gas collection systems.
2) A control device that burns hazardous materials to prevent their release into the environment; may operate continuously or intermittently, usually on top a stack.
