    Swiss electrical engineer who invented the tuning-fork watch.

    Hetzel trained as an electrical engineer at the Federal Polytechnic in Zurich and worked for several years in the field of telecommunications before joining the Bulova Watch Company in 1950. At that time several companies were developing watches with electromagnetically maintained balances, but they represented very little advance on the mechanical watch and the mechanical switching mechanism was unreliable. In 1952 Hetzel started work on a much more radical design which was influenced by a transistorized tuning-fork oscillator that he had developed when he was working on telecommunications. Tuning forks, whose vibrations were maintained electromagnetically, had been used by scientists during the nineteenth century to measure small intervals of time, but Niaudet- Breguet appears to have been the first to use a tuning fork to control a clock. In 1866 he described a mechanically operated tuning-fork clock manufactured by the firm of Breguet, but it was not successful, possibly because the fork did not compensate for changes in temperature. The tuning fork only became a precision instrument during the 1920s, when elinvar forks were maintained in vibration by thermionic valve circuits. Their primary purpose was to act as frequency standards, but they might have been developed into precision clocks had not the quartz clock made its appearance very shortly afterwards. Hetzel's design was effectively a miniaturized version of these precision devices, with a transistor replacing the thermionic valve. The fork vibrated at a frequency of 360 cycles per second, and the hands were driven mechanically from the end of one of the tines. A prototype was working by 1954, and the watch went into production in 1960. It was sold under the tradename Accutron, with a guaranteed accuracy of one minute per month: this was a considerable improvement on the performance of the mechanical watch. However, the events of the 1920s were to repeat themselves, and by the end of the decade the Accutron was eclipsed by the introduction of quartz-crystal watches.

    COMUNIDAD AUTÓNOMA In Spain the comunidades autónomas are any of the 19 administrative regions consisting of one or more provinces and having political powers devolved from Madrid, as stipulated by the 1978 Constitution. They have their own democratically elected parliaments, form their own cabinets and legislate and execute policies in certain areas such as housing, infrastructure, health and education, though Madrid still retains jurisdiction for all matters affecting the country as a whole, such as defence, foreign affairs and justice.     The Comunidad Andina de Naciones (CAN – Bolivia, Colombia, Ecuador, Peru and Venezuela) has its origins in the 1969 “Acuerdo de Cartagena”. Over subsequent decades the various institutions which now form the CAN were set up: the Council of Foreign Ministers in 1979, the Court of Justice in 1983, the Presidential Council in 1990, and the General Secretariat in 1997. The ultimate aim has been to create a Latin American common market. A free trade area was established in 1993, and a common external customs tariff in 1994. While all members have adopted a common foreign policy, more ambitious attempts at integration have been less successful. However, with a combined population of 122 million, and a GDP in 2004 of 300 billion dollars, the community is a significant economic group. In 2004, the leaders of the countries of South America decided to create the “Comunidad Sudamericana de Naciones” (“South American Community of Nations”) or CSN by a gradual convergence between the CAN and Mercosur (Argentina, Brazil, Paraguay and Uruguay), plus Chile, Guyana and Surinam. This will create, in time, a vast free-trade area encompassing all of South America.

[The accounts of the creation of the world differ in many respects; but, according to Manu Smṛiti, the universe was enveloped in darkness, and the self-existent Lord manifested himself dispelling the gloom. He first created the waters and deposited in them a seed. This seed became a golden egg, in which he himself was born as Brahmā-- the progenitor of all the worlds. Then the Lord divided the egg into two parts, with which he constructed heaven and earth. He then created the ten Prajāpatis or mind-born sons who completed the work of creation. According to another account (Rāmāyaṇa) Brahmā sprang from ether; from him was descended marīchi, and his son was Kaśyapa. From Kaśyapa sprang Vivasvata, and Manu sprang from him. Thus Manu was the procreator of all human beings. According to a third account, the Supreme deity, after dividing the golden egg, separated himself into two parts, male and female, from which sprang Virāj and from him Manu; cf. Ku.2.7. and Ms.1.32 et seq. Mythologically Brahman is represented as being born in a lotus which sprang from the navel of Viṣṇu, and as creating the world by an illicit connection with his own daughter Sarasvatī. Brahman had originally five heads, but one of them was cut down by Śiva with the ring-finger or burnt down by the fire from his third eye. His vehicle is a swan. He has numerous epithets, most of which have reference to his birth, in a lotus.]

    1 accentuation: τις is normally enclitic, but in certain uses is orthotone, i.e. theoretically oxytone (τίς, τινά, τινές, τινῶν, etc., cf. Choerob. in Theod.1.373 H.) and barytone when followed by another word ( τὶς or τις, τινὰ, τινὲς, τινῶν, etc.). According to Sch. D.T.p.240 H. its orthotone accent is τίς (not τὶς) , τίνα, τίνες, etc. The orthotone form is used in codd.:
    a at the beginning of a sentence, τίς ἔνδον.. ; is any one within? A.Ch. 654 ( τὶς cj. Hermann); τί φημι; = λέγω τι; am I saying anything?
