Экономическая рента
Плата за использование того или иного фактора производства, превосходящая минимальную плату за отказ от его использования альтернативным образом. Эта минимальная плата известна под названием « альтернативный доход» (см. Transfer earnings) и выражает альтернативную стоимость (см. Opportunity cost). Например, человек, возможно, согласился бы работать учителем физкультуры за минимальную плату в Ј1 тыс. в месяц, поскольку он смог бы заработать такие же деньги, если бы работал водителем такси ( альтернативная возможность). Если его фактический заработок в настоящее время составляет Ј1100 в месяц, тогда Ј1000 из этой суммы - это альтернативный доход, а Ј100 - экономическая рента. Рассмотрим график. На графике изображен спрос и предложение на рынке учителей физкультуры при существующей зарплате OW в Ј1000 в месяц, которая достаточна для того, чтобы количество OQ учителей согласилось работать и удовлетворять спрос D на свои услуги. При такой зарплате последний ( предельный) работник, предлагающий себя в качестве учителя физкультуры, возмется за работу только в том случае, если ему предложат как минимум Ј1100, поскольку именно столько он сумел бы заработать в другом месте. Однако, поскольку труд всех учителей одной квалификации оплачивается одинаково, любому специалисту, попадающему в число работников до предела Q, например Q1, платят зарплату OW, даже если он готов работать за меньшую плату OW1. Экономическая рента такого работника составляет WW1. Общий альтернативный доход на графике равен диагонально заштрихованной области ниже кривой предложения, а экономическая рента - вертикально заштрихованной области выше кривой предложения. Экономическая рента, приходящаяся на тот или иной фактор производства, зависит в основном от величины спроса на продукт, производимый при использовании этого фактора и, следовательно, от величины производного спроса на этот фактор. Например, если спрос на учителей вырастет с D до D1, тогда для того, чтобы побудить людей взяться за учительский труд и, следовательно, увеличить предложение до OQ2, необходимо повысить ставку зарплаты до OW2. Это означает, что такой учитель как Q, будет теперь получать более высокую зарплату, и его экономическая рента составит W1W2. И наоборот, если спрос на учителей снизится, уменьшится и размер их зарплаты, и некоторые специалисты перейдут на более высокооплачиваемую работу, а те, кто останется, будут получать зарплату, близкую к альтернативному доходу. Влияние спроса на величину альтернативного дохода и экономической ренты зависит от ценовой эластичности предложения того или иного фактора производства. Если предложение фактора сравнительно эластично, тогда большая часть доходов от этого фактора будет приходиться на альтернативный доход, а экономическая рента будет незначительной - например, как на рынке низкоквалифицированной рабочей силы. В крайней ситуации, когда кривая предложения представляет собой горизонтальную линию( абсолютно эластичное предложение), все доходы равны альтернативным доходам, а рента отсутствует. И наоборот, если предложение сравнительно неэластично, тогда большая часть доходов от фактора будет приходиться на экономическую ренту (как на рынке выдающихся спортсменов и поп-звезд). В крайней ситуации, когда кривая предложения - это вертикальная линия (спрос абсолютно неэластичен относительно цены), все полученные доходы будут соответствовать экономической ренте. Некоторые факторы производства могут иметь относительно неэластичное предложение в краткосрочном периоде и более эластичное - в долгосрочном. Экономическая рента, приходящаяся на такой фактор, именуется квази-рентой (quasi-rent) и в результате сводится к нулю в долгосрочной перспективе по мере того, как предложение догоняет спрос.
