The choice between meilleur and mieux in the construction to be better than depends on whether bon or bien would be used originally with the noun. Процесс приведения системы в наилучшее (оптимальное) состояние. Иначе говоря, первое определение трактует термин «О.» как факт выработки и принятия оптимального решения (в широком смысле этих слов); мы выясняем, какое состояние изучаемой системы будет наилучшим с точки зрения предъявляемых к ней требований (критерия оптимальности) и рассматриваем такое состояние как цель.
