Один из двух понедельников в этом столетии, когда произошли два крупнейших краха рынков ценных бумаг. Первый “черный понедельник” имел место 28 октября 1929 г., когда на Уолл-стрит индекс Доу Джонса по акциям 30 ведущих компаний (Dow Jones Industrial Average) упал сразу на 13%. В понедельник 19 октября 1987 г. падение этого индекса составило 23%. Такая пауза берется намеренно для того, чтобы рынки могли усвоить поступившую информацию, спровоцировавшую падение. Пороговые значения, при достижении которых происходит приостановка торгов, меняются каждый квартал, с тем, чтобы их уровень соответствовал текущему состоянию рынка. Пороговые значения устанавливаются в процентах ценой в 10%, 20% и 30% на шкале падения индекса Dow.
