1. The Constitution of the Russian Federation shall come into force from the moment of its official publication according to the results of a nationwide referendum.The day of the nationwide referendum of December 12, 1993 shall be considered to be the day of adopting the Constitution of the Russian Federation. Simultaneously The Constitution of Russia (Fundamental Law) of the Russian Federation – Russia, adopted on April 12, 1978 with all amendments and changes, shall become invalid. In case of non-compliance with the Constitution of the Russian Federation of the provisions of the Federal treaty – the Treaty on the Division of Subjects of Jurisdiction and Powers Between the Federal Bodies of State Power of the Russian Federation and the Bodies of Authority of the Sovereign Republics within the Russian Federation, the Treaty on the Division of Subjects of Jurisdiction and Powers Between the Federal Bodies of State Power of the Russian Federation and the Bodies of Authority of the Territories, Regions, Cities of Moscow and St. Petersburg of the Russian Federation, the Treaty on the Division of Subjects of Jurisdiction and Powers Between the Federal Bodies of State Power of the Russian Federation and the Bodies of Authority of the Autonomous Region, and Autonomous Areas within the Russian Federation, and also other treaties concluded between the federal bodies of state authority of the Russian Federation and bodies of state authority of the subjects of the Russian Federation, treaties between the bodies of state authority of the subjects of the Russian Federation, the provisions of the Constitution of the Russian Federation shall be applicable. 2. The laws and other legal acts acting in the territory of the Russian Federation before the given Constitution comes into force shall be applied in that part which does not contradict the Constitution of the Russian Federation. 3. The President of the Russian Federation, elected according to The Constitution of Russia (Fundamental Law) of the Russian Federation – Russia, since the given Constitution comes into force, since carry out the powers fixed in it until the term of office for which he was elected expires. 4. The Council of Ministers (Government) of the Russian Federation from the moment when the given Constitution comes into force shall acquire the rights, obligations and responsibilities of the Government of the Russian Federation fixed by the Constitution of the Russian Federation and since then shall be called the Government of the Russian Federation. 5. The courts of the Russian Federation shall administer justice according to their powers fixed by the given Constitution. After the Constitution comes into force, the judges of all the courts of the Russian Federation shall retain their powers until the term they were elected for expires. Until the adoption and coming into force of the federal law establishing the rules for considering cases by a court of jury, the existing rules of court examination of corresponding cases shall be preserved. Until the criminal procedure legislation of the Russian Federation is brought into conformity with the provisions of the present Constitution, the previous rules for arrest, detention and keeping in custody of people suspected of committing crime shall be preserved. 7. The Council of the Federation of the first convocation and the State Duma of the first convocation shall be elected for a period of two years. 8. The Council of the Federation shall meet in its first sitting on the thirtieth day after its election. The first sitting of the Council of the Federation shall be opened by the President of the Russian Federation. 9. A deputy of the State Duma of the first convocation may be simultaneously a member of the Government of the Russian Federation. The provisions of the present Constitution on the immunity of deputies in that part which concerns the actions (inaction) connected with fulfillment of office duties shall not extend to the deputies of the State Duma, members of the Government of the Russian Federation. SUBJECT AREA: Telecommunications[br]b. 25 December 1763 Brulon, Franced. 23 January 1805 Paris, France[br]French engineer who invented the semaphore visual telegraph.[br]Chappe began his studies at the Collège de Joyeuse, Rouen, and completed them at La Flèche. He was educated for the church with the intention of becoming an Abbé Commendataire, but this title did not in fact require him to perform any religious duties. He became interested in natural science and amongst other activities he carried out experiments with electrically charged soap bubbles.When the bénéfice was suppressed in 1781 he returned home and began to devise a system of telegraphic communication. With the help of his three brothers, particularly Abraham, and using an old idea, in 1790 he made a visual telegraph with suspended pendulums to relay coded messages over a distance of half a kilometre. Despite public suspicion and opposition, he presented the idea to the Assemblée Nationale on 22 May 1792. No doubt due to the influence of his brother, Ignace, a member of the Assemblée Nationale, the idea was favourably received, and on 1 April 1793 it was referred to the National Convention as being of military importance. As a result, Chappe was given the title of Telegraphy Engineer and commissioned to construct a semaphore (Gk. bearing a sign) link between Paris and Lille, a distance of some 240 km (150 miles), using twenty-two towers. Each station contained two telescopes for observing the adjacent towers, and each semaphore consisted of a central beam supporting two arms, whose positions gave nearly two hundred possible arrangements. Hence, by using a code book as a form of lookup table, Chappe was able to devise a code of over 8,000 words. The success of the system for communication during subsequent military conflicts resulted in him being commissioned to extend it with further links, a work that was continued by his brothers after his suicide during a period of illness and depression. [br]b. 29 September 1901 Rome, Italyd. 28 November 1954 Chicago, USA[br]Italian nuclear physicist.[br]Fermi was one of the most versatile of twentieth-century physicists, one of the few to excel in both theory and experiment. His greatest theoretical achievements lay in the field of statistics and his theory of beta decay. His statistics, parallel to but independent of Dirac, were the key to the modern theory of metals and the statistical modds of the atomic nucleus. On the experimental side, his most notable discoveries were artificial radioactivity produced by neutron bombardment and the realization of a controlled nuclear chain reaction, in the world's first nuclear reactor.Fermi received a conventional education with a chemical bias, but reached proficiency in mathematics and physics largely through his own reading. He studied at Pisa University, where he taught himself modern physics and then travelled to extend his knowledge, spending time with Max Born at Göttingen. On his return to Italy, he secured posts in Florence and, in 1927, in Rome, where he obtained the first Italian Chair in Theoretical Physics, a subject in which Italy had so far lagged behind. He helped to bring about a rebirth of physics in Italy and devoted himself to the application of statistics to his model of the atom. For this work, Fermi was awarded the Nobel Prize in Physics in 1938, but in December of that year, finding the Fascist regime uncongenial, he transferred to the USA and Columbia University. The news that nuclear fission had been achieved broke shortly before the Second World War erupted and it stimulated Fermi to consider this a way of generating secondary nuclear emission and the initiation of chain reactions. His experiments in this direction led first to the discovery of slow neutrons.Fermi's work assumed a more practical aspect when he was invited to join the Manhattan Project for the construction of the first atomic bomb. His small-scale work at Columbia became large-scale at Chicago University. This culminated on 2 December 1942 when the first controlled nuclear reaction took place at Stagg Field, Chicago, an historic event indeed. Later, Fermi spent most of the period from September 1944 to early 1945 at Los Alamos, New Mexico, taking part in the preparations for the first test explosion of the atomic bomb on 16 July 1945. President Truman invited Fermi to serve on his Committee to advise him on the use of the bomb. [br]b. 29 December 1766 Glasgow, Scotlandd. 25 July 1843 Dunchattan, near Glasgow, Scotland[br]Scottish inventor of rubberized waterproof clothing.[br]As the son of the well-known and inventive dyer George Macintosh, Charles had an early interest in chemistry. At the age of 19 he gave up his work as a clerk with a Glasgow merchant to manufacture sal ammoniac (ammonium chloride) and developed new processes in dyeing. In 1797 he started the first Scottish alum works, finding the alum in waste shale from coal mines. His first works was at Hurlet, Renfrewshire, and was followed later by others. He then formed a partnership with Charles Tennant, the proprietor of a chemical works at St Rollox, near Glasgow, and sold "lime bleaching liquor" made with chlorine and milk of lime from their bleach works at Darnley. A year later the use of dry lime to make bleaching powder, a process worked out by Macintosh, was patented. Macintosh remained associated with Tennant's St Rollox chemical works until 1814. During this time, in 1809, he had set up a yeast factory, but it failed because of opposition from the London brewers.There was a steady demand for the ammonia that gas works produced, but the tar was often looked upon as an inconvenient waste product. Macintosh bought all the ammonia and tar that the Glasgow works produced, using the ammonia in his establishment to produce cudbear, a dyestuff extracted from various lichens. Cudbear could be used with appropriate mordants to make shades from pink to blue. The tar could be distilled to produce naphtha, which was used as a flare. Macintosh also became interested in ironmaking. In 1825 he took out a patent for converting malleable iron into steel by taking it to white heat in a current of gas with a carbon content, such as coal gas. However, the process was not commercially successful because of the difficulty keeping the furnace gas-tight. In 1828 he assisted J.B. Neilson in bringing hot blast into use in blast furnaces; Neilson assigned Macintosh a share in the patent, which was of dubious benefit as it involved him in the tortuous litigation that surrounded the patent until 1843.In June 1823, as a result of experiments into the possible uses of naphtha obtained as a by-product of the distillation of coal tar, Macintosh patented his process for waterproofing fabric. This comprised dissolving rubber in naphtha and applying the solution to two pieces of cloth which were afterwards pressed together to form an impermeable compound fabric. After an experimental period in Glasgow, Macintosh commenced manufacture in Manchester, where he formed a partnership with H.H.Birley, B.Kirk and R.W.Barton. Birley was a cotton spinner and weaver and was looking for ways to extend the output of his cloth. He was amongst the first to light his mills with gas, so he shared a common interest with Macintosh.New buildings were erected for the production of waterproof cloth in 1824–5, but there were considerable teething troubles with the process, particularly in the spreading of the rubber solution onto the cloth. Peter Ewart helped to install the machinery, including a steam engine supplied by Boulton \& Watt, and the naphtha was supplied from Macintosh's works in Glasgow. It seems that the process was still giving difficulties when Thomas Hancock, the foremost rubber technologist of that time, became involved in 1830 and was made a partner in 1834. By 1836 the waterproof coat was being called a "mackintosh" [sic] and was gaining such popularity that the Manchester business was expanded with additional premises. This was followed by a period as a lecturer at Liverpool University, where he was able to extend his knowledge of the principles underlying the design and operation of electrical machines. In 1941 he became Head of the Electrical Engineering Department at the Robert Gordon Technical College, Aberdeen, and Lecturer in charge of Electrical Engineering at Aberdeen University. In 1944 Rawcliffe was appointed to the Chair of Electrical Engineering at the University of Bristol, where he remained until his retirement in 1975. The reputation of his department was enhanced by the colleagues he recruited.After 1954 he began research into polyphase windings, the basis of alternating-current machinery, and published papers concerned with the dual problems of frequency changing and pole changing. The result of this research was the discovery in 1957 of a technique for making squirrel-cage induction motors run at more than one speed. By reversing current in one part of the winding, the pole distribution and number were changed, and with it the speed of rotation.Rawcliffe's name became synonymous with pole amplitude modulation, or PAM, the name given to this technique. Described by Rawcliffe as a new philosophy of windings, the technique led to a series of research papers, patents and licensing agreements in addition to consultancies to advise on application problems. Commercial exploitation of the new idea throughout Western Europe, the United Kingdom and the United States followed.
