The various supposedly representative bodies that must by law be consulted during the preparatory phase of certain types of social and industrial legislation, and together manage certain institutions such as parts of the social security system. In short, the partenaires sociaux can be described as lobbies or pressure groups, representing on the one hand employers, and on the other hand trade unions. It can be argued that trade unions are not "representative" bodies in modern France, where union membership is down to just 7% of the workforce.
