Субстантивированное прилагательное типа dead с определенным артиклем входит в группу собирательных существительных со значением множества, обозначая всех представителей данной группы. Оно согласуется с глаголом во множественном числе:the dead and the living — живые и мертвые,
the poor — бедняки,
the blind — слепые,
the rich — богатые, богачи.
