Absent-minded употребляется, когда речь идет о черте характера, и имеет в виду постоянное, непроизвольное отсутствие внимания к окружающему: absent-minded professor, to be absent-minded. Abstracted относится только к состоянию человека в какой-то определенный момент (может быть произвольным и непроизвольным): abstracted look, to gaze in an abstracted way.
