21 Council of State
Established by the Portuguese Constitution of 1976, but with earlier forms in several previous political systems, an organ with the function of advising the president of Portugal in the exercise of his discretionary, reserve powers. The Council by law must be summoned by the president of the Republic in case the president decides to dissolve the Assembly of the Republic, to declare war or peace, or when a government resigns. Headed by the president of the Republic, the Council includes the following members: president of the Assembly of the Republic (parliament); prime minister; president of the Constitutional Court; attorney general or Provedor de Justiça; president of Azores Regional Government; president of the Madeira Regional Government; former elected presidents of the Republic; five members designated by the president of the Republic, including figures such as the Bank of Portugal's president; five members elected by the Assembly of the Republic, usually one from each political party with seats in parliament; and the Secretary of the Council of State. A similar organ functioned during the Estado Novo regime, under the 1933 Constitution. -

[br]b. 13 April 1892 Brechin, Angus, Scotlandd. 6 December 1973 Inverness, Scotland[br]Scottish engineer and scientific adviser known for his work on radar.[br]Following education at Brechin High School, Watson-Watt entered University College, Dundee (then a part of the University of St Andrews), obtaining a BSc in engineering in 1912. From 1912 until 1921 he was Assistant to the Professor of Natural Philosophy at St Andrews, but during the First World War he also held various posts in the Meteorological Office. During. this time, in 1916 he proposed the use of cathode ray oscillographs for radio-direction-finding displays. He joined the newly formed Radio Research Station at Slough when it was opened in 1924, and 3 years later, when it amalgamated with the Radio Section of the National Physical Laboratory, he became Superintendent at Slough. At this time he proposed the name "ionosphere" for the ionized layer in the upper atmosphere. With E.V. Appleton and J.F.Herd he developed the "squegger" hard-valve transformer-coupled timebase and with the latter devised a direction-finding radio-goniometer.In 1933 he was asked to investigate possible aircraft counter-measures. He soon showed that it was impossible to make the wished-for radio "death-ray", but had the idea of using the detection of reflected radio-waves as a means of monitoring the approach of enemy aircraft. With six assistants he developed this idea and constructed an experimental system of radar (RAdio Detection And Ranging) in which arrays of aerials were used to detect the reflected signals and deduce the bearing and height. To realize a practical system, in September 1936 he was appointed Director of the Bawdsey Research Station near Felixstowe and carried out operational studies of radar. The result was that within two years the East Coast of the British Isles was equipped with a network of radar transmitters and receivers working in the 7–14 metre band—the so-called "chain-home" system—which did so much to assist the efficient deployment of RAF Fighter Command against German bombing raids on Britain in the early years of the Second World War.In 1938 he moved to the Air Ministry as Director of Communications Development, becoming Scientific Adviser to the Air Ministry and Ministry of Aircraft Production in 1940, then Deputy Chairman of the War Cabinet Radio Board in 1943. After the war he set up Sir Robert Watson-Watt \& Partners, an industrial consultant firm. 26 Zworykin, Vladimir Kosma
[br]b. 30 July 1889 Mourum (near Moscow), Russiad. 29 July 1982 New York City, New York, USA[br]Russian (naturalized American 1924) television pioneer who invented the iconoscope and kinescope television camera and display tubes.[br]Zworykin studied engineering at the Institute of Technology in St Petersburg under Boris Rosing, assisting the latter with his early experiments with television. After graduating in 1912, he spent a time doing X-ray research at the Collège de France in Paris before returning to join the Russian Marconi Company, initially in St Petersburg and then in Moscow. On the outbreak of war in 1917, he joined the Russian Army Signal Corps, but when the war ended in the chaos of the Revolution he set off on his travels, ending up in the USA, where he joined the Westinghouse Corporation. There, in 1923, he filed the first of many patents for a complete system of electronic television, including one for an all-electronic scanning pick-up tube that he called the iconoscope. In 1924 he became a US citizen and invented the kinescope, a hard-vacuum cathode ray tube (CRT) for the display of television pictures, and the following year he patented a camera tube with a mosaic of photoelectric elements and gave a demonstration of still-picture TV. In 1926 he was awarded a PhD by the University of Pittsburgh and in 1928 he was granted a patent for a colour TV system.In 1929 he embarked on a tour of Europe to study TV developments; on his return he joined the Radio Corporation of America (RCA) as Director of the Electronics Research Group, first at Camden and then Princeton, New Jersey. Securing a budget to develop an improved CRT picture tube, he soon produced a kinescope with a hard vacuum, an indirectly heated cathode, a signal-modulation grid and electrostatic focusing. In 1933 an improved iconoscope camera tube was produced, and under his direction RCA went on to produce other improved types of camera tube, including the image iconoscope, the orthicon and image orthicon and the vidicon. The secondary-emission effect used in many of these tubes was also used in a scintillation radiation counter. In 1941 he was responsible for the development of the first industrial electron microscope, but for most of the Second World War he directed work concerned with radar, aircraft fire-control and TV-guided missiles.After the war he worked for a time on high-speed memories and medical electronics, becoming Vice-President and Technical Consultant in 1947. [br]b. 23 August 1875 Ulverston, Cumbria, Englandd. 27 April 1966 Oxford, England[br]English physicist who made important contributions to the development of radio communications.[br]After early education at home and at private school, Eccles won a scholarship to the Royal College of Science (now Imperial College), London, where he gained a First Class BSc in physics in 1898. He then worked as a demonstrator at the college and studied coherers, for which he obtained a DSc in 1901. Increasingly interested in electrical engineering, he joined the Marconi Company in 1899 to work on oscillators at the Poole experimental radio station, but in 1904 he returned to academic life as Professor of Mathematics and Physics and Department Head at South West Polytechnic, Chelsea. There he discovered ways of using the negative resistance of galena-crystal detectors to generate oscillations and gave a mathematical description of the operation of the triode valve. In 1910 he became Reader in Engineering at University College, London, where he published a paper explaining the reflection of radio waves by the ionosphere and designed a 60 MHz short-wave transmitter. From 1916 to 1926 he was Professor of Applied Physics and Electrical Engineering at the Finsbury City \& Guilds College and a private consulting engineer. During the First World War he was a military scientific adviser and Secretary to the Joint Board of Scientific Societies. After the war he made many contributions to electronic-circuit development, many of them (including the Eccles-Jordan "flip-flop" patented in 1918 and used in binary counters) in conjunction with F.W.Jordan, about whom little seems to be known. SUBJECT AREA: Ports and shipping[br]b. 17 March 1847 Stepney, London, England d. 1928[br]English marine engineer and educator.[br]Sir Alexander Kennedy was trained as a marine engineer. The son of a Congregational minister, he was educated at the City of London School and the School of Mines, Jermyn Street. He was then apprenticed to J. \& W.Dudgeon of Millwall, marine engineers, and went on to become a draughtsman to Sir Charles Marsh Palmer of Jarrow (with whom he took part in the development of the compound steam-engine for marine use) and T.M.Tennant \& Co. of Leith. In 1874 he was appointed Professor of Engineering at University College, London. He built up an influential School of Engineering, being the first in England to integrate laboratory work as a regular feature of instruction. The engineering laboratory that he established in 1878 has been described as "the first of its kind in England" (Proceedings of the Institution of Civil Engineers). He and his students conducted important experiments on the strength and elasticity of materials, boiler testing and related subjects. He followed the teaching of Franz Reuleaux, whose Kinematics of Machinery he translated from the German.While thus breaking new educational ground at University College, Kennedy concurrently established a very thriving private practice as a consulting engineer in partnership with Bernard Maxwell Jenkin (the son of Fleeming Jenkin), to pursue which he relinquished his academic posts in 1889. He planned and installed the whole electricity system for the Westminster Electric Supply Corporation, and other electricity companies. He was also heavily involved in the development of electrically powered transport systems. During the First World War he served on a panel of the Munitions Invention Department, and after the war he undertook to record photographically the scenes of desolation in his book From Ypres to Verdun (1921). Towards the end of his life, he pursued his interest in archaeology with the exploration of Petra, recorded in a monograph: Petra. Its History and Monuments (1925). He also joined the Institution of Mechanical Engineers in 1879, becoming the President of that body in 1894, and he joined the Institution of Electrical Engineers in 1890. [br]b. 27 February 1891 Uzlian, Minsk (now in Belarus)d. 12 December 1971 New York City, New York, USA[br]Russian/American engineer who made a major contribution to the commercial development of radio and television.[br]As a Jewish boy in Russia, Sarnoff spent several years preparing to be a Talmudic Scholar, but in 1900 the family emigrated to the USA and settled in Albany, New York. While at public school and at the Pratt Institute in Brooklyn, New York, he helped the family finances by running errands, selling newspapers and singing the liturgy in the synagogue. After a short period as a messenger boy with the Commercial Cable Company, in 1906 he became an office boy with the Marconi Wireless Telegraph Company of America (see G. Marconi). Having bought a telegraph instrument with his first earnings, he taught himself Morse code and was made a junior telegraph operator in 1907. The following year he became a wireless operator at Nantucket Island, then in 1909 he became Manager of the Marconi station at Sea Gate, New York. After two years at sea he returned to a shore job as wireless operator at the world's most powerful station at Wanamaker's store in Manhattan. There, on 14 April 1912, he picked up the distress signals from the sinking iner Titanic, remaining at his post for three days.Rewarded by rapid promotion (Chief Radio Inspector 1913, Contract Manager 1914, Assistant Traffic Manager 1915, Commercial Manager 1917) he proposed the introduction of commercial radio broadcasting, but this received little response. Consequently, in 1919 he took the job of Commercial Manager of the newly formed Radio Corporation of America (RCA), becoming General Manager in 1921, Vice- President in 1922, Executive Vice-President in 1929 and President in 1930. In 1921 he was responsible for the broadcasting of the Dempsey-Carpentier title-fight, as a result of which RCA sold $80 million worth of radio receivers in the following three years. In 1926 he formed the National Broadcasting Company (NBC). Rightly anticipating the development of television, in 1928 he inaugurated an experimental NBC television station and in 1939 demonstrated television at the New York World Fair. Because of his involvement with the provision of radio equipment for the armed services, he was made a lieutenant-colonel in the US Signal Corps Reserves in 1924, a full colonel in 1931 and, while serving as a communications consultant to General Eisenhower during the Second World War, Brigadier General in 1944.With the end of the war, RCA became a major manufacturer of television receivers and then invested greatly in the ultimately successful development of shadowmask tubes and receivers for colour television. SUBJECT AREA: Paper and printing[br]b. 1 March 1866 New York, USAd. 9 April 1939 USA[br]American manufacturer and inventor of printing machinery, including a stereotype casting machine.[br]The son of a Congressman and mayor of New York, Wood was educated at Media Academy in Pennsylvania, specializing in scientific subjects. The death of his father in 1881 prevented his going on to college and he went to work at the Campbell Printing and Manufacturing Company, of which he became President in 1896. In the meantime, he had married the daughter of J.L.Brower, the previous head of the company. Later business consolidations brought into being the Wood Newspaper Machine Corporation.Wood was responsible for a series of inventions that brought great benefit to the newspaperprinting processes. Most notable was the Autoplate, patented first in 1900 and finally in 1903. This enabled a whole page of newspaper type to be cast in metal at once, saving much time and effort in the forming of stereotypes; this invention earned him the Elliott Cresson gold medal of the Franklin Institute in 1909. Other inventions were the Autoreel, a high-speed press-feeder device, and the Autopaster, which automatically replaced a spent paper roll with a new one in a newspaper press, without the need to stop the press. Wood's improved presses and inventions increased the speed of newspaper production from 24,000 to 60,000 copies per hour, printed and folded.He was also much interested in aviation and was an early member of the Aero Club of America, becoming its Vice-President for six years. He helped to found the magazine Flying and was its Editor from 1911 to 1919. He had predicted the part played by aircraft and submarines during the Second World War and was invited to join a panel of consulting inventors and engineers to assist the development of the US Navy. He was soon at odds with the authorities, however, and he resigned in 1915. After the war, he spent time in vigorous campaigning against immigration, America's entry into the League of Nations and on many other issues, in all of which he was highly controversial. Nevertheless, he retained his interest in the newspaper-machinery business, remaining President of his company until 1935 and Chairman of the Board thereafter. After a period of time in Berlin with Nernst, he joined the Royal Institution in 1909 to study the colour changes of indicators. From 1911 until 1914 he was a tutorial Fellow of Oriel College, Oxford, but with the outbreak of the First World War he joined first the Royal Garrison Artillery, then, in 1915, the newly formed Royal Flying Corps, to work on the development of bomb-sights. Successively in charge of testing aircraft, a lieutenant-colonel in the Ministry of Munitions and Assistant Controller of Research and Experiments for the Royal Air Force, he returned to Oxford in 1919 and the following year became Reader in Chemical Thermodynamics; at this stage he developed the use of toluene as an air-craft-fuel additive.In 1922 he was appointed an assistant secretary at the government Department of Industrial and Scientific Research, becoming Principal Assistant Secretary in 1922 and its Permanent Director in 1927; during this time he was also a member of the Aeronautical Research Committee, being Chairman of the latter in 1933–43. From 1929 to 1942 he was Rector of Imperial College. In 1932 he was also appointed Chairman of a committee set up to investigate possible national air-defence systems, and it was largely due to his efforts that the radar proposals of Watson-Watt were taken up and an effective system made operational before the outbreak of the Second World War. 35 Carmona, António Óscar de Fragoso
(1869-1951)Career army officer, one of the founders of the Estado Novo (1926-74), and the longest-serving president of the republic of that regime (1926-51). Born in Lisbon in 1869, the son of a career cavalry officer, Oscar Carmona entered the army in 1888 and became a lieutenant in 1894, in the same cavalry regiment in which his father had served. He rose rapidly, and became a general during the turbulent First Republic, briefly served as minister of war in 1923, and achieved public notoriety as prosecutor for the military in one of the famous trials of military personnel in an abortive 1925 coup. General Carmona was one of the key supporters of the 28 May 1926 military coup that overthrew the unstable republic and established the initially unstable military dictatorship (1926-33), which was the political system that founded the Estado Novo (1933-74).Carmona took power as president upon the ousting of the Twenty-eighth of May coup leader, General Gomes da Costa, and guided the military dictatorship through political and economic uncertainty until the regime settled upon empowering Antônio de Oliveira Salazar with extraordinary fiscal authority as minister of finance (April 1928). Elected in a managed election based on limited male suffrage in 1928, President Carmona served as the Dictatorship's president of the republic until his death in office in 1951 at age 81. In political creed a moderate republican not a monarchist, General (and later Marshal) Carmona played an essential role in the Dictatorship, which involved a division of labor between Dr. Salazar, who, as prime minister since July 1932 was responsible for the daily management of the government, and Carmona, who was responsible for managing civil-military relations in the system, maintaining smooth relations with Dr. Salazar, and keeping the armed forces officer corps in line and out of political intervention.Carmona's amiable personality and reputation for personal honesty, correctness, and hard work combined well with a friendly relationship with the civilian dictator Salazar. Especially in the period 1928-44, in his more vigorous years in the position, Carmona's role was vital in both the political and ceremonial aspects of his job. Car-mona's ability to balance the relationship with Salazar and the pressures and demands from a sometimes unhappy army officer corps that, following the civilianization of the regime in the early 1930s, could threaten military intervention in politics and government, was central to the operation of the regime.After 1944, however, Carmona was less effective in this role. His tiring ceremonial visits around Portugal, to the Atlantic Islands, and to the overseas empire became less frequent; younger generations of officers grew alienated from the regime; and Carmona suffered from the mental and physical ailments of old age. In the meantime, Salazar assumed the lion's share of political power and authority, all the while placing his own appointees in office. This, along with the regime's political police (PVDE or PIDE), Republican National Guard, and civil service, as well as a circle of political institutions that monopolized public office, privilege, and decision making, made Carmona's role as mediator-intermediary between the career military and the largely civilian-managed system significantly less important. [br]b. 17 December 1797 Albany, New York, USAd. 13 May 1878 Washington, DC, USA[br]American scientist after whom the unit of inductance is named.[br]Sent to stay with relatives at the age of 6 because of the illness of his father, when the latter died in 1811 Henry was apprenticed to a silversmith and then turned to the stage. Whilst he was ill himself, a book on science fired his interest and he began studying at Albany Academy, working as a tutor to finance his studies. Initially intending to pursue medicine, he then spent some time as a surveyor before becoming Professor of Mathematics and Natural Philosophy at Albany Academy in 1826. There he became interested in the improvement of electromagnets and discovered that the use of an increased number of turns of wire round the core greatly increased their power; by 1831 he was able to supply to Yale a magnet capable of lifting almost a ton weight. During this time he also discovered the principles of magnetic induction and self-inductance. In the same year he made, but did not patent, a cable telegraph system capable of working over a distance of 1 mile (1.6 km). It was at this time, too, that he found that adiabatic expansion of gases led to their sudden cooling, thus paving the way for the development of refrigerators. For this he was recommended for, but never received, the Copley Medal of the Royal Society. Five years later he became Professor of Natural Philosophy at New Jersey College (later Princeton University), where he deduced the laws governing the operation of transformers and observed that changes in magnetic flux induced electric currents in conductors. Later he also observed that spark discharges caused electrical effects at a distance. He therefore came close to the discovery of radio waves. In 1836 he was granted a year's leave of absence and travelled to Europe, where he was able to meet Michael Faraday. It was with his help that in 1844 Samuel Morse set up the first patented electric telegraph, but, sadly, the latter seems to have reaped all the credit and financial rewards. In 1846 he became the first secretary of the Washington Smithsonian Institute and did much to develop government support for scientific research. As a result of his efforts some 500 telegraph stations across the country were equipped with meteorological equipment to supply weather information by telegraph to a central location, a facility that eventually became the US National Weather Bureau. From 1852 he was a member of the Lighthouse Board, contributing to improvements in lighting and sound warning systems and becoming its chairman in 1871. During the Civil War he was a technical advisor to President Lincoln.
