En 1989, il met en réseau des documents utilisant l’hypertexte. En 1990, il met au point le premier serveur HTTP (hypertext transfert protocol) et le premier navigateur web. En 1991, le web est opérationnel et révolutionne la consultation de l’internet (qui existe depuis 1974). Selon les termes mêmes de son inventeur, le web est "un espace commun d’information dans lequel nous communiquons en partageant cette information". En novembre 1993, le web prend l’essor que l’on sait grâce à Mosaic, premier navigateur à destination du grand public. En octobre 1994 est fondé le consortium W3C (World Wide Web Consortium), un consortium international chargé de développer les normes et protocoles nécessaires au bon fonctionnement du web. Le W3C est présidé par Tim Berners-Lee.
