Французский экономист, в основном труде которого под названием «Трактат о политической экономии» получила свое развитие теория рынка Адама Смита. Сэй утверждал, что, поскольку любой продукт на рынке обменивается на другой продукт, каждый из них порождает свой собственный спрос, который в свою очередь создает свое собственное предложение. Эта зависимость называется законом Сэя (см. Say’s law).
