There have been many opponents of metaphysics from the Greek sceptics to the empiricists of the nineteenth century. Criticisms of very diverse kinds have been set forth. Many have declared that the doctrine of metaphysics is false, since it contradicts our empirical knowledge. Others have believed it to be uncertain, on the ground that its problems transcend the limits of human knowledge. Many anti-metaphysicians have declared that occupation with metaphysical questions is sterile. Whether or not these questions can be answered, it is at any rate unnecessary to worry about them; let us devote ourselves entirely to the practical tasks which confront active men every day of their lives!The development of modern logic has made it possible to give a new and sharper answer to the question of the validity and justification of metaphysics. The researchers of applied logic or the theory of knowledge, which aim at clarifying the cognitive content of scientific statements and thereby the meanings of the terms that occur in the statements, by means of logical analysis, lead to a positive and to a negative result. The positive result is worked out in the domain of empirical science; the various concepts of the various branches of science are clarified; their formal, logical and epistemological connections are made explicit.In the domain of metaphysics, including all philosophy of value and normative theory, logical analysis yields the negative result that the al leged statements in this domain are entirely meaningless. Therewith a radical elimination of metaphysics is attained, which was not yet possible from the earlier anti-metaphysical standpoints. Neurath has likened science to a boat which, if we are to rebuild it, we must rebuild plank by plank while staying afloat in it. The philosopher and the scientist are in the same boat....Analyze theory-building how we will, we all must start in the middle. Our conceptual firsts are middle-sized, middle-distanced objects, and our introduction to them and to everything comes midway in the cultural evolution of the race. In assimilating this cultural fare we are little more aware of a distinction between report and invention, substance and style, cues and conceptualization, than we are of a distinction between the proteins and the carbohydrates of our material intake. Retrospectively we may distinguish the components of theory-building, as we distinguish the proteins and carbohydrates while subsisting on them. (Quine, 1960, pp. 4-6)Theories are usually introduced when previous study of a class of phenomena has revealed a system of uniformities.... Theories then seek to explain those regularities and, generally, to afford a deeper and more accurate understanding of the phenomena in question. To this end, a theory construes those phenomena as manifestations of entities and processes that lie behind or beneath them, as it were. Председатель Совета и технический директор работают на постоянной основе, общее число членов не может превышать девяти человек. Совет по учетным стандартам независим от шести основных профессиональных бухгалтерских организаций, то есть он выпускает стандарты от своего имени и не нуждается в одобрении Консультативного комитета этих организаций. Советом были дополнены, изменены или отменены существующие к моменту его образования Положения о стандартной практике учета (Statements of Standard Accounting Practice - SSAP) (из 25 SSAP действует 21) и выпущены восемь Стандартов финансовой отчетности (Financial Reporting Standards - FRS) на начало 1997 г. В дополнение к этому был разработан проект Положения о принципах финансовой отчетности (Statements of Principals for Financial Reporting), определяющий основные принципы составления финансовой отчетности и, по сути, являющийся аналогом концептуальных основ, рекомендованных международными стандартами, и существующих в США. Этот документ состоит из семи глав, в которых рассмотрены следующие вопросы:
1) цели финансовых отчетов;
2) качественные характеристики финансовой информации;
3) элементы финансовой отчетности;
4) отражение статей в финансовой отчетности;
5) оценка статей в финансовой отчетности;
6) представление финансовой информации;
7) предприятия, которые должны представлять финансовую отчетность.
Помимо вышеназванных стандартов, которые являются обязательными, ASB подтвердил действенность Положений о рекомендованной практике учета (Statements of Recommended Practice - SORP) и учредил два специальных комитета, которые должны оказывать ему помощь в разработке таких положений.
