64 frustrate
•• frustration, frustrate, frustrating
•• Frustrate prevent somebody from doing something; prevent somebody’s plans from being carried out (A.S. Hornby).
•• 1. [English] spelling and pronunciation are capricious and frustrating for non-native speakers (Time). Возможный перевод: ...невероятно трудны для иностранцев (приводят иностранцев в отчаянье);
•• 2....the venom with which he was attacked may be attributed to their frustrated rage (J.H. Plumb). – ...возможно, был следствием их бессильной ярости;
•• 3. Post-war Britain was a frustration to the advertising man (E.S. Turner). – В послевоенной Великобритании мастеров рекламы подстерегали сплошные разочарования;
•• 4. Last August, Walter’s predecessor, Alex Mandl, resigned after a six-month tenure, similarly frustrated in his quest to become CEO (Time). – ...ушел в отставку, проработав на своем посту шесть месяцев, и тоже не сумев занять место первого руководителя;
•• 5. Lippmann correctly foretold the frustrations of an essentially reactionary foreign policy based on containment (Henry Kissinger). Nixon inherited a society rent by frustration.
•• Here’s my theory: Frustration in the Western sense of irritation over relatively petty and minor annoyances doesn’t exist here [in Russia].
•• As the United Nations mourned its dead, including its respected chief Iraq representative, Sergio Vieira de Mello, Annan voiced frustration with the lack of security and the failure of the U.S.-led occupation powers to anticipate the dangers and hardships of Iraq after Saddam Hussein’s government fell. (Washington Post)
•• Finally, it would bring to an end the ability of governments throughout the region to divert their peoples’ frustration about their own governing failures toward hatred of the United States for its unwillingness to move Israel.
•• Mr. Wolfowitz, meanwhile, expressed frustration with reports on Iraq from Arab news media that he said had inflamed opinion against the American presence.
New York Times:
•• An article yesterday on the frustrations of Hans Blix, the retiring chief weapons inspector for the United Nations, misstated his age.
•• Mr Blair said that the parties to the Northern Ireland political process were “ frustratingly close” to an agreement but had yet to finalise a deal. (BBC)
•• Where there are gaps in the criminal justice chain, the work of the police could be incomplete and frustrating.
New York Times:
•• While some Iranians still believe in their theocracy, the majority want a sweeping transformation. They do not want to be told what to think, what to wear, what to read, what to watch and how to behave, and they are frustrated by the glacial pace of change.
•• Our exhausted and frustrated soldiers are in a hideously difficult environment they’re not familiar with, dealing with a culture America only dimly understands.
Washington Post:
•• Part of it stemmed from his frustration with the culture of the White House
Sex and the City:
•• Last season found the fantastic foursome mired in the realities of motherhood, career frustration and heartbreak.
Capturing the Friedmans:
•• One former student describing Arnold’s basement sessions as nothing more than a boring computer class is followed by the lead investigator characterizing them as a “free-for-all.” At first this lack of resolution is frustrating, like Jaracki owes it to us to solve this case in a way that investigators and journalists couldn’t.
Так, в начале истории с ЮКОСом в журнале Time появилась следующая характеристика поведения российского президента: Mr. Putin has remained frustratingly silent.

•• 1. With his plan to lower the cost of health care for most Americans, “Gephardt has hit on a real Achilles’ heel, and he will get traction on it if he becomes the nominee,” said Rep. Ray LaHood. (R-Ill.) 2. One of the biggest temptations for lawmakers will be to lend the money rather than spend it outright. This approach has particular traction in the Senate, where a number of Republicans are endorsing it. 3. The message from Annan’s demoralized staff to the Bush administration was summed up by a senior U.N. official speaking to the Financial Times: “We wish you well, we hope you succeed, but we want to maintain our own integrity in case you don’t.” In other words, abandon ship. Not surprisingly, the resolution did not gain traction in this atmosphere. 4. “ People like Mikulski in Maryland,” said Matthew Crenson, a political science professor at Johns Hopkins University. “It’s illustrative of how difficult it is for Republicans to gain traction in this state that they had to cast about for a candidate for so long.”
•• The euro’s rise to a record high this week, driven by a skidding dollar, comes at a sensitive time for a European economic recovery that finally seems to be gaining a bit of traction. (International Herald Tribune)
•• The minority in this country which is opposed to the U.N. is far more intense than the majority that seems to favor the U.N., so that the minority view has far more traction. (Atlantic)
•• The Bush administration’s grand plan to reform the Middle East may be gaining traction even though most governments in the region remain deeply suspicious of the U.S. president and his proactive agenda. (Newsweek)
Англо-французский словарь дает to be in traction – être en extension.
•• Помимо to gain traction нередко встречается to gain purchase:
•• We are fast approaching the fifty year anniversary of Harry S. Truman’s inaugural presidential address in which the idea of ‘underdeveloped areas’ first gained purchase in the universe of public discourse.
•• Then the format shrank even more as cassette tapes gained purchase over eight-tracks, finally eclipsing them in the era just prior to compact discs.
To gain purchase over - возможно и вытеснить.
•• Интересно все-таки, что при наличии, казалось бы, полностью синонимичных to gain ground и to gain momentum языку понадобилось и to gain traction. Один канадский профессор охарактеризовал как some of the worst examples of writing and thinking I have seen in my entire career следующую фразу: It took the first album about half a year to gain traction among the American youth. Как сказала одна моя коллега в ООН, traction is not a word I would use.
•• The government’s policies are gaining traction. South Africa’s corporations are investing and many white South Africans are returning home. (Newsweek)
•• While America’s ambitions in the “greater Middle East” <...> will probably still make its debut at three international summits next month, it’s unlikely to generate much traction any time soon.
•• Напоследок: это слово, пожалуй, неплохо подойдет при переводе известного процесс пошел – the process has gained/is gaining traction.

77 soft dollaring
See:Another reason managers are interested in controlling client commissions deserves special attention. "Soft dollaring" has got to be one of the most misunderstood and controversial practices in the money management business. The very term "soft dollars" suggests something shady and conjures up images of money exchanging hands in dark alleyways. Among laymen, soft dollars may be confused with "soft money" political contributions. There is a thin connection between "soft dollars" and "soft money." Since brokerage firms are not subject to the same rules pertaining to political contributions as municipal underwriting firms, large "soft money" contributions from owners of brokerage firms do find their way into politicians' coffers more easily than contributions from underwriters. However, it is important to not confuse the two terms.So what is "soft dollaring?" Soft dollaring is the practice whereby money managers use client brokerage commissions to purchase investment research. When a manager pays for products or services with his own money, directly from the research provider, this is referred to as "hard dollars." Payment with client commissions, financed through a brokerage firm, is referred to as "soft dollars." Through soft dollar arrangements money managers are permitted to shift an expense related to the management of assets they would otherwise have to bear, onto their clients. The amount of this research expense the money management industry transfers onto its clients is in the billions annually. As a result, any analysis of the economics of the money management industry should include the effects of soft dollaring; however, we are unaware of any that has. In the institutional marketplace, strange as it may seem, it is possible for a money manager to profit more from soft dollars than from the negotiated asset management fee he receives.The general rule under the federal and state securities laws is that a fiduciary, the money manager, cannot use client assets for his own benefit or the benefit of other clients. To simplify matters greatly, soft dollaring is a legally prescribed exception to this rule. Congress, the SEC and other regulators have agreed that as long as the research purchased assists the manager in making investment decisions, the clients benefit and its legally acceptable. A tremendous amount of strained analysis has gone into the precise policies and procedures that managers must follow in purchasing research with client commission dollars. Over the years a distinction has been made between "proprietary" research or in-house research distributed to brokerage customers without a price tag attached and "independent third-party" research or research written by a third party and sold to managers at a stated price. Third party research has been most frequently criticized because its cost is separately stated and the benefit to managers most obvious. In this latter case, a breach of fiduciary duty seems most glaring. However, it is well known that proprietary research, offered for "free, " is produced to stimulate sales of dealer inventory. So presumably this research lacks credibility and is less beneficial to clients. There have been distinctions drawn between products and services, such as computers, which are "mixed-use, " i.e., which may serve dual purposes, providing both research and administrative uses. An adviser must make a reasonable allocation of the cost of the product according to its uses, the SEC has said. Some portion must be paid for with "hard" dollars and the other with "soft." There are several articles in our Library of Articles that describe soft dollar practices, rule changes and our proposal to Chairman Levitt to reform the soft dollar business.The issue that soft dollaring raises is: when is it acceptable for a manager to benefit from his client's commissions? For purposes of this article we would like to introduce a new and more useful perspective for pensions in their analysis of soft dollars or any other brokerage issue. That is, all brokerage commissions controlled by managers, benefit managers in some way. Brokerage decision-making by managers rarely, if ever, is simply based upon what firm can execute the trade at the best price. Brokerage is a commodity. Almost all brokerage firms offer reasonably competent, "best execution" services. If they didn't, they'd get sued and soon be out of business. Most savvy brokerage marketers don't even try to differentiate their firms with long-winded explanations about best-execution capabilities. Best execution is a given and impossible to prove. If you want to understand how your money manager allocates brokerage, study his business as a whole, including his marketing and affiliates-not just the investment process.The new English-Russian dictionary of financial markets > soft dollaring
