If, in the first round, one candidate obtains an overall majority, representing at least 25% of potential voters, he or she is elected, and there is no second round. Otherwise, all candidates who have obtained a score representing at least 12.5% of voters on the electoral list (not of the votes actually cast) can go through to the second round.
