108 Anglo-Portuguese Alliance
The world's oldest diplomatic connection and alliance, an enduring arrangement between two very different nations and peoples, with important practical consequences in the domestic and foreign affairs of both Great Britain (England before 1707) and Portugal. The history of this remarkable alliance, which has had commercial and trade, political, foreign policy, cultural, and imperial aspects, can be outlined in part with a list of the main alliance treaties after the first treaty of commerce and friendship signed between the monarchs of England and Portugal in 1373. This was followed in 1386 by the Treaty of Windsor; then in 1654, 1661, 1703, the Methuen Treaty; and in 1810 and 1899 another treaty also signed at Windsor.Common interests in the defense of the nation and its overseas empire (in the case of Portugal, after 1415; in the case of England, after 1650) were partly based on characteristics and common enemies both countries shared. Even in the late Middle Ages, England and Portugal faced common enemies: large continental countries that threatened the interests and sovereignty of both, especially France and Spain. In this sense, the Anglo-Portuguese Alliance has always been a defensive alliance in which each ally would assist the other when necessary against its enemies. In the case of Portugal, that enemy invariably was Spain (or component states thereof, such as Castile and Leon) and sometimes France (i.e., when Napoleon's armies invaded and conquered Portugal as of late 1807). In the case of England, that foe was often France and sometimes Spain as well.Beginning in the late 14th century, England and Portugal forged this unusual relationship, formalized with several treaties that came into direct use during a series of dynastic, imperial, naval, and commercial conflicts between 1373 and 1961, the historic period when the Anglo-Portuguese Alliance had its most practical political significance. The relative world power and importance of each ally has varied over the centuries. During the period 1373-1580, the allies were similar in respective ranking in European affairs, and during the period 1480-1550, if anything, Portugal was a greater world power with a more important navy than England. During 1580-1810, Portugal fell to the status of a third-rank European power and, during 1810-1914, England was perhaps the premier world power. During 1914-61, England's world position slipped while Portugal made a slow recovery but remained a third- or fourth-rank power.The commercial elements of the alliance have always involved an exchange of goods between two seafaring, maritime peoples with different religions and political systems but complementary economies. The 1703 Methuen Treaty establ ished a trade link that endured for centuries and bore greater advantages for England than for Portugal, although Portugal derived benefits: English woolens for Portuguese wines, especially port, other agricultural produce, and fish. Since the signing of the Methuen Treaty, there has been a vigorous debate both in politics and in historical scholarship as to how much each nation benefited economically from the arrangement in which Portugal eventually became dependent upon England and the extent to which Portugal became a kind of economic colony of Britain during the period from 1703 to 1910.There is a vast literature on the Alliance, much of it in Portuguese and by Portuguese writers, which is one expression of the development of modern Portuguese nationalism. During the most active phase of the alliance, from 1650 to 1945, there is no doubt but that the core of the mutual interests of the allies amounted to the proposition that Portugal's independence as a nation in Iberia and the integrity of its overseas empire, the third largest among the colonial powers as of 1914, were defended by England, who in turn benefited from the use by the Royal Navy of Portugal's home and colonial ports in times of war and peace. A curious impact on Portuguese and popular usage had also come about and endured through the impact of dealings with the English allies. The idiom in Portuguese, "é para inglês ver," means literally "it is for the Englishman to see," but figuratively it really means, "it is merely for show."The practical defense side of the alliance was effectively dead by the end of World War II, but perhaps the most definitive indication of the end of the political significance of an alliance that still continues in other spheres occurred in December 1961, when the army of the Indian Union invaded Portugal's colonial enclaves in western India, Goa, Damão, and Diu. While both nations were now North Atlantic Treaty Organization allies, their interests clashed when it came to imperial and Commonwealth conflicts and policies. Portugal asked Britain for military assistance in the use of British bases against the army of Britain's largest former colony, India. But Portugal was, in effect, refused assistance by her oldest ally. [br]b. 14 November 1863 Saint-Martens-Latern, Belgiumd. 23 February 1944 Beacon, New York, USA[br]Belgian/American inventor of the Velox photographic process and the synthetic plastic Bakélite.[br]The son of an illiterate shoemaker, Baekeland was first apprenticed in that trade, but was encouraged by his mother to study, with spectacular results. He won a scholarship to Gand University and graduated in chemistry. Before he was 21 he had achieved his doctorate, and soon afterwards he obtained professorships at Bruges and then at Gand. Baekeland seemed set for a distinguished academic career, but he turned towards the industrial applications of chemistry, especially in photography.Baekeland travelled to New York to further this interest, but his first inventions met with little success so he decided to concentrate on one that seemed to have distinct commercial possibilities. This was a photographic paper that could be developed in artificial light; he called this "gas light" paper Velox, using the less sensitive silver chloride as a light-sensitive agent. It proved to have good properties and was easy to use, at a time of photography's rising popularity. By 1896 the process began to be profitable, and three years later Baekeland disposed of his plant to Eastman Kodak for a handsome sum, said to be $3–4 million. That enabled him to retire from business and set up a laboratory at Yonkers to pursue his own research, including on synthetic resins. Several chemists had earlier obtained resinous products from the reaction between phenol and formaldehyde but had ignored them. By 1907 Baekeland had achieved sufficient control over the reaction to obtain a good thermosetting resin which he called "Bakélite". It showed good electrical insulation and resistance to chemicals, and was unchanged by heat. It could be moulded while plastic and would then set hard on heating, with its only drawback being its brittleness. Bakelite was an immediate success in the electrical industry and Baekeland set up the General Bakelite Company in 1910 to manufacture and market the product. October 1825 Glasgow, Scotlandd. 6 May 1907 Renfrew, Scotland[br]Scottish engineer and specialist shipbuilder, dredge-plant authority and supplier.[br]Brown commenced his apprenticeship on the River Clyde in the late 1830s, working for some of the most famous marine engineering companies and ultimately with the Caledonian Railway Company. In 1850 he joined the shipyard of A. \& J.Inglis Ltd of Partick as Engineering Manager; during his ten years there he pioneered the fitting of link-motion valve gear to marine engines. Other interesting engines were built, all ahead of their time, including a three-cylinder direct-acting steam engine.His real life's work commenced in 1860 when he entered into partnership with the Renfrew shipbuilder William Simons. Within one year he had designed the fast Clyde steamer Rothesay Castle, a ship less than 200 ft (61 m) long, yet which steamed at c.20 knots and subsequently became a notable American Civil War blockade runner. At this time the company also built the world's first sailing ship with wire-rope rigging. Within a few years of joining the shipyard on the Cart (a tributary of the Clyde), he had designed the first self-propelled hopper barges built in the United Kingdom. He then went on to design, patent and supervise the building of hopper dredges, bucket ladder dredges and sand dredges, which by the end of the century had capacity of 10,000 tons per hour. In 1895 they built an enclosed hopper-type ship which was the prototype of all subsequent sewage-dumping vessels. Typical of his inventions was the double-ended screw-elevating deck ferry, a ship of particular value in areas where there is high tidal range. Examples of this design are still to be found in many seaports of the world. Brown ultimately became Chairman of Simons shipyard, and in his later years took an active part in civic affairs, serving for fifteen years as Provost of Renfrew. SUBJECT AREA: Textiles[br]b. 15 November 1780 Stonnington Point, Connecticut, USAd. 2 May 1871 Manchester, England[br]American inventor of a popular type of roving frame for cotton manufacture.[br]As a youth, Dyer constructed an unsinkable life-boat but did not immediately pursue his mechanical bent, for at 16 he entered the counting-house of a French refugee named Nancrède and succeeded to part of the business. He first went to England in 1801 and finally settled in 1811 when he married Ellen Jones (d. 1842) of Gower Street, London. Dyer was already linked with American inventors and brought to England Perkins's plan for steel engraving in 1809, shearing and nail-making machines in 1811, and also received plans and specifications for Fulton's steamboats. He seems to have acted as a sort of British patent agent for American inventors, and in 1811 took out a patent for carding engines and a card clothing machine. In 1813 there was a patent for spinning long-fibred substances such as hemp, flax or grasses, and in 1825 there was a further patent for card making machinery. Joshua Field, on his tour through Britain in 1821, saw a wire drawing machine and a leather splitting machine at Dyer's works as well as the card-making machines. At first Dyer lived in Camden Town, London, but he had a card clothing business in Birmingham. He moved to Manchester c.1816, where he developed an extensive engineering works under the name "Joseph C.Dyer, patent card manufacturers, 8 Stanley Street, Dale Street". In 1832 he founded another works at Gamaches, Somme, France, but this enterprise was closed in 1848 with heavy losses through the mismanagement of an agent. In 1825 Dyer improved on Danforth's roving frame and started to manufacture it. While it was still a comparatively crude machine when com-pared with later versions, it had the merit of turning out a large quantity of work and was very popular, realizing a large sum of money. He patented the machine that year and must have continued his interest in these machines as further patents followed in 1830 and 1835. In 1821 Dyer had been involved in the foundation of the Manchester Guardian (now The Guardian) and he was linked with the construction of the Liverpool \& Manchester Railway. He was not so successful with the ill-fated Bank of Manchester, of which he was a director and in which he lost £98,000. Dyer played an active role in the community and presented many papers to the Manchester Literary and Philosophical Society. He helped to establish the Royal Institution in London and the Mechanics Institution in Manchester. In 1830 he was a member of the delegation to Paris to take contributions from the town of Manchester for the relief of those wounded in the July revolution and to congratulate Louis-Philippe on his accession. He called for the reform of Parliament and helped to form the Anti-Corn Law League. [br]b. 8 June 1772 Glasgow, Scotlandd. 12 July 1850 Edinburgh, Scotland[br]Scottish lighthouse designer and builder.[br]After his father's death when he was only 2 years old, Robert Stevenson was educated at a school for children from families in reduced circumstances. However, c. 1788 his mother married again, to Thomas Smith, Engineer to the Northern Lighthouse Board. Stevenson then served an apprenticeship under his new stepfather. The Board, which is still an active force in the 1990s, was founded in 1786 to oversee the lights and buoyage in some of the wildest waters in Western Europe, the seas around the coasts of Scotland and the Isle of Man.After studies at Andersen's College (now the University of Strathclyde) and later at Edinburgh University, Stevenson assumed responsibility in the field for much of the construction work sanctioned by the Board. After some years he succeeded Smith as Engineer to the Board and thereby the long connection between the Northern Lights and the Stevenson family commenced.Stevenson became Engineer to the Board when he was about 30 years old, remaining in that office for the best part of half a century. During these years he improved catoptric lighting, adopted the central lamp refracting system and invented the intermittent flashing light. While these developments were sufficient to form a just memorial to the man, he was involved in greater endeavours in the construction of around twenty lighthouses, most of which had ingenious forms of construction. The finest piece was the Bell Rock Lighthouse, built on a reef off the Scottish East Coast. This enterprise took five years to complete and can be regarded as the most important construction of his life.His interests fitted in with those of the other great men living in and around Edinburgh at the time, and included oceanography, astronomy, architecture and antiquarian studies. He designed several notable bridges, proposed a design for the rails for railways and also made a notable study of marine timber borers. He graduated at the head of his class, had some sea time, and then went to the Royal Naval College in Greenwich, England, where in 1888 he again came top of the class with the highest-ever marks of any student, British or overseas.On his return to the United States he held various posts as a constructor, ending this period at the Mare Island Navy Yard in California. In 1894 he was transferred to Washington, where he joined the Bureau of Construction and started to interest the Navy in ship model testing. Under his direction, the first ship model tank in the United States was built at Washington and for fourteen years operated under his control. The work of this establishment gave him the necessary information to write the highly acclaimed text The Speed and Power of Ships, which with revisions is still in use. By the outbreak of the First World War he was one of the world's most respected naval architects, and had been retained as a consultant by the British Government in the celebrated case of the collision between the White Star Liner Olympic and HMS Hawke.In December 1914 Taylor became a Rear-Admiral and was appointed Chief Constructor of the US Navy. His term of office was extremely stressful, with over 1,000 ships constructed for the war effort and with the work of the fledgling Bureau for Aeronautics also under his control. The problems were not over in 1918 as the Washington Treaty required drastic pruning of the Navy and a careful reshaping of the defence force.Admiral Taylor retired from active service at the beginning of 1923 but retained several consultancies in aeronautics, shipping and naval architecture. For many years he served as consultant to the ship-design company now known as Gibbs and Cox. Many honours came his way, but the most singular must be the perpetuation of his name in the David Taylor Medal, the highest award of the Society of Naval Architects and Marine Engineers in the United States. SUBJECT AREA: Ports and shipping[br]b. 1851 Glasgow, Scotlandd. 12 November 1904 Glasgow, Scotland[br]Scottish designer of some of the world's largest sailing and powered yachts, principal technical adviser to the Royal National Lifeboat Institution.[br]Almost all of Watson's life was spent in or around the City of Glasgow; his formal education was at the city's High School and at the age of 16 he entered the yard and drawing offices of Robert Napier's Govan Shipyard. Three years later he crossed the River Clyde and started work in the design office of the Pointhouse Shipyard of A. \& J.Inglis, and there received the necessary grounding of a naval architect. Dr John Inglis, the Principal of the firm, encouraged Watson, ensured that he was involved in advanced design work and allowed him to build a yacht in a corner of the shipyard in his spare time.At the early age of 22 Watson set up as a naval architect with his own company, which is still in existence 120 years later. In 1875, assisted by two carpenters, Watson built the 5-ton yacht Vril to his own design. This vessel was the first with an integral heavy lead keel and its success ensured that design contracts flowed to him for new yachts for the Clyde and elsewhere. His enthusiasm and increasing skill were recognized and soon he was working on the ultimate: the America's Cup challengers Thistle, Valkyrie II, Valkyrie III and Shamrock II. The greatest accolade was the contract for the design of the J Class yacht Britannia, built by D. \& W.Henderson of Glasgow in 1893 for the Prince of Wales.The company of G.L.Watson became the world's leading designer of steam yachts, and it was usual for it to offer a full design service as well as supervise construction in any part of the world. Watson took a deep interest in the work of the Royal National Lifeboat Institution and was its technical consultant for many years. One of his designs, the Watson Lifeboat, was a stalwart in its fleet for many years.
