bookable technical facilities
These facilities must be installed and operated by the OBO for rights holders who do not have permanent facilities or who are unable to cope at peak periods. They must be available for fixed periods, and their use charged according to the broadcast rate card. Booking rules must be open to all rights holders, but no rights holder may monopolize the facilities. In the event of disputes, rights holders shall assist the OBO in allocating the facilities.
