Принят 16 мая 1918. Устанавливал наказание (до 20 лет тюремного заключения) для лиц, препятствующих операциям вооруженных сил, мобилизации и военному производству. Давал право министру почт [ Postmaster General] запрещать доставку подписчикам любых изданий, выступающих против войны. Предусматривал наказание для чиновников за нелояльные выступления.
