Рынок труда
Рынок, на котором происходит обмен труда на заработную плату. Предложение на рынке формируется отдельными работниками или, в более широком смысле, профсоюзами, которые ведут переговоры с работодателями на коллективной основе. Спрос формируется производителями, которым необходима рабочая сила в качестве фактора производства (см. Marginal revenue product). Рынок труда имеет некоторые особенности. По сравнению с рынками других ресурсов производительность труда рабочих может существенно меняться в зависимости от эффективности организации работы работодателями и степени заинтересованности самих рабочих в результатах своего труда. Кроме того, работа часто выполняется коллективно, и рабочие сами устанавливают производственные нормы. Уровень заработной платы на рынках труда определяется спросом и предложением. Предложение рабочей силы зависит от таких факторов, как общая численность населения, количество выпускников школ и институтов, пенсионный возраст, географическая мобильность, квалификация и профессиональная подготовка кадров (см. Human capital). Оно также обусловлено такими ограничениями, как отсутствие у работника соответствующего образования или членства в профсоюзе. Существует зависимость предложения рабочей силы от межпрофессиональной мобильности (возможности переподготовки), условий труда, готовности работать сверхурочно и т.д. Профсоюзы также влияют на предложение труда, выступая на рынке в качестве монопольных продавцов рабочей силы, ограничивая тем самым ее предложение в целях увеличения ставок заработной платы. Спрос на труд зависит от величины спроса на производимую этим трудом продукцию и услуги, доли заработной платы в общих производственных издержках, степени взаимозаменяемости труда и капитала в процессе производства. Влияние на спрос оказывают также объединения работодателей, т.е. монопольные покупатели на рынке труда, ограничивающие спрос на труд в целях сокращения ставок заработной платы. С учетом перечисленных факторов рынок труда нельзя рассматривать как единый однородный рынок: это совокупность отдельных рынков со своими особыми чертами. Рассмотрим график. На графике представлен рынок труда хирургов и уборщиц. Хирурги обладают высокой профессиональной квалификацией. Предложение их труда ограничено, а спрос на рынке хирургов велик, поэтому эта категория работников имеет высокий уровень заработной платы. Наоборот, неквалифицированный труд уборщиц пользуется значительно меньшим спросом по сравнению с его предложением. Уровень их заработной платы низкий. Разница в оплате труда этих двух категорий работников составляет WSWO. Рынок труда чаще всего является рынком несовершенной конкуренции, т.к. работникам невыгодно тратиться на сбор информации о других возможностях трудоустройства, а компаниям - искать новых работников. Кроме этого, отдельные работники внутри данной категории обладают разной квалификацией и способностями, что компания вынуждена оценивать при приеме на работу каждого из них. Необходимость выплачивать выходные пособия и стремление сохранить квалифицированные кадры также способствуют тому, что компании удерживают дополнительные трудовые ресурсы даже в периоды краткосрочного экономического спада, когда предложение рабочей силы превышает спрос. Все это порождает тенденцию к негибкости заработной платы. Подобная негибкость наблюдается при активизации деятельности крупных профсоюзов, которые способны удерживать ставки заработной платы на определенном уровне в масштабах всей страны. См. Минимальный экономически эффективный масштаб производства
Размер предприятия, при котором достигаются наименьшие средние долгосрочные издержки роизводства. На графике - это точка на кривой средних издержек фирмы в долгосрочном периоде. Кривая средних долгосрочных издержек обычно изображается в виде буквы U. Вначале, благодаря экономии на масштабах, кривая издержек идет вниз по мере роста объемов производства, однако затем возникает отрицательный эффект масштаба, и кривая издержек начинает быстро подниматься вверх. Однако данные статистического анализа издержек говорят о том, что в большинстве отраслей кривая имеет L-образную форму (кривая средних долгосрочных издержек представляет собой горизонтальную линию). Это означает, что отдача от роста масштабов производства постоянна, и в отрасли могут эффективно работать фирмы разных размеров. В отраслях, где минимальный экономически эффективный размер фирмы является значительным относительно общего размера рынка, можно ожидать высокой степени концентрации продавцов, т.к. на таком рынке сможет выжить только несколько крупных фирм. Минимальный уровень оплаты труда, установленный в законодательном порядке государством или согласованный профсоюзами с владельцами предприятий. Рассмотрим график. Предположим, что ставки заработной платы устанавливаются значительно выше равновесного уровня We. В результате этого спрос на рабочую силу снизится с Qe до Qm. Таким образом, благосостояние тех, кто сохраняет работу (Oqm), повысится, а уровень жизни тех, кто оказался безработным в результате повышения ставок зарплаты (QmQe), снизится. График, отображающий зависимость между величиной спроса на деньги Qd (предпочтение ликвидности) и процентной ставкой i при данном уровне национального дохода y: График спроса на деньги включает три компонента: спрос на деньги для сделок( деньги на финансирование текущих затрат), спрос на деньги для непредвиденных целей( деньги на всякий случай) и спрос на деньги для спекулятивных целей (деньги на покупку облигаций в ожидании снижения цен на них). Если снижается процентная ставка, то увеличивается спрос на деньги для спекулятивных целей. Существует обратно пропорциональная зависимость между уровнем процентной ставки и ценой облигаций: чем ниже ставка, тем выше цена. Чем выше цена облигаций, тем меньше вероятность того, что она и дальше будет расти; скорее всего она снизится. Таким образом, как видно на графике (а), чем ниже процентная ставка, тем выше стимул сохранять деньги для спекулятивных целей. Рост национального дохода увеличивает спрос на деньги для сделок и может также способствовать увеличению спроса на деньги для непредвиденных целей. Главной задачей MRP является то, чтобы каждый элемент производства, каждая комплектующая деталь были в нужное время в нужном количестве. Это обеспечивается формированием такой последовательности производственных операций, которая позволяет соотносить своевременное изготовление продукции с заложенным планом выпуска. В упрощённом виде исходную информацию для MRP-системы представляют MPS, ведомость материалов, состав изделия, состояние запасов. На основании входных данных MRP-система выполняет следующие основные операции:
по данным MPS определяется количество конечных изделий для каждого периода времени планирования;
к составу конечных изделий добавляются запасные части, не включённые в MPS;
для MPS и запасных частей определяется общая потребность в материальных ресурсах в соответствии с ведомостью материалов и составом изделия с распределением по периодам времени планирования;
общая потребность материалов корректируется с учётом состояния запасов для каждого периода времени планирования;
осуществляется формирование заказов на пополнение запасов с учётом необходимого времени опережения.
Результатом работы MRP-системы является план-график снабжения материальными ресурсами производства (потребность каждой учётной единицы материалов и комплектующих для каждого периода времени). Для реализации план-графика снабжения система создаёт график заказов в привязке к периодам времени. Он используется для размещения заказов поставщикам материалов и комплектующих или для планирования самостоятельного изготовления с возможностью внесения корректировок в процессе производства. Системы класса MRP по соотношению цена/качество подходят для небольших предприятий, где функции управления ограничиваются учётом (бухгалтерским, складским, оперативным), управлением запасами на складах и управлением кадрами.
