Международный валютный фонд (МВФ)
Межправительственная организация, учрежденная в 1947 г. на основе решений Бреттонвудской конференции 1944 г. для наблюдения за функционированием мировой валютно-кредитной системы (см. Adjustable-peg exchange rate system). Целями деятельности МВФ являются содействие развитию международной торговли, обеспечение стабильности валютных курсов, а также решение проблем регулирования платежных балансов. Фонд выполняет две основные задачи: 1. Регулирование валютных курсов. Вплоть до 1971 г. в мире действовала система фиксированных валютных курсов. С одобрения Фонда страны-члены могли корректировать курс своей валюты, используя инструменты политики ревальвации (см. Revaluation) или девальвации (см. Devaluation) c целью регулирования платежного баланса. В начале семидесятых годов обострился валютный кризис и начался экономический спад. В результате многие страны выбрали режим свободного плавания своих валют, и Фонд потерял фактический контроль за движением валютных курсов, хотя страны-члены все еще были обязаны соблюдать установленные Фондом «правила добропорядочности» и не применять меры валютного регулирования и тактику «разорения соседа» (см. Begger-my-neighbour policy). 2. Накопление международной ликвидности. Ресурсы Фонда складываются из запасов валютных средств и международных резервных активов (за исключением золота), т.е. капитала, формируемого за счет взносов стран-членов в соответствии с установленной квотой, выраженной в специальных правах заимствования (см. SDR). Каждая страна оплачивает 75% своей квоты в национальной валюте и 25% - резервными активами. МВФ предоставляет кредиты для финансирования дефицита платежного баланса и поддержки структурной перестройки экономической политики стран-членов. Если страна нуждается в иностранной валюте, она может заимствовать средства в Фонде на сумму до 125% своей квоты. Первые 25% суммы - резервную долю (reserve tranche), можно получить по первому требованию; оставшиеся 100% разделяют на четыре кредитные доли (транши) по 25% каждая. Страны-члены обязаны погасить кредит в течение 3-5 лет. В 1970 г. была введена новая международная расчетная единица - специальные права заимствования (см. Special Drawing Right) в целях расширения средств международной ликвидности и обеспечения дополнительных возможностей кредитования бедных стран.
