ГКО
Ценные бумаги, выпускаемые правительством для неинфляционного пополнения государственного бюджета, испытывающего дефицит. В отличие от, казалось бы, аналогичных государственных обязательств, выпускаемых во многих странах и считающихся там самыми надежными ценными бумагами, в России они были, во-первых, не долгосрочными, а именно краткосрочными и, во-вторых, с помощью ГКО правительство заманивало капиталы самыми высокими процентами; в создавшейся ситуации по иному оно действовать не могло. Эмиссия ГКО началась в мае 1993 года, они сыграли весьма значительную, хотя и неоднозначную роль в развитии России 1990-х годов. Получилась своего рода финансовая пирамида. Государственная дума из года в год принимала дефицитные бюджеты, заставляя правительство все глубже влезать в долги. Дело дошло до того, что на обслуживание долга стало не хватать собираемых налогов. И пирамида рухнула в 1998 году, что существенно усугубило последствия памятного кризиса этого года. Государственные расходы (government expenditures; government spending) - предусмотренные бюджетами всех уровней расходы на выполнение государством его функций, жизнедеятельности. Могут быть непроцентными (типа расходов на оборону, здравоохранение и т.п.) и процентными — на обслуживание и погашение внутреннего и внешнего государственного долга. Для их группировки используются три классификации: функциональная, отражающая выполняемые государством функции — расходы на управление; на международное сотрудничество; на оборону, правоохранительную деятельность и обеспечение безопасности государства; на социальные цели и научные исследования; на развитие реального сектора экономики; на пополнение государственных резервов и запасов, обслуживание государственного долга и др. ; экономическая, в соответствии с которой бюджетные расходы подразделяются на текущие, капитальные, создание запасов и резервов, приобретение земли и нематериальных активов. В отдельные группы выделяют капитальные трансферты и предоставляемые заемщикам кредиты бюджетные (внутри страны) и государственные (иностранным заемщикам). Приобретая товары и услуги, государство меняет пропорции между частным и общественным потреблением в пользу последнего; ведомственная, которая имеет ограниченное распространение – многие страны ее вообще не применяют. Распределение полномочий по реализации государственных расходов между разными уровнями государственной власти (соответственно, между звеньями бюджетной системы) регулируется Бюджетным кодексом РФ, однако до сих пор в некоторых отношениях не является четко определенным и эффективным. В России расходы консолидированного бюджета составляют ежегодно, по разным источникам, от 35 до 50 % валового внутреннего продукта. Это колоссальные денежные потоки. В условиях, когда государственные чиновники, в результате так называемого «возвращения государства в экономику» [1], обладают существенно возросшими возможностями «открывать и закрывать краны», «давать и не давать», «разрешать и не разрешать», возникают благоприятные возможности для массовой коррупции. Что и является сегодня одной из важнейших проблем, стоящих перед страной и обществом. В макроэкономических моделях госрасходы обычно принимаются состоящими из оплаты услуг (например, образование и здравоохранение) и товаров (например, оружие). Сюда не входят трансфертные платежи (такие как пенсии) и субсидии, поскольку они не представляют собой платежа за вновь созданный продукт, а просто являются перераспределением доходов, собранных путем налогообложения. Госрасходы (в переводной литературе – правительственные расходы) - стандартно обозначаются в макроэкономических моделях буквой G (от government). [1] См. Лопатников Л.И. От плана к рынку.
