Шкала времени, поддерживаемая BIPM и Международной службой наблюдения за вращением Земли (IERS), которая является основой для координированной передачи стандартных частот и сигналов времени. По скорости UTC точно соответствует TAI, но отличается от него на целое число секунд. Шкала UTC регулируется путем введения или исключения секунд (положительные или отрицательные дополнительные секунды), чтобы обеспечить приблизительное согласование с UT1. (Регламент радиосвязи, Ст. 1, п. 1.14, МСЭ-R V.573- 4).

3.1.3 универсальное скоординированное время (Coordinated Universal Time; CUT): Формат времени, рассчитываемый в стандартных SI секундах с периодическими корректировками, осуществляемыми добавлением (или удалением) скачка секунд для сохранения различия между UTC и астрономическим временем в пределах ±0,9 с.
Примечание - Международное атомное время (TAI) и UTC были определены как имеющие начальное смещение в 10 с 1 января 1972 г. (до этой даты TAI обладало переменным дробным смещением по отношению к UTC, поскольку эти два времени не использовали одно и то же определение секунд), 25 февраля 2003 г. было уже 22 скачка секунд, все положительные, таким образом TAI = UTC + 32 с.

Шкала UTC (SU) соответствует московскому времени и смещена на 3 часа относительно всемирного координированного времени, т.е. UTC(SU)=UTC + 3 часа. Данная шкала времени не является периодическая секундная коррекция. Значение секундного расхождения может быть снижено за счет коррекции шкалы UTC(SU). Последняя коррекция на 9 мкс была произведена 26.11.96 года, при этом расхождение между UTC(SU) и UT.C уменьшилось до 1мкс.
