1 corridors of power
It is difficult to believe that those who stalk the corridors of power have any real appreciation of the problems of ordinary people.

His tone was different from that of his friends. I could not place his accent. But it was nothing like that of Eton and the Brigade; any of the others would have known, and Mrs. Henneker might have said, that he did not come "out of the top drawer". (C. P. Snow, ‘Corridors of Power’, ch.

There remains then only to be considered the method in which the narrator is not an essential part of the story, but merely a witness... and since there is no need for the reader to know anything about him, the fact that he is a man of straw is of no moment. (W. S. Maugham, ‘Six Stories Written in the First Person Singular’, ‘Preface’) — Остается только сказать несколько слов о том литературном приеме, когда рассказчик является не героем повествования, а всего только свидетелем.
