49 Political parties
Portugal's political party system began only in the 19th century, and the first published, distinct political party program appeared about 1843. Under the constitutional monarchy (1834-1910), a number of political groupings or factions took the name of a political figure or soldier or, more commonly until the second half of the century, the name of the particular constitution they supported. For example, some were called "Septembrists," after the group that supported the 1836 (September) Revolution and the 1822 Constitution. Others described themselves as "Chartists" after King Pedro IV's 1826 Charter ( Carta). From the Regeneration to the fall of the monarchy in 1910, the leading political parties were the Regenerators and the Progressists (or Historicals). During the first parliamentary republic (1910-26), the leading political parties were the Portuguese Republican Party or "The Democrats," the Evolutionists, the Unionists, various monarchist factions, the Liberals, and the Nationalists. Small leftist parties were also established or reestablished after the collapse of President Sidónio Pais's New Republic (1917-18), the Socialist Party (PS) and the Portuguese Communist Party (PCP).Under the Estado Novo dictatorship (1926-74), all political parties and civic associations (such as the Masons) were banned in 1935, and the only legitimate political movement allowed was the regime's creature, the União Nacional (1930-74). Various oppositionist parties and factions began to participate in the rigged elections of the Estado Novo, beginning with the municipal elections of 1942 and continuing with general elections for president of the republic or the National Assembly (legislature) in 1945, 1949, 1951, 1958, 1961, 1969, 1972, etc. Among these parties were elements of the Communist Party, remnants of the old Portuguese Republican Party elite and of the old Socialist Party (originally founded in 1875), various workers' groups, and special electoral committees allowed by the regime to campaign during brief preelectoral exercises. The Revolution of 25 April 1974 swept away the regime's institutions and ushered in a flood of new political groups. During 1974 and 1975, about 60 new political parties and factions sprung up, but the PCP remained the senior, experienced political party. During the period of fallout and adjustment to the new pluralist, multiparty system of democracy (1974-85), four main political parties became the principal ones and garnered the largest percentage of votes in the many general and municipal elections held between the first free election of 25 April 1975, and the general election of 1985. These parties were the PCP, the PS, the Social Democrat Party (PSD), and the Social Democratic Center Party (CDS) or "Christian Democrats." Until 1985-87, the socialists were ahead in votes, but the social democrats were victorious, with clear majorities in 1987 and 1991. In the general elections of 1995 and 1999, the PS returned to power in the legislature, and in the presidential elections of 1996 and 2001, the victor was the socialist leader Jorge Sampaio. The PSD replaced the socialists in power in the 2002 general election.See also Left Bloc. -

52 Soixante-huit
, or 68the milestone year in French life and politics in the second half of the 20th century, when protests by students and workers almost brought down the French government, and led to sweeping changes in French society. The events of 68 were inspired and led by the young generation of the time, wishing to break out of the rather stuffy and conventional society of the time. They coincided with, though initially took a different form to, the 'youth revolution' in Britain and the USA; but while the UK's youth revolution was essentially social and cultural, and led by pop music and op art, France's revolution was political and cultural, a protest against the weight of the Gaullist state. The events of May 68 started on the drab concrete campus of the sprawling university of Nanterre in the northern suburbs of Paris, and quickly spread to other universities, notably the Sorbonne. Student leaders, among them DanielCohn- Bendit and Alain Krivine, called for radical change and the end of the 'bourgeois state'; students erected barricades in the Latin Quarter, and were soon joined by workers, notably from the huge Renault plant at Boulogne Billancourt in the Paris suburbs. Though political, the movement sidelined all existing political parties, including the Communists, considered by the new left-wing as being an 'obsolete' political force.Faced with turmoil on the streets and a partial collapse of French society, President de Gaulle fled to Germany on 29th May, before returning and promising new elections. But by the time the elections took place, theGrenelle agreements had been negotiated with the trade unions, the heat had died down, and many French people had become seriously alarmed by the turn of events. In the June elections, the Gaullist majority was returned to power with an increased majority. The events nevertheless marked the beginning of the end for de Gaulle. In 1969 he organised a referendum on decentralisation, promising to step down if the referendum failed. To a certain extent, de Gaulle's vision of decentralisation was not that wanted by the voters; but in addition, the referendum became seen as a plebiscite on the Gaullist system, rather than on decentralisation. The referendum proposal was rejected by 52.4% of voters, and de Gaulle stepped down.It is certain that a new France, less hide-bound, more emancipated and more free, emerged in the aftermath of 68. Whether this would have happened anyway, and whether the means justified the end, are questions about which there is still considerable debate in France to this day.Dictionnaire Français-Anglais. 53 Raky, Anton
SUBJECT AREA: Mining and extraction technology[br]b. 5 January 1868 Seelenberg, Taunus, Germanyd. 22 August 1943 Berlin, Germany[br]German inventor of rapid percussion drilling, entrepreneur in the exploration business.[br]While apprenticed at the drilling company of E. Przibilla, Raky already called attention by his reflections towards developing drilling methods and improving tools. Working as a drilling engineer in Alsace, he was extraordinarily successful in applying an entire new hydraulic boring system in which the rod was directly connected to the chisel. This apparatus, driven by steam, allowed extremely rapid percussions with very low lift. With some improvements, his boring rig drilled deep holes at high speed and at least doubled the efficiency of the methods hitherto used. His machine, which was also more reliable, was secured by a patent in 1895. With borrowed capital, he founded the Internationale Bohrgesellschaft in Strasbourg in the same year, and he began a career in the international exploration business that was unequalled as well as breathtaking. Until 1907 the total depth of the drillings carried out by the company was 1,000 km.Raky's rapid drilling was unrivalled and predominant until improved rotary drilling took over. His commercial sense in exploiting the technical advantages of his invention by combining drilling with producing the devices in his own factory at Erkelenz, which later became the headquarters of the company, and in speculating on the concessions for the explored deposits made him by far superior to all of his competitors, who were provoked into contests which they generally lost. His flourishing company carried out drilling in many parts of the world; he became the initiator of the Romanian oil industry and his extraordinary activities in exploring potash and coal deposits in different parts of Germany, especially in the Ruhr district, provoked the government in 1905 into stopping granting claims to private companies. Two years later, he was forced to withdraw from his holding company because of his restless and eccentric character. He turned to Russia and, during the First World War, he was responsible for the reconstruction of the destroyed Romanian oilfields. Thereafter, partly financed by mining companies, he continued explorations in several European countries, and in Germany he was pioneering again with exploring oilfields, iron ore and lignite deposits which later grew in economic value. Similar to Glenck a generation before, he was a daring entrepreneur who took many risks and opened new avenues of exploration, and he was constantly having to cope with a weak financial position, selling concessions and shares, most of them to Preussag and Wintershall; however, this could not prevent his business from collapse in 1932. He finally gave up drilling in 1936 and died a poor man.[br]Principal Honours and DistinctionsDr-Ing. (Hon.)
