2 Administrative regions
Portugal's current administrative structure consists of 18 districts and two autonomous regions (the Azores and Madeira Islands). These are Aveiro, Azores, Beja, Braga, Braganca, Castelo Branco, Coimbra, Évora, Faro, Guarda, Leiria, Lisbon (the capital), Madeira, Portalegre, Oporto, Santarem, Setubal, Viana do Castelo, Vila Real, and Viseu. Portugal's district system since the 1970s has been in a state of transition. Portugal's historic provinces continue to be included on many maps and charts, historical and current literature, and in current conversation, although they are no longer part of Portugal's official administrative structure. Since Portugal joined the European Community (EEC) in 1986, there have been political efforts to replace the district system with regions, but this effort was at least temporarily stymied in 1998, in a national referendum in which voters rejected the move toward regionalization. Some changes have been made in the administration and grouping of municipalities, but so far the district system remains dominant. -

They have their own democratically elected parliaments, form their own cabinets and legislate and execute policies in certain areas such as housing, infrastructure, health and education, though Madrid still retains jurisdiction for all matters affecting the country as a whole, such as defence, foreign affairs and justice. The new communities have far greater autonomy from central government than the old regiones and were a response to nationalist aspirations, which had built up under Franco. Some regions have more autonomy than others. The Basque Country, Catalonia, and Galicia, for example, had political structures, a desire for independence and their own languages which underpinned their claims to distinctive identities. Andalusia gained almost complete autonomy without having had a nationalist tradition. 1. The joint jurisdiction of the Russian Federation and the subjects of the Russian Federation includes:a) providing for the correspondence of the constitutions and laws of the Republics, the charters and other normative legal acts of the territories, regions, cities of federal importance, autonomous regions or autonomous areas to the Constitution of the Russian Federation and the federal laws;b) protection of the rights and freedoms of man and citizen; protection of the rights of national minorities; ensuring the rule of law, law and order, public security, border zone regime; c) issues of possession, use and disposal of land, subsoil, water and other natural resources; d) delimitation of state property; e) nature utilization, protection of the environment and ensuring ecological safety; specially protected natural territories, protection of historical and cultural monuments; f) general issues of upbringing, education, science, culture, physical culture and sports; g) coordination of issues of health care; protection of the family, maternity, paternity and childhood; social protection, including social security; h) carrying out measures against catastrophes, natural calamities, epidemics, elimination of their aftermath; i) establishment of common principles of taxation and dues in the Russian Federation; j) administrative, administrative procedure, labour, family, housing, land, water, and forest legislation; legislation on subsoil and environmental protection; k) personnel of the judicial and law enforcement agencies; the Bar, notaryship; l) protection of traditional living habitat and of traditional way of life of small ethnic communities; m) establishment of common principles of organization of the system of bodies of state authority and local self-government; n) coordination of international and foreign economic relations of the subjects of the Russian Federation, fulfillment of international treaties and agreements of the Russian Federation.2. Estatuto/EstatutSpain's 1978 Constitution granted of areas of competence competencias to each of the autonomous regions it created. It also established that these could be modified by agreements, called estatutos de autonomía or just estatutos, between central government and each of the autonomous regions. The latter do not affect the competencias of central government which controls the army, etc. For example, Navarre, the Basque Country and Catalonia have their own police forces and health services, and collect taxes on behalf of central government. Navarre has its own civil law system, fueros, and can levy taxes which are different to those in the rest of Spain. In 2006, Andalusia, Valencia and Catalonia renegotiated their estatutos.
