To be tied to one's mother's apron strings («быть привязанным к завязкам фартука своей мамы») в настоящее время означает «быть зависимым от своей матери в самостоятельном возрасте».

Anna has been going with Kevin for years, but they are unlikely to get married. He is tied to his mother's apron strings and she doesn't approve of Anna as a daughter-in-law.
