Er beurteilt die personelle Zusammensetzung der Firma als missglückt. — Он оценивает личный [кадровый] состав фирмы как неудачный.
Das ist sein persönliches Urteil. — Это его личное [индивидуальное] мнение.
Er urteilt darüber zu persönlich. — Он судит об этом слишком субъективно [предвзято].
