Безвозмездные выплаты населению из государственного бюджета. Трансфертные платежи - это способ перераспределения дохода одних слоев населения в пользу других в виде социальных пособий - пенсий, пособий по безработице и т.д. Трансфертные платежи не включаются в счета национального дохода, поскольку производятся на безвозмездной основе, а не в обмен на товары или услуги.
